A global value chain (GVC) is a production network in which different stages of making and delivering a product or service take place in different economies. For an Indian business, joining one usually means becoming a dependable supplier of an input, component, processed good, service or production stage—not merely finding an overseas retail customer. The opportunity is real, but entry depends on the product, buyer and destination market, and on proving that your business can meet their requirements consistently.
What are global value chains?
Companies can divide work across countries, from product design and component manufacture to assembly and marketing. A finished product may therefore be “Made in the World”: several economies contribute parts, services or expertise before it reaches a buyer. The World Trade Organization (WTO) explains this production-network model in its Global Value Chains portal.

This distinction matters when interpreting trade figures. Gross exports record the value of goods crossing a border, but do not show by themselves how much value was created in the exporting economy or where other contributions originated. Trade in Value-Added (TiVA) measures and GVC indicators help examine those contributions; they answer a different question from gross export totals.

What the global picture says—and what it does not
At the launch of its 2025 GVC Development Report, the WTO said GVC trade accounted for 46.3% of global trade in 2024, down from a peak of 48% in 2022. These are the WTO’s reported figures for those years, not a real-time estimate for 2026. The report’s evidence mainly covers conditions through the end of 2024 and predates later 2025 tariff hikes. See the WTO’s 15 December 2025 report announcement.
#1 Best Overall
The report describes change across four connected areas: where production is located; how digitalization and automation alter production; how industrial policy and targeted trade deals affect governance; and how green investment and carbon pricing shape environmental choices. It says GVCs remained resilient amid geopolitical tensions, financial uncertainty, climate pressures and the pandemic, while uncertainty, trade costs and finance constraints continued to pose obstacles.
At the report launch, WTO Director-General Ngozi Okonjo-Iweala said, “Firms and governments are not retreating from global integration, but reconfiguring it to meet new economic, political, and social priorities.” The launch page also records her remark that trade-finance shortages persist at more than US$1 trillion annually. That is a figure attributed to her remarks at the December 2025 launch, not a newly measured 2026 estimate. The report found that ongoing reconfiguration had mostly benefited countries already established as suppliers—an indication that a potential opening does not remove the value of proven capability, financing and dependable delivery.
The WTO’s World Trade Report 2024 identifies GVC diversification, lower trade costs through digitalization and the low-carbon transition as possible opportunities for low- and middle-income economies. Whether those opportunities translate into gains for workers and consumers also depends on domestic labor, education and competition policies.

Treat entry as a sequence of decisions: identify a specific buyer need, test whether a market is viable, choose a realistic route into the chain, and show that your business can perform. The precise permissions, standards, documents and buyer checks vary by product and destination, so verify them for the opportunity you are pursuing rather than relying on a universal export checklist.

1. Choose a product and a buyer problem
Define what your firm can reliably supply: for example, an input, component, processed good, contract-manufacturing stage or business service. Identify a likely buyer need and the specifications your offer would have to meet. For goods, determine the correct Harmonized System (HS) classification and check whether the product is freely exportable, restricted or requires additional permission. The Trade Connect Portal provides product- and country-related information; confirm classification and policy against the relevant official sources for the specific product.
-
2. Compare markets on the requirements that affect your margins and ability to deliver
Do not choose a destination on demand figures alone. Government exporter guidance recommends researching market size, competition, quality requirements and payment terms. Trade Connect is described as offering information on market regulations, sectors, export trends and Free Trade Agreement (FTA) benefits. For each product-market option, investigate the following before committing:
Compare Question to answer Tariff and origin What tariff applies, and can the product meet the relevant rule of origin if you intend to claim preferential treatment? Standards and testing Which product-specific standards, tests, inspections or certifications does the destination or buyer require? Order economics Is the order size achievable, and would reliance on one buyer create too much concentration? Landed cost and delivery Can you meet the required lead time with reliable logistics, and fund the working capital involved? Buyer onboarding What traceability, sustainability or other onboarding evidence does this buyer request? Capability and scale Can you show consistent quality and increase output if demand grows? These are comparison questions, not a country ranking. Their answers depend on the product and buyer, and should be checked against live market requirements.

3. Map the value chain and choose an entry route
Work out where your offer fits and who controls that stage. Possible routes include selling a component directly, contract manufacturing, processing, supplying a service input, or working through an established exporter or integrator. A direct buyer relationship is not the only way into a production network; an Indian intermediary may already have the buyer relationships and compliance systems your business needs to reach.

