Moving a uranium project toward construction requires a sufficiently defined mine and processing plan, a credible economic case, the necessary approvals for its jurisdiction, financing and contracts, and an organization capable of delivering the work safely. The exact sequence and readiness threshold depend on the project and the laws where it is located.
What a feasibility study establishes—and what it does not
A feasibility study brings the project’s main technical and commercial questions together: what is known about the deposit, how the ore could be mined and processed, what infrastructure is needed, what the project may cost, and how environmental and closure obligations fit into the plan. Its purpose is to support a decision about whether development appears viable on the assumptions studied.

The International Atomic Energy Agency (IAEA) describes a positive feasibility result as confirmation of the deposit’s economic viability at a stage gate. Mine development follows that gate and includes work such as engineering, procurement, construction, testing and commissioning. Passing the gate does not itself grant permits, secure funding or commit the owner to invest.

Close the technical questions behind the design
Before an owner can rely on a construction plan, the technical basis needs enough definition for the scale of the investment decision. That means more than identifying a deposit: the proposed mine, mill, utilities and waste-management systems must work together as a coherent design.
#1 Best Overall
- Resource, reserve and mine plan: establish the confidence basis for the material to be mined, define the reserve used in the plan, and develop a mine method and schedule that fit the deposit.
- Metallurgy and process: test how the ore behaves and develop a flowsheet—the sequence of processing steps—suitable for the material expected from the mine. The IAEA’s development-stage descriptions include metallurgical testing, including pilot work.
- Plant and infrastructure: investigate the requirements for processing, water, power, transport and other site infrastructure, then develop designs and cost estimates appropriate to the investment decision.
- Ground conditions and waste: account for geotechnical conditions, mine waste and tailings arrangements in the mine and plant design. For uranium projects, tailings and radioactive materials also bring specific management and oversight considerations.
Unresolved technical questions can affect several parts of the case at once: a change to the process may alter plant design, utilities, costs, waste arrangements or the approvals being sought. The IAEA’s stage descriptions include deposit studies, metallurgical testing, mine planning, infrastructure investigation and economic assessment among the work leading into feasibility and development.
Complete the environmental and social case
Environmental work is not a final paperwork step added after the mine is designed. Studies begin during feasibility and become more detailed as the proposal takes shape. The assessment needs to reflect the actual proposed design and address impacts, mitigation, monitoring, public engagement and closure planning under the applicable local rules.
Rank #2
Uranium mining shares many environmental issues with other mining projects, while also requiring attention to radioactive materials and tailings management. The World Nuclear Association’s Environmental Aspects of Uranium Mining, updated 30 April 2024, discusses these issues; it does not make one approval sequence universal. Depending on the jurisdiction, several authorities may be involved, and environmental review can include public comment.

For a specific project, check which environmental assessment, mining, land, water and radioactive-material approvals apply, who administers them, what public process is required, and the project’s current status. A Canadian licensing example described by the IAEA illustrates one national system; it is not a checklist for projects elsewhere.

Make the economic case credible across the project lifecycle
The investment case has to cover more than the mine’s initial construction bill or a single production-cost estimate. It should bring together the assumptions and obligations that affect the project from development through operation and closure.
- Development and operations: construction capital, mine and mill costs, infrastructure and operating inputs.
- Commercial and funding assumptions: production and commodity assumptions, logistics, taxes and royalties, and the costs and terms of financing.
- Environmental obligations: environmental management during operations and provisions for closure and waste responsibilities.
These inputs need to be assessed together: the economic result depends on the project’s design and assumptions, not feasibility status alone. The available sources do not establish a universal uranium-price threshold, required rate of return, or standard debt-to-equity mix that makes a project ready to build. Those conditions are project-specific.
Turn the selected project into an executable plan
A study-level design must be translated into work that contractors and project teams can deliver. After feasibility, the IAEA describes development activities including engineering, procurement, mine and plant construction, testing and commissioning. In practice, readiness means coordinating these workstreams rather than treating them as separate checkboxes.
The Tool Desk
Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →- Develop the engineering needed to define construction scope and interfaces.
- Prepare procurement packages and contracts for equipment, services and construction work.
- Plan construction sequencing, site infrastructure, project controls and commissioning.
- Provide the management systems, staffing and oversight needed to execute the work safely.
- Connect the schedule and contracts to the project’s funding, approvals and infrastructure dependencies.
The necessary level of detail varies by project. The sources do not set one globally applicable construction-readiness threshold, so a reader should look for project-specific evidence that the design, resources, approvals and execution arrangements support the proposed schedule.

Separate the owner’s investment decision from regulatory approval
Two kinds of decisions matter, and neither substitutes for the other. The owner decides whether to commit capital on the basis of its technical, commercial and execution case. Regulators and other authorities decide whether the project meets the legal requirements for the relevant activities. A positive feasibility study is not a permit, and an approval alone is not proof that the owner has arranged financing or chosen to proceed.
Approval pathways differ between countries and can involve multiple authorities and review stages. For any named project, identify the jurisdiction and verify its permit status with the responsible authorities or other primary project and regulatory records. A national example, such as the Canadian licensing process discussed by the IAEA, should not be treated as the template for another country.
How to compare two projects’ readiness
There is no universal official scorecard in the cited material. These comparison questions synthesize the technical, economic, environmental and execution factors described by the IAEA and its Niger case-study review categories; they are a practical way to organize a project assessment, not a regulatory standard.
| Readiness area | What to check |
|---|---|
| Deposit and process | How well supported are the resource and reserve basis, mine plan, metallurgical work and proposed processing route? |
| Design and infrastructure | How mature are the mine, plant, water, power, transport and tailings arrangements, and what dependencies remain? |
| Environment and approvals | How complete are the assessment and public-engagement work, and what approvals are granted, pending or still required in that jurisdiction? |
| Economics and funding | Do the capital, operating, logistics, financing and closure assumptions form a credible investment case? |
| Execution | Are engineering, procurement, contracts, project controls, schedule and safe-delivery capacity developed enough for the proposed work? |
When comparing projects, distinguish completed work from planned work and granted approvals from applications or reviews still in progress. That makes it easier to see whether a project has actually cleared a development gate or is describing a target it still needs to reach.
Keep uranium mine development distinct from nuclear plant construction
This transition concerns uranium extraction and processing: developing a mine and its associated processing facilities. A nuclear power plant has a different licensing framework. Concepts such as feasibility, financing and a final investment decision may be relevant to both, but a power-plant approval path should not be assumed to apply to a uranium mine.
