But “Layer 3” is not a universal technical standard. The label alone does not tell you how a chain works, what security it provides, or whether it is faster or cheaper.
What does Layer 3 mean in crypto?
In the common rollup-oriented meaning, “Layer 3” describes a chain’s position in a settlement hierarchy. The L3 runs transactions above an L2; the L2 then connects those transactions to an L1. The important detail is the chain’s actual settlement path, not the number in its name. Ethereum.org’s scaling overview provides background on how scaling layers relate to the base chain.

Arbitrum Orbit illustrates this usage: its documentation describes Orbit chains that can be L2s settling directly to Ethereum, or L3s settling to an Ethereum L2 such as Arbitrum One. That is an example of one framework, not a definition binding every project that uses “L3.” Arbitrum’s Orbit material

The term is also used for application or smart-contract execution layers above L1 or L2 networks. For example, an Orbs announcement described its own L3 functionality as a smart-contract deployment layer intended to extend on-chain application behavior across L1 and L2 chains. That is the project’s description, not a generally accepted protocol standard. Orbs’ 2021 announcement distributed by Chainwire

How does an L3 fit above an L2?
In a simplified rollup-oriented design, an L3 executes application transactions and sends relevant data or state commitments to an L2. The L2 processes or records them and ultimately settles to an L1. Each layer can perform a different role, but the exact division of execution, data handling, and settlement depends on the chain’s design.
Rollups provide useful context, but “L3” itself does not specify a single rollup mechanism. NIST describes rollups as processing transactions off-chain in batches and periodically posting state commitments along with compressed transaction data. It distinguishes validity-proof systems, which use cryptographic proofs to establish correctness, from optimistic systems, which accept updates provisionally and allow challenges. These approaches carry different monitoring, computation, and finality implications. NISTIR 8301, Blockchain Networks: Token Design and Management Overview

Some L3 frameworks allow choices about throughput, privacy, gas token, governance, and data availability. Those configurable options do not mean every chain offers them or uses the same settings.

Not automatically. A chain described as “built on” an L2 or Ethereum may depend on that parent for some parts of settlement while relying on separate systems or operators for others. The L3 label does not specify its proof system, data availability, sequencer, bridge, or governance arrangements.

To assess a particular chain, look for answers to these questions:
- Settlement destination: Which L2 or L1 receives its state commitments, proofs, or transaction batches?
- Data availability: Is transaction data published to a parent chain, held by a data-availability provider, or handled another way?
- Correctness mechanism: Are updates verified with validity proofs, subject to fraud-proof challenges, or validated through another arrangement?
- Sequencer and operators: Who orders transactions, and what happens if the sequencer or another operator stops working or acts improperly?
- Bridge and withdrawals: Which contracts or operators secure asset transfers, and what delays or dispute conditions apply?
- Governance and configuration: Who can upgrade contracts or change the chain’s parameters, gas token, or data-availability setup?
These details matter more than the layer number when comparing security assumptions. A framework may expose particular configuration choices, but that does not prove every chain uses them or that two chains have equivalent protections.

Is Layer 3 faster or cheaper than Layer 2?
There is no representative, independently comparable L3-wide figure for transaction throughput, fees, or latency in the cited sources. Do not assume an L3 is faster or cheaper simply because it sits above an L2. Performance depends on the chain’s implementation and the costs and trade-offs of its execution, data availability, settlement, and operating arrangements.
Why do projects use the term differently?
“Layer 3” is an architectural label used in more than one way. In rollup-oriented designs, it commonly means a chain settling to an L2. Elsewhere, a project may use it for an application execution environment or smart-contract layer built above existing networks. The Arbitrum Foundation’s 2025 transparency report also uses “L3” to describe projects in different application categories; ecosystem labels alone do not verify how each project is implemented or secured. Arbitrum Foundation, Annual Transparency Report 2025
When you encounter the term, identify the named project’s settlement destination and technical design rather than assuming that every L3 is the same kind of chain.