Export Promotion Councils (EPCs), trade fairs, buyer-seller meets, Indian Missions and verified online profiles can help identify potential contacts. They are discovery routes, not guarantees of a contract or buyer approval. IndBiz’s guidance on how to start exporting and the export process outlines related considerations.
-
4. Demonstrate capability, not just a competitive price
Prepare a concise, accurate supplier offer with the information a buyer needs to assess risk and fit:
- Product or service specifications, including relevant drawings, tolerances or process details.
- Samples where appropriate, and a clear method for approving them.
- Realistic production capacity, lead times and the ability to handle repeat orders.
- Quality records and traceability evidence relevant to the product and buyer.
- A practical process for handling non-conformities and corrective action.
There is no single certificate that qualifies every Indian exporter for every GVC. A buyer may ask for standards or audits beyond baseline legal requirements; establish what applies before spending on a certification or audit that may not be needed for the target market.

5. Get export credentials and origin documentation right
Maintain the export credentials required for your case, including a valid Importer-Exporter Code (IEC) where applicable. If seeking a preferential tariff under a trade agreement, check the specific rule of origin for the product and destination: the product must qualify under that rule, and the supporting origin document must follow the applicable process. DGFT states that preferential Certificate of Origin applications moved to eCoO 2.0 from 17 January 2025. Check the DGFT Common Digital Platform for Issuance of Certificate of Origin for current portal instructions before filing.

6. Plan payment, delivery responsibility and finance before accepting an order
Agree the payment terms, currency, delivery responsibility and insurance arrangements with the buyer, and work out how much working capital the order will require. Consider how you would manage non-payment or other export risks; IndBiz’s exporter guidance discusses export-risk coverage through ECGC and export finance. Ask your bank, ECGC or the relevant authority about the terms that apply to your transaction.
Do not build a quote around a subsidy, interest support or reimbursement until you have checked current scheme notices, rates and eligibility. The Ministry of Commerce and Industry’s December 2024 Lok Sabha reply describes time-bounded interest-equalization support and reimbursements for first-time exporters; it does not establish that either benefit is currently available to every exporter.

7. Use discovery and testing tools as routes to information
Trade Connect is described as helping aspiring exporters find information about regulations, trends, sectors and FTA benefits. Its “Source from India” feature is for buyer discovery through verified exporter profiles; a profile can improve discoverability but does not ensure an order.

A Press Information Bureau summary of a DGFT trade notice dated 29 October 2025 says “Source from India” eligibility expanded from 1 November 2025 to valid IEC holders with at least USD 100,000 in export realization in any one of the three preceding financial years, alongside status holders. Because eligibility and portal rules can change, check the notice and live portal before relying on that threshold. The same PIB account describes Bharat Aayat Niryat Lab Setu as a digital route to find, apply for and track testing and inspection services, initially piloted with selected commodity-board laboratories. See the PIB summary of DGFT trade facilitation and exporter support measures for the notice context.
What documents and standards do you need to export from India?
There is no single document or certificate list that applies to every shipment or GVC supplier. Start with the product’s HS code and export policy, then check the destination’s import rules and the buyer’s own specifications. The applicable requirements can include export credentials, permissions, product testing or inspection, and evidence needed to establish origin for a preferential tariff claim. Ask the buyer to distinguish mandatory legal requirements from its own onboarding standards, and verify both with the relevant official authority or service provider before production or dispatch.
How can a small Indian business find international buyers?
First decide which firms in the chain could buy or specify your input: a manufacturer, contract producer, sourcing intermediary, integrator or established exporter. Then build a targeted list through relevant EPCs, trade fairs, buyer-seller meets, Indian Missions and verified online profiles. A buyer approach is stronger when it explains exactly what you supply, where it fits into the buyer’s process, what capacity and lead time you can commit to, and what evidence you can provide. Discovery tools can make contacts easier to find; they cannot substitute for qualification, buyer approval or reliable fulfilment.
When does an export sale count as GVC participation?
An export sale alone is not enough to establish that a business participates in a global value chain. The relevant feature is cross-border production and value creation: for example, an Indian firm supplies a component that is incorporated into a product assembled elsewhere, or provides a service used in a production network spanning economies. A finished good sold to a foreign customer may be an export without being part of a multi-economy production chain. For broader data and sector context, the WTO portal links to TiVA, GVC indicators, reports and sector profiles; use value-added measures when asking where value was created rather than equating GVC participation with gross export growth.
