What Does Server Diversion Mean, and How Can Companies Detect It?

Server diversion may be an approved DDoS scrubbing route or an unauthorized traffic redirection. This guide shows companies how to baseline behavior, inspect flow and routing data, correlate logs, and investigate anomalies without confusing detection with attribution.

Server diversion can mean two very different things. In a planned DDoS-defense arrangement, a provider reroutes traffic to a scrubbing center, removes malicious packets, and sends legitimate traffic back to the company. In an unauthorized incident, traffic may be redirected, mirrored, or copied to a system that is not approved. The same word therefore describes either a documented protection control or a security problem.

Companies distinguish the two by comparing observed traffic and routes with an established baseline, approved diversion settings, change records, provider notifications, and incident timelines. Flow records, routing data, firewall and server logs, and application metrics must be examined together; an unusual pattern is an investigation lead, not proof that a particular employee, provider, or attacker caused it.

Two security meanings of server diversion

Planned DDoS traffic diversion

During a volumetric or application-layer DDoS attack, an organization can direct traffic for one or more prefixes to a mitigation provider. The provider’s scrubbing infrastructure analyzes packets and requests, discards traffic that matches attack signatures or policy, and forwards clean traffic to the organization’s data center or cloud environment. This is an intentional route change recorded in the DDoS runbook and normally accompanied by a provider event, ticket, or notification.

Some services support BGP-based diversion, while others use tunnels, DNS changes, or a combination of methods. The implementation is provider-specific. The important security property is that the route, prefixes, activation authority, and return path are known before an attack occurs.

Unauthorized redirection or copying

In an operational-security context, diversion can mean that traffic is sent through an unapproved device, destination, proxy, tunnel, or capture system. A route may visibly change, but it may also look normal if a compromised switch, tap, host, or monitoring path silently mirrors packets. RFC 4778, an informational RFC published in January 2007, describes how mirrored traffic used for debugging, performance monitoring, or accounting can be diverted to a compromised machine without necessarily changing the existing topology. That makes purely topology-based detection insufficient.

Why the distinction matters

A scrubbing-center route that matches the approved design is evidence of a mitigation action, not evidence of compromise. Conversely, a path that resembles a normal monitoring flow can still expose credentials or sensitive application data if its destination, collector, retention policy, or access controls are unauthorized. Detection must therefore establish both what changed and whether the change was expected.

What an authorized DDoS diversion should look like

Before enabling a service, document the exact conditions that define a legitimate diversion:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • The protected IP prefixes and CIDR ranges, including IPv4 and IPv6 where applicable.
  • The provider, scrubbing-center region, tunnel or peering method, and expected next hops.
  • Who can activate, approve, or cancel diversion, and how those actions are logged.
  • The monitoring dashboards and alerts that should change when traffic is diverted.
  • The return path for clean traffic and the procedure for withdrawing announcements or tunnels.
  • The provider’s notification channel, maintenance process, and emergency contact.

Record normal traffic before an incident. A baseline makes it possible to tell whether a new route is part of a planned response or an unexplained event. It also prevents responders from treating every provider-side path change as malicious.

Build a baseline before looking for diversion

Measure network and device behavior

Capture normal inbound and outbound bandwidth by interface, destination prefix, protocol, and time of day. Track CPU and memory utilization on routers, firewalls, load balancers, and hosts that terminate traffic. Cisco’s DDoS guidance recommends comparing bandwidth, device utilization, and traffic type with normal behavior rather than relying on a single threshold.

Baselines should cover business cycles such as launches, billing runs, backups, weekends, and seasonal peaks. A fixed alert such as “anything above 1 Gbps is an attack” will produce false positives on a large service and miss a serious event on a smaller one.

