“Cyber defenders first access” means giving vetted cybersecurity defenders early, controlled access to powerful AI models before broader release. The aim is to let them find and fix vulnerabilities before others can use the same capabilities. It is a voluntary policy proposal—not a universal rule or a standard security-testing method.

How defender-first access is supposed to work

Some AI models may be able to identify software vulnerabilities, generate exploits, and adapt to changing digital environments. The proposed sequence is to provide trusted defenders access first, while access remains controlled, so they have time to look for weaknesses and help remediate them before a wider release.

BSA policy author Aaron Cooper describes the goal as enabling “good actors to improve our cybersecurity and resilience posture as broadly as possible before bad actors can use the models.” The statement appears in BSA TechPost on June 1, 2026: BSA TechPost.

What the proposal does—and does not—establish

BSA presents defender-first access as a voluntary public-private policy approach. Cooper recommends that such an approach be structured, transparent, and globally aligned. In this framing, structure means setting clear but flexible roles and procedures; transparency means explaining decisions and prioritizing critical infrastructure and scalable vulnerability mitigation; and global alignment means coordinating across borders.

These are BSA recommendations, not confirmed shared rules governing every program that offers early access. The phrase alone does not specify who qualifies as a trusted defender, how vetting works, which model capabilities are available, how long early access lasts, or what monitoring and vulnerability-disclosure procedures apply. Those details need to be checked with the individual program owner.

Initiatives named in the discussion

BSA’s article names Project Glasswing, Trusted Access for Cyber, and the Secure Future Initiative in connection with the objective of giving defenders access to AI capabilities. Their appearance together does not mean they are one program or have identical eligibility, safeguards, or operating procedures. The article does not provide comparable outcome measurements for them.

What it means for security testing

Early access is a timing and access-control idea, not a testing methodology. It is intended to create an opportunity for defenders to discover and remediate weaknesses before wider availability, but the phrase does not prescribe test procedures, define a common eligibility checklist, or set a shared disclosure timeline. A program’s own documentation is needed to establish how its testing works.

Anthropic’s September 2026 threat report provides context for concern about controlled access: it describes malicious use of AI across reconnaissance, intrusion, and data handling, and reports that one actor sought pre-release model access through multiple avenues but did not obtain it. That is a reported case, not a measure of how frequent such attempts are, and it does not demonstrate that any particular access policy is effective. Read Anthropic’s threat report.

How to interpret claims about effectiveness

The cited sources do not establish that defender-first access reduces incidents, quantify how often it succeeds, or compare results across programs. A program’s existence or an early-access announcement is not by itself evidence that vulnerabilities were found or fixed. Look for program-specific reporting on participation, vulnerabilities reported, remediation, safeguards, and the timing of wider release before drawing conclusions about outcomes.
