It combines automated models with human evaluation. But approval is not proof that Google has independently verified every developer disclosure: Google says its Data safety review is not designed to verify declarations’ accuracy and completeness, and an enforcement notice may not list every policy issue.
What Google Play says it checks
Google describes broad sources of information that can inform enforcement decisions—not a complete public checklist for every submission. Its enforcement guidance identifies:

- App metadata: for example, the title and description shown in the store.
- The in-app experience: what users encounter after installing and using the app.
- Developer account information: including prior policy violations.
- Third-party code: such as libraries and SDKs used by the app. Google says developers remain responsible for that code and the third parties’ practices.
- Reports and Google-initiated reviews: information from reporting mechanisms may be considered when applicable, and Google may also review apps on its own initiative.
For developers, the App content page in Play Console is where relevant declarations and supporting details are supplied. Depending on the app, these can include privacy policy information, whether it contains ads, access instructions for restricted areas, target audience and content, sensitive-permission use, content ratings, and privacy and security practices. Some sensitive permissions require a declaration and Google approval.

How automated and human review work together
Google says it uses automated models as well as trained human operators or analysts. Automated systems may identify policy-violating content; when a decision needs contextual judgment, content may be referred to people. Google also says results from manual reviews can help improve machine-learning training data.

This description does not say that every app follows the same route or receives identical human inspection. Google does not publish a complete internal checklist, detailed model behavior, or a reviewer sampling rate in the cited guidance.
What the published process may not catch or verify
Data safety declarations are not independently verified for completeness
Google Play Console Help says: “Google’s review process is not designed to verify the accuracy and completeness of your data safety declarations.” Google reviews the submitted Data safety form and may detect certain discrepancies, but says the developer alone has all the information needed to complete it. The declaration must account for applicable data practices of embedded third-party libraries and SDKs, not just code written by the developer. See Google’s Data safety guidance.

A notice may not disclose every policy issue
Google warns that “removal or administrative notices may not indicate each and every policy violation present in your account, app or broader app catalogue.” A notice should therefore be treated as the issue or issues identified in that action, not confirmation that the rest of the app and account have no other problems.

These limits mean approval does not establish that every developer disclosure was independently verified or that every possible violation was surfaced. They do not show that Google review is generally ineffective, nor do they establish a typical false-negative rate or how often a particular category is missed. The official guidance cited here provides no review-accuracy or miss-rate statistic.

Rejection, removal, and suspension have different consequences
Google’s enforcement guidance distinguishes the outcomes by what happens to the app and the developer account:

How developers can prepare—and respond to a notice
- Review the relevant declarations in Play Console. Use the App content page to check which disclosures apply to your app, including ads, audience, ratings, permissions, privacy policy, and privacy and security practices.
- Make reviewer access usable. If features are behind a login or another restriction, provide the access instructions reviewers need to reach those areas.
- Audit data flows beyond your own code. Check what the app and its third-party SDKs collect, use, and share, then make the Data safety form and other disclosures consistent with those practices.
- After an enforcement notice, check the wider app and account. Review other policy areas rather than assuming the notice lists every issue, and consult Policy status for the active enforcement information.
- Appeal when appropriate. Follow the appeal instructions in the enforcement email or use Google’s appeal route if you believe the decision is mistaken. Google says it will reinstate an app if it finds an error and determines the app does not violate its policies or the Developer Distribution Agreement.
These steps help developers meet their obligations; they are not a guarantee of approval. Google’s July 15, 2026 policy announcement also clarifies that User Data requirements apply to third-party AI integrations, alongside developers’ responsibilities for limited use, disclosure, and consent. It includes clarifications on content ratings and location disclosures. Its August 31, 2026 target API level deadline has passed.
