“Private internet access” usually means connecting to the internet through a private or encrypted network connection, most often a virtual private network (VPN). It can also refer to Private Internet Access (PIA), the name of a consumer VPN brand. The meaning depends on context: the generic phrase describes a type of connection; PIA names a company and its service.
What a VPN does
A VPN creates an encrypted tunnel between a device and a VPN endpoint over the internet. The connection can protect traffic in transit from parties who cannot access the VPN, and it can make a website see the VPN server’s IP address rather than the user’s public IP address. A VPN does not make the user invisible: traffic continues from the endpoint to its destination, and the VPN operator and connected devices remain part of the security picture.

The U.S. Cybersecurity and Infrastructure Security Agency (CISA) defines a VPN as “a secure way to use the internet as an extension of a private network.” Its Using Wireless Technology Securely guidance, produced in 2006 and updated in 2008, explains the basic concept of an encrypted tunnel. It is a foundational definition, not current advice on specific VPN protocols or products.
Three common VPN uses
| Type | What connects | Typical endpoint operator |
|---|---|---|
| Personal VPN | An individual’s device connects through a VPN provider’s server to reach internet destinations. | A consumer VPN provider. |
| Remote-access VPN | An individual device connects to an organization’s private network. | The organization or its service provider. |
| Site-to-site VPN | One network connects to another network. | The organizations operating the connected networks. |
These categories describe different purposes, not interchangeable products. Private Internet Access’s own VPN explainer also distinguishes personal, remote-access, and site-to-site VPNs.

What “private” does—and does not—mean
“Private” refers to the protected connection, not guaranteed anonymity or immunity from every online threat. A VPN changes the path traffic takes and shifts some trust: with a personal VPN, the provider operating the endpoint becomes part of the trust chain. A VPN alone does not establish that a service keeps no records, secure an infected device, or prevent a user from sharing identifying information with a website.
CISA’s Mobile Communications Best Practice Guidance, published in December 2024, says, “Do not use a personal virtual private network (VPN).” The agency’s stated concern is that personal VPNs shift residual risks from an internet service provider to the VPN provider and may increase the attack surface; it also raises concerns about some free and commercial providers’ security and privacy policies. This advice is specifically about personal VPN use in the mobile-communications guidance. It distinguishes that use from a VPN client required by an organization to access organizational data, so it should not be read as a blanket instruction against organizational VPNs.

Private Internet Access (PIA) as a brand
When “Private Internet Access” is capitalized or abbreviated as PIA, it may mean the company’s consumer VPN service rather than the general concept of private internet access. Product explanations and privacy statements on PIA’s website are the company’s own descriptions; they are not independent verification of every privacy or security claim.

A VPN may be one element of a broader security architecture, but it is not a compliance shortcut. This is PIA’s statement, not legal advice or an independent audit.
