Green hydrogen is hydrogen made by using renewable electricity to split water. Spain is backing it as a way to replace fossil-derived hydrogen in industry, address selected uses that are difficult to electrify directly, and build a domestic clean-technology industry. The country’s 2030 figures are policy targets and programme milestones—not proof that the planned capacity is already operating.
What is green hydrogen?
Hydrogen is an energy carrier and an industrial feedstock, not a primary energy source. In electrolysis, electricity separates water into hydrogen and oxygen. When the electricity is renewable, the resulting hydrogen is commonly called green hydrogen; official Spanish and European programme documents generally use the term renewable hydrogen.

The production route and energy inputs matter: hydrogen is not automatically low-carbon simply because it is hydrogen. Spain’s roadmap and EU programme materials frame the effort around renewable electricity supplying electrolysers. The official sources cited here do not provide a full lifecycle-emissions calculation or a detailed efficiency comparison with direct electrification.

Why is Spain investing in renewable hydrogen?
To address industrial uses
One policy case is replacing hydrogen already used in industry when that hydrogen is made from fossil fuels. The European Hydrogen Observatory’s account of Spain’s original 2020 roadmap reports an objective to replace 25% of grey hydrogen in industry. That was a target in the original strategy, not a reported result. The roadmap also points toward selected transport and energy-system uses; these should be assessed separately rather than treated as interchangeable with industrial demand.

To build an industrial value chain
Spain’s stated aim is not limited to installing electrolysers. Its recovery-plan material describes support for SMEs, technology transfer, technical knowledge and new business activity. European Commission programme materials cover technologies and infrastructure across the chain, including electrolysers, compressors, storage, fuel cells, hydrogen transport systems, prototype development and manufacturing capacity. These are industrial project categories, not household equipment recommendations.
To use renewable resources as a planning advantage
Spain’s draft updated National Energy and Climate Plan cites the country’s renewable-resource potential as a comparative advantage for producing renewable hydrogen. That is a planning rationale, not a guarantee that every proposed project will be cost-competitive or environmentally beneficial.

What is Spain’s hydrogen strategy, and how have its targets changed?
The Council of Ministers approved Spain’s Hydrogen Roadmap in October 2020. The roadmap set sectoral objectives through 2030 and placed renewable hydrogen within the country’s climate and industrial strategy. Spain’s draft updated energy and climate plan describes the roadmap as a package of 60 measures, rather than a single subsidy.

The 2020 roadmap’s original electrolyser objective was 4 GW by 2030. In a February 2025 announcement referring to the revised National Energy and Climate Plan, the Spanish government cited a 12 GW electrolysis-capacity ambition by 2030. These figures belong to different planning moments; neither should be presented as current operating production.

| Figure | What it refers to | Status and source |
|---|---|---|
| 4 GW by 2030 | Electrolyser capacity in Spain’s original Hydrogen Roadmap | Original 2020 target, as summarized by the European Hydrogen Observatory; not an achieved result. |
| 25% | Replacement of grey hydrogen in industry | Original 2020 roadmap objective, as summarized by the European Hydrogen Observatory; not a measured outcome. |
| 12 GW by 2030 | Electrolysis capacity under the revised national planning ambition | Target cited by the Government of Spain in February 2025; not deployed capacity. |
| €1.214 billion for seven clusters | Announced support for future renewable-hydrogen clusters | Government of Spain announcement, 21 February 2025; announced funding, not evidence that all projects are built or operating. |
| At least 700 MW | Authorised electrolyser capacity under a particular recovery-plan investment measure | Milestone described in a 2025 European Commission proposal; its scope is that programme measure, not Spain’s total 2030 ambition. |
How does the national project work?
Policy sets direction; programmes fund development
The roadmap establishes national policy direction. Recovery and Resilience Plan investments provide funding mechanisms for technology development and projects. The European Commission’s 700 MW authorised-capacity figure belongs to a specific investment measure and must not be added to the 12 GW national target: one is a programme milestone, the other a national 2030 ambition.
Clusters connect supply with users
A hydrogen cluster, sometimes called a hydrogen valley, is a place-based effort to link production, distribution and demand. The idea is to develop local connections between renewable electricity, electrolysis, storage or transport infrastructure, and dependable users. A production plant by itself does not establish a functioning hydrogen system: supply, logistics and customers have to align.

- The Hydrogen fuel trolley uses zinc particles and food grade citric acid to synthesize hydrogen, and then uses the produced hydrogen and air to generate electricity to drive the trolley.
- During the experiment, please use 80℃ hot water for Combination reaction (if the water temperature is low, the amount of hydrogen and air pressure from the Combination reaction are insufficient, the fuel cell cannot be used for power generation), and then take off the plug of the vent pipe at the lower part of the fuel cell, release the gas in the rubber hose immediately, and then plug it back immediately, so that only pure hydrogen and air are in the fuel cell, so that the fuel cell can generate hydrogen air power.
What the targets do—and do not—tell us
- A target is not a result. Planned, funded, authorised, under-construction and operating capacity are distinct statuses. The figures above do not establish how much Spanish renewable hydrogen is currently being produced.
- Capacity is not production. An electrolyser-capacity goal does not by itself show how much hydrogen will be made; output depends on factors including actual deployment and the renewable electricity supplied.
- Industrial opportunity is not yet a measured climate outcome. Manufacturing, jobs and new business activity are policy aims or projections unless separately measured as achieved results.
- Hydrogen is not a universal substitute for electrification. The policy case described in these sources is strongest for industrial feedstock substitution and selected transport or energy-system uses, not every energy demand.
