The price shown at checkout is not always the amount that ultimately appears on your card statement. If a purchase is priced in a currency different from your card account’s currency, the total can also depend on who converts it, the exchange rate used, and any separately charged fees. There is no single card-payment fee that applies to every purchase in Europe.
What “the price of a card” means here
This article is about the total cost of buying something with a payment card—not the cost of issuing or maintaining a physical card. For an ordinary purchase, the merchant’s displayed price is the starting point. A different-currency transaction may result in a different account-currency debit after conversion and any applicable fees.

The European Commission puts the distinction plainly: “When you buy a product or service that is priced in another currency, you pay more than just the purchase price.” European Commission consumer guidance explains the factors to check.
When the amount charged can differ from the displayed price
Currency is the key distinction. A cross-border purchase is not automatically a currency-conversion transaction: a euro payment within the EU is different from a purchase made in a currency other than euros. EU consumer guidance says banks should charge the same rate for euro payments across the EU as for equivalent national transactions, while payments in another EU currency may involve conversion fees. The Commission’s payments FAQ addresses this distinction.

For a purchase priced in a currency other than your card account’s currency, potential additional costs include a card provider’s foreign-transaction or currency-conversion fee, a markup in the exchange rate, or a conversion service offered by the merchant or point-of-sale provider. Which apply depends on the transaction and the relevant terms; they should not be assumed to all apply at once. Cash withdrawals can also involve a fee set by the ATM owner.
Choose local currency or your home currency at checkout
A card terminal or website may offer to charge you in the local currency or convert the purchase into your home currency immediately. The home-currency option gives you an amount you can see at once, but it means the merchant or its conversion provider sets the conversion. With local-currency payment, your card provider handles the conversion under its applicable rate and terms.

EU consumer guidance says local-currency payment is often cheapest, not that it is guaranteed to be cheapest in every case. The result depends on the conversion rate and fees from each provider. Compare the displayed home-currency amount with any conversion information available for your card before accepting a conversion offer.

How to compare currency-conversion disclosures
For card-based payments within its scope, EU Regulation (EU) 2021/1230 requires total currency-conversion charges to be expressed as a percentage markup over the latest available European Central Bank (ECB) euro foreign-exchange reference rate. The regulation establishes the disclosure framework, and the European Banking Authority’s Q&A 2023_6777 clarifies how the markup is treated.

That percentage is a comparison measure, not necessarily a separate fee charged on top of the transaction. Do not add it to a fee total unless the provider actually states that it charges a fee. For a useful comparison, identify who is converting the transaction, the amount and exchange rate shown, the markup disclosure, and any separately itemized charge.
Card surcharges and interchange caps are different things
EU consumer guidance says covered consumer card payments cannot be surcharged merely because the customer uses a card. The rule’s application depends on the payment instrument and applicable circumstances; it should not be generalized to every payment method, commercial card, or transaction involving non-EU parties. See the Commission’s guidance on card surcharges for the consumer-facing explanation.

Interchange fees are not checkout fees paid directly by the cardholder. Under Regulation (EU) 2015/751, the EU caps interchange for covered consumer transactions at 0.2% for debit cards and 0.3% for credit cards. These are provider-to-provider fee caps; they do not state what a merchant pays in total to accept a card or what a customer pays for a purchase. Merchant service charges and other acceptance costs are separate. The EU regulation sets the caps, while the Commission interpretive notice discusses trader costs.

- Check the currency of the merchant’s price and the currency of your card account.
- If offered a choice, note which party is converting the payment and compare the available rate and fee information.
- Look for a separately stated conversion or foreign-transaction fee; treat the ECB markup disclosure as a comparison measure, not automatically as another charge.
- Check your card statement or bill for the final account-currency amount and any fee your provider lists.
The available EU guidance does not establish a universal cardholder fee, a typical conversion markup, or an average cost for paying by card in Europe. The actual amount depends on the currencies, conversion choice, provider terms, and any applicable charges.