Measure application behavior

Record request rates, response codes, connection counts, authentication failures, queue depth, and latency for important applications. Keep separate baselines for static content, APIs, login endpoints, and administrative interfaces. A route change may leave link utilization close to normal while changing request sources, TLS termination, cache-hit ratios, or error rates.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Collect flow and log fields

Network-flow telemetry should be retained long enough to reconstruct an incident. Cisco’s guide describes NetFlow records containing source and destination IP addresses, source and destination ports, protocol, the type-of-service byte, and the input interface. Add output interface, byte and packet counts, timestamps, sampling information, and exporter identity when your platform supports them.

  • [Dont Hesite to Order] 24 hours customer services and professional technology team are standing by

Keep routing and BGP updates, firewall decisions, load-balancer access logs, server logs, DNS changes, cloud-flow logs, authentication records, and application traces. Synchronize clocks with a reliable time source; otherwise, route changes and request spikes can appear out of order.

Step-by-step workflow for detecting unexpected diversion

  1. Define the event window. Start with the first alert, customer symptom, or provider notice and preserve several hours of preceding telemetry. Note the affected service, prefix, region, interfaces, and direction of traffic.
  2. Compare traffic with the baseline. Check bandwidth, packet rates, protocol mix, source-country distribution, connection duration, request rates, status codes, and device CPU. Look for abrupt changes that are not explained by a release, campaign, backup, or capacity event.
  3. Inspect flow records. Identify new destinations, ports, protocols, interfaces, or collectors. A sudden increase in traffic to an unfamiliar address, an unexpected tunnel endpoint, or a new internal capture host deserves investigation even if total bandwidth is unchanged.
  4. Correlate network and application logs. Match the same timestamps against firewall permits and denies, load-balancer entries, server connections, authentication events, and application requests. Determine whether the observed path carries ordinary user traffic, mirrored packets, management traffic, or attack traffic.
  5. Check route state against the approved plan. Compare BGP announcements, withdrawals, next hops, AS paths, tunnel status, and DNS records with the diversion configuration. Confirm that the announced prefix and CIDR exactly match the protected asset; an adjacent or broader prefix can send traffic somewhere unintended.
  6. Validate the mitigation event. Check the provider portal, ticket, notification, activation user, and start and end times. If the provider says diversion is active but traffic continues reaching the data center directly, examine route propagation, stale announcements, tunnel health, and local filtering rather than assuming the service is working.
  7. Escalate and preserve evidence. Notify the network provider and incident-response team through the company’s runbook. Preserve flow files, route snapshots, configuration versions, packet captures where lawful, log exports, and change approvals before altering routes or restarting equipment.

CERT-EU’s DDoS response guidance emphasizes monitoring, log analysis, and anomaly alerts. Alibaba Cloud’s diversion documentation additionally advises checking route-asset databases, RPKI information, and matching CIDR announcements when traffic still reaches an Internet data center after activation. Those checks are useful controls, but the exact commands and escalation path depend on the company’s network and provider.

Routing checks that expose a wrong path

Compare announcements with owned prefixes

Maintain an inventory of every prefix that may be diverted and the autonomous systems authorized to announce it. During an event, compare observed announcements with that inventory. Investigate an unexpected origin AS, next hop, path length, geographic propagation pattern, or announcement for a prefix that is not in the activation request.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use RPKI as a validation signal

RPKI route-origin authorization can show whether an origin AS is permitted to announce a prefix. An invalid result is not by itself proof of diversion—misconfiguration and stale objects can cause it—but it is a high-value signal when combined with route timing and provider records.

Check local and cloud routes

Review router tables, firewall policy, virtual-network route tables, tunnel state, and load-balancer backends. A route that is correct at the Internet edge can still be diverted internally to an unapproved collector or host. Verify both directions: the inbound path to the service and the return path for responses.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Support on Ko-Fi

Traffic indicators that deserve investigation

  • A sudden destination or interface that has no owner in the asset inventory.
  • Mirrored traffic appearing on a host, port group, or collector outside the approved monitoring design.
  • Large bandwidth or packet-rate changes without a corresponding business event.
  • Request-rate spikes, unusual methods, authentication failures, or status-code shifts concentrated on one route or region.
  • Routes or prefixes changing outside a maintenance window or without an activation record.
  • Traffic continuing to the origin after a provider reports that diversion is active.
  • A new tunnel, proxy, DNS target, or firewall rule created shortly before the anomaly.

