What Does Business-to-Employee (B2E) Mean?

B2E is an organisation’s relationship with its own employees, often supported by internal digital communications, portals, and HR services.

Business-to-employee (B2E) describes how an organisation communicates with and provides services to its own employees. The term often refers to internal digital tools—such as an intranet, employee portal, or HR self-service system—that support workplace information, people-management tasks, and employee services.

What is included in B2E?

B2E is broader than a single portal or software product. It can cover electronic information, services, or processes that connect an organisation with its workforce. IBM’s glossary defines B2E as “A business model that supports electronic communications between a business and its employees” in its Web Content Manager 8.0 glossary.

Scholarly literature groups B2E activity into three broad areas: online business processes, online people management, and services for the workplace community. These are useful ways to understand the term, not a required checklist for every organisation.

  • Online business processes: internal workflows and administrative support.
  • Online people management: HR functions such as employee self-service and e-HR systems.
  • Workplace-community services: internal information and services intended to support employees in their work environment.

Common delivery forms include intranets and employee portals. A HCL Technologies case study illustrates how an intranet can provide employee services and support, but it is an example rather than evidence that every B2E system delivers the same results.

How B2E differs from B2B, B2C, and B2B2E

Model Who interacts
B2B One business interacts with another organisation.
B2C A business interacts with consumers.
B2E An organisation interacts with its own employees, often through internal systems and services.
B2B2E A provider supplies a business, which then makes an offering available to its employees.

B2B2E is not simply another name for an organisation’s own B2E system: it describes a provider-to-business-to-employee route. ServiceNow’s explanation of B2B2E describes that distinction.

Why organisations use B2E

B2E can make internal information, people-management tasks, and workplace services easier for employees to access. The same systems can also streamline administration and support organisational efficiency. These aims can overlap, but they are not identical: a B2E service should be understood both in terms of what it helps employees do and what internal process it supports.

There is no single required feature set. To describe or assess a particular implementation, look at the processes it supports, the people-management and self-service functions it offers, and the services it provides to the workplace community. These are descriptive dimensions, not a standardised scoring system.

What B2E does not tell you

The label alone does not establish which features an organisation provides, how well its tools work, or whether employees find them useful. Implementations vary in purpose and scope. The available definition and examples explain the concept, but do not establish current market size, platform rankings, or universal performance outcomes.
