OpenAI’s Operator was not a new device: it was a browser-using AI agent introduced as a research preview in January 2025. On July 17, 2025, OpenAI said Operator’s core browser capability had been integrated into ChatGPT as ChatGPT agent. The change was a product integration, not a promise that an AI could safely complete every online task without supervision.

What was OpenAI Operator?

OpenAI introduced Operator on January 23, 2025, as a research preview of an AI agent that could use its own browser to perform web tasks. It could inspect pages and interact with them by typing, clicking, and scrolling; OpenAI gave filling out forms and ordering groceries as examples. Unlike a conventional chatbot that only tells you what to do, Operator could act through a graphical interface.

The system relied on OpenAI’s Computer-Using Agent (CUA) model, which combined GPT-4o vision capabilities with reasoning trained through reinforcement learning. It interpreted screenshots and used mouse and keyboard actions rather than requiring a custom API integration for each website. OpenAI said Operator could attempt to correct problems, ask the user to take over when necessary, accept custom instructions, save prompts, and run separate tasks in different conversations. These were capabilities described in the launch announcement, not independently verified guarantees.

What changed when Operator was upgraded?

On July 17, 2025, OpenAI announced that Operator was fully integrated into ChatGPT as ChatGPT agent. The integration brought Operator’s core functionality into ChatGPT’s virtual browser, and OpenAI’s announcement directed users to select “agent mode” in the composer. OpenAI Help Center release notes said the standalone Operator experience would be deprecated.

OpenAI’s release notes recorded availability for Pro, Plus, and Team users beginning July 17, 2025, and for Enterprise and Edu users beginning August 8, 2025. Those are historical rollout dates, not confirmation of current availability: plan access, regional availability, and product labels can change. How capable was Operator, according to OpenAI?

In its January 23, 2025 announcement, OpenAI reported the following benchmark results for CUA. They are company-reported historical results, not independent validation or a measure of current ChatGPT agent performance.

Benchmark Task type OpenAI-reported result
OSWorld Full computer-use tasks 38.1% success rate
WebArena Browser-use tasks 58.1% success rate
WebVoyager Browser-use tasks 87.0% success rate
OSWorld comparison Human performance reported in OpenAI’s comparison 72.4%

OpenAI noted that CUA still needed improvement on complex WebArena tasks and that its OSWorld result remained below the human-performance figure in the comparison. The percentages describe performance on benchmark tasks, not a guarantee that an agent will succeed on a particular website or transaction.

What safeguards and limitations did OpenAI describe?

OpenAI said users could take control of the remote browser at any time. Its launch description said Operator was trained to ask users to take over for logins, payment details, and CAPTCHAs, and to seek approval before significant actions such as submitting an order or sending an email. OpenAI also described restrictions on sensitive tasks and closer supervision on sites such as email and financial services. It said its design included defenses against prompt injection, suspicious-behavior monitoring, and review processes, while cautioning that no system is flawless.

OpenAI also warned that the research preview could make mistakes and struggled with some complex interfaces, including tasks involving slideshows and calendars. Treating an agent as an assistant rather than an unattended operator is especially important when a task involves money, private information, or sending something to another person: check its work and approve consequential actions yourself.