Use several indicators together. A single unfamiliar source can be a legitimate partner, and a route update can be normal Internet convergence. Confidence rises when independent telemetry—flows, route state, logs, and change records—points to the same unexplained event.

On-demand versus always-on DDoS diversion

Alibaba Cloud documents two common operating modes for its Anti-DDoS diversion service. The comparison below describes that documented service, including its stated scope for Internet data-center servers outside mainland China; other providers may differ.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Decision factor On-demand diversion Always-on diversion
Normal traffic path Traffic goes directly to the data center until an operator activates protection. Traffic continuously passes through the scrubbing center.
Response during an attack An operator detects the event and activates the service. The protected path is already in place; no activation step is required.
Exposure and delay Detection-to-activation time can leave a short exposure window. There is no detection-to-activation delay, but traffic always takes the additional processing hop.
Latency and path cost Normal traffic avoids the scrubbing hop; diverted traffic uses it during protection. The extra hop introduces slight latency during normal operation.
Documented best fit Organizations that experience attacks occasionally. Organizations that face attacks frequently.

These are operating trade-offs, not universal performance guarantees. Ask any provider for its activation time, routing method, geographic points of presence, maximum protected capacity, logging, fail-open or fail-closed behavior, and withdrawal procedure. Test the change in a controlled exercise so responders know which dashboards and routes should move.

Detection is not attribution

An anomaly establishes that something differs from the expected state; it does not identify who caused it. A provider maintenance action, a routing leak, a compromised device, a malicious insider, and an ordinary product launch can produce overlapping symptoms. Attribute only after correlating telemetry with approved changes, provider notices, identity records, route history, and the incident timeline.

Do not immediately withdraw a mitigation route or block a collector solely because it looks unfamiliar. First assess whether the change could interrupt legitimate traffic, destroy evidence, or expose the organization to the DDoS that the diversion was intended to absorb. Use the incident commander and network owner named in the runbook to approve disruptive actions.

Practical response when diversion is suspected

  1. Stabilize service. Confirm whether customers are experiencing an outage, elevated latency, errors, or data exposure. Apply the least disruptive approved control while investigating.
  2. Freeze relevant changes. Temporarily require peer review for route, DNS, firewall, tunnel, and monitoring modifications affecting the impacted prefix.
  3. Contact the provider through a known channel. Independently verify any activation, cancellation, or emergency request; do not rely on contact details supplied in a suspicious message.
  4. Protect evidence. Export route views, flow data, logs, configurations, and provider correspondence with timestamps and file hashes where your evidence policy requires them.
  5. Validate clean return traffic. After correction, confirm that the expected prefix, next hop, tunnel, firewall policy, and application metrics have returned to the documented state.
  6. Review and improve. Update the asset inventory, alert rules, approval controls, and exercise schedule based on what the investigation revealed.

What recent DDoS activity shows about scale

CERT-EU’s 2024 threat-landscape guide, attributing figures to Cloudflare, reported that 4.5 million DDoS attacks were mitigated in the first quarter of 2024. The same report cited 10.5 trillion HTTP DDoS requests and 59 petabytes of DDoS traffic during that quarter, with one reported attack reaching 2 Tbps. These figures describe Cloudflare’s Q1 2024 mitigation data, not current worldwide activity and not the prevalence of unauthorized server diversion.

No universal threshold proves that traffic has been diverted, and no published statistic in the cited material measures how often malicious diversion occurs or how effective one detection method is across all networks. Architecture, geography, provider, service mix, and time of day all affect the baseline. The reliable approach is therefore evidence correlation: establish normal behavior, verify route and prefix authority, inspect flows and logs, and reconcile every anomaly with an approved operational event.
