For a preservation-oriented digital master, use FFV1 version 3 in a Matroska (.mkv) container. Make a separate MP4 if you want a copy that is easy to play and share. The master and the MP4 have different jobs: one prioritizes a high-quality duplicate; the other, convenient viewing.
Choose the format by how you plan to use the file

FFV1 and MKV are not interchangeable terms
FFV1 is a video codec: it encodes the video. Matroska is a container, also called a wrapper, that holds encoded video and may carry audio streams and metadata. So “MKV” alone does not say how the video was encoded or establish its quality. For the preservation-oriented option, specify the full pairing: FFV1 version 3 in Matroska (.mkv).

Its FF Video Codec 1 format entry provides further format information. “Preferred” is a format recommendation, not a guarantee that every capture device or software package can create a suitable file.

Why keep an MP4 as a separate copy?
MP4 is useful when the priority is simple playback on computers and convenient sharing. NARA cites it as an example of a file that makes VHS content easy to play on a computer, while the Library of Congress identifies MP4 as a viewing proxy. If long-term preservation matters, do not treat a convenient MP4 as a substitute for a separately retained preservation master.
A preservation-oriented file and an access copy can represent the same transfer but serve different needs. NARA describes a preservation copy as a high-quality duplicate of the original record; an access copy is intended to be easy to play. The format name by itself does not tell you whether a transfer retained every important part of the recording.

What to confirm before digitizing
VHS captures can include more than visible picture and the main audio track. FADGI notes that timecode, captions, and multiple audio tracks can affect which format fully preserves a recording. Ask the provider—or check your own capture software—about these items before settling on an output:

- Captions and timecode: Are these present on the tape, and can the workflow preserve them?
- Metadata: Can you receive descriptive and technical metadata? NARA says customers may request these.
- Integrity checks: Can the provider supply checksums, which can help check whether files have changed or been corrupted?
- Deliverables: Will you receive both the preservation-oriented master and a convenient viewing copy?

Home transfer or professional service?
A file format cannot compensate for a poor capture. NARA cautions that video digitization can be more involved than digitizing documents or photographs: it may require specialized equipment and software, adequate computer throughput, and reliable playback equipment. Fragile tapes or questionable playback gear can make a home transfer risky.
If you use a service, ask what inputs it accepts, what output formats it supplies, whether you can receive both copies, and whether its workflow retains the tracks and metadata you need. If you digitize at home, verify that the whole capture chain—not just the final file extension—supports the chosen output and records the tape as intended. NARA’s video playback and digitization guidance discusses these practical considerations.

Keep a second copy of the files
After transfer, make another copy of the resulting files and store it separately from the first. NARA recommends preparing another copy regardless of whether the files are delivered on a hard drive, flash drive, or optical disk. A preferred file format is not a backup strategy by itself.
