Read the material name, recycling designation, location qualifier and preparation steps together. If your municipality’s rules conflict with the label, follow the local rules.
How to read a flexible-packaging recycling label
Start by identifying the component named on the label. A package made of paper and plastic may have separate directions for each part. Then check the designation, any geographic limits, and the preparation instructions. How2Recycle explains its label system in its label guide and Label Explorer.

- Component: Identify whether the directions apply to the bag, film, lid, seal, label or another part.
- Collection route: Look for curbside or local drop-off instructions, Store Drop-off, or a direction not to recycle.
- Preparation: Follow any instructions to empty, separate, flatten, clean or dry the component.
- Geography: Check whether the designation applies in your country and confirm local acceptance.
A resin code or the fact that a package is made from a technically recyclable material does not, on its own, establish that the package can be collected, sorted and reprocessed through your local system. How2Recycle says its assessments consider collection access, sortation, technical recyclability and end markets, among other factors.
What the main label terms mean

How2Recycle describes Widely Recyclable as meeting the thresholds above, while its Not Yet Recyclable guidance includes access below 20% or significant system challenges. Those figures are program criteria, not measurements of how much packaging is actually recycled. See the program’s pages on Widely Recyclable and Not Yet Recyclable.

What Store Drop-off means for plastic film
Store Drop-off is a collection route for qualifying PE film in the United States—not a blanket instruction for every flexible package. How2Recycle examples of items that may qualify include grocery and produce bags, bread bags, stretch wrap, newspaper bags, compatible plastic mailers, wraps for paper products and cereal bags. The examples describe places eligible packaging may be found; they do not mean every item in those categories qualifies. Check the item’s label and your local collection rules. Prepare only the items the instructions cover
For Store Drop-off packaging, How2Recycle says the film should be clean and dry. Its FAQ also says to remove a plastic mailer’s paper label completely. Do not assume that these steps make every pouch or mixed-material package acceptable; follow the printed directions for that component and the collection site’s rules. See the How2Recycle FAQ.

Find and verify a participating collection point
How2Recycle says its Flexible Film Recycling Alliance partnership provides a searchable directory of over 60,000 retail locations and municipal drop-off sites nationwide. That is the program’s reported directory count, not a guarantee that a particular location is currently accepting a particular item. Search the directory or your municipality’s official recycling page, then verify the site’s current bin guidance before making a trip.
Why local instructions can differ from the package
How2Recycle’s designation is based on national data, but collection access varies by community. A label therefore cannot guarantee that your curbside program or a nearby drop-off site accepts the package. If your city or hauler says not to put an item in a local bin, follow that instruction. Check the municipality’s official recycling page or contact the hauler when the package label and local guidance do not match.

How the label applies in the United States and Canada
How2Recycle says Store Drop-off is available only in the United States. In Canada, a package that carries the Store Drop-off label in the US is treated as Widely Recyclable, but local municipal rules still determine what collection is available. Do not use a US store-drop-off instruction as proof that a Canadian retailer has a collection point.

- Find the label for the exact flexible component you are disposing of.
- Read its designation and any country or regional qualifier.
- Follow preparation instructions, including clean-and-dry steps or component separation where specified.
- For Store Drop-off, confirm the item is eligible and verify that the collection site is participating and currently accepts it.
- When local rules differ from the label, use the local program’s instructions.
