In standards and Internet contexts, “ANSI character set” usually means US-ASCII, the 7-bit coded character set standardized as ANSI X3.4. In Windows, however, “ANSI” often refers to one of several legacy code pages—not one universal character set. To interpret the term correctly, identify whether the context is a standard or a Windows application, and name the specific code page if one is intended.
What is the ANSI character set?
ANSI X3.4 is the American standard associated with US-ASCII. It specifies a 7-bit coded character set: rules that map characters to bit combinations. The standard defines a coded character set as “a set of unambiguous rules that establishes a character set and the one-to-one relationship between the characters of the set and their assigned bit combinations.”

The Internet Assigned Numbers Authority (IANA) lists ANSI X3.4-1986 as the source for US-ASCII and records aliases including ANSI_X3.4-1968 and ANSI_X3.4-1986. For Internet charset naming, IANA identifies US-ASCII as the preferred name and encourages its use.
Is ANSI the same as ASCII?
In standards contexts, “ANSI” commonly points to ANSI X3.4 and therefore to US-ASCII. The terms are not interchangeable in every setting, though. In Windows usage, “ANSI” can mean a regional code page, so a file or program described only as “ANSI” may not use ASCII.

ASCII is a 7-bit code, not an 8-bit character set. How those seven-bit assignments are represented in bytes or carried in a data stream is a separate issue from the character assignments themselves. A reported RFC Editor erratum concerning RFC 2046 highlights this distinction; its status is reported, not an adopted correction.
What does “ANSI” mean in Windows?
In Windows contexts, “ANSI” is often shorthand for a selected legacy code page. Microsoft calls this usage a historical misnomer: there is no single Windows “ANSI character set” shared by all systems. Microsoft’s glossary lists these code pages as possible referents:

These are alternatives, not variants of one fixed mapping. The actual page depends on the Windows context and the data’s origin. When a specification, application, or file says only “ANSI,” that label alone does not identify which code page was used.

Start by finding the exact encoding or code page used by the program that created the data. Then check whether the byte sequence is valid under that mapping. Do not automatically convert “ANSI” to ASCII: ASCII has a defined repertoire, while regional Windows code pages can represent additional characters.

- If the context is an Internet charset label: use US-ASCII when ASCII is intended.
- If the context is Windows software or a legacy file: identify the specific code page rather than relying on “ANSI.”
- If text appears garbled after conversion: verify the producer’s original mapping before choosing a destination encoding.
A character is an abstract member of a set; a coded character set assigns bit combinations to those members. Neither concept, by itself, specifies every detail of how a stream of bytes is packaged or transported.

Not universally. RFC 2046 explains that MIME text does not assign meanings to most control characters unless a subtype rule or private agreement does so. Some controls have commonly used conventions, but applications can define additional meanings. A control character’s presence therefore does not establish a universal interpretation across all text formats.
