What Does “AI as a Tool” Mean—and How Is It Different From AGI?

“AI as a tool” describes a person’s use of an AI system; AGI describes a debated capacity to generalize across many tasks and domains.

“AI as a tool” describes how a person uses an AI system to pursue a goal; artificial general intelligence (AGI) describes a proposed breadth of capability across many kinds of tasks. The ideas are not opposites: a highly capable or autonomous AI could still be used as a tool by a person.

What does “AI as a tool” mean?

It means treating an AI system as an instrument within a human activity. A person has a goal—such as drafting a message, exploring an idea, or organizing information—and uses the system’s output to help achieve it. The person supplies the purpose and decides how to interpret or act on the result, though the amount of human involvement can vary.

NIST’s glossary reproduces this definition of an AI system: “A machine-based system that can, for a given set of human-defined objectives, make predictions, recommendations, or decisions influencing real or virtual environments.” The definition emphasizes human-defined objectives, but it does not say that every AI system merely offers suggestions or that a person must approve every step. NIST’s AI glossary includes definitions drawn from different source documents.

In its 2024 human-centered AI Use Taxonomy, NIST describes people interacting with AI to achieve particular goals and classifies how AI contributes to an outcome. Its 16 activities are categories for describing AI use, not a measure of a system’s intelligence or performance. NIST’s AI Use Taxonomy is designed to apply across techniques and domains.

How is it different from artificial general intelligence?

The phrases describe different things. “AI as a tool” is about a system’s role in an activity; AGI is a debated capability concept about generalizing across many tasks and domains. Stanford HAI’s Artificial Intelligence Glossary defines AGI as “an AI system with general, human-level (or beyond) ability to learn, reason, and apply knowledge across a wide range of tasks and domains.” That is one institutional definition, not a universally agreed test.

Question AI as a tool Artificial general intelligence (AGI)
What does it describe? A person’s relationship to an AI system in a task or workflow. A proposed level or breadth of capability across tasks and domains.
What sets the goal? A person generally brings the purpose, directly or through instructions or settings. AGI refers to capability breadth; it does not by itself specify who sets a particular task’s goal.
What is the scope? Often a bounded activity, such as helping revise a draft. General ability to learn, reason, and apply knowledge across a wide range of tasks and domains.
Does the phrase settle autonomy? No. A tool may only return a suggestion, or it may have delegated ability to take actions. No. AGI concerns broad capability, not whether a system acts independently in a particular setting.

The OECD’s 2019 report distinguishes artificial narrow intelligence (ANI), also called applied AI, which is designed for a specific problem-solving or reasoning task, from hypothetical AGI, which could generalize and abstract learning across cognitive functions. The report also says, “There is no universally accepted definition of AI,” and notes that views on AGI vary widely. The OECD report, Artificial Intelligence in Society, therefore does not establish a single threshold or benchmark that conclusively identifies AGI.

Does calling AI a tool mean it is passive or fully controlled?

No. “Tool” does not guarantee that a system only responds to each immediate instruction. The OECD describes autonomy in terms of the degree to which a system can learn or act without human involvement after people delegate autonomy. Objectives can be explicit, implicit in rules or training data, or not fully known in advance. The OECD’s explanation of AI systems makes autonomy a matter of degree, not a yes-or-no label.

For example, a person might ask a writing assistant to brainstorm or revise a draft, then review the result and decide what to keep. A more autonomous system might plan several steps and use external services under delegated authority. These examples describe different ways of using AI; they do not establish the performance of any particular product.

What does “tool” mean when people discuss AI agents?

The word has a second meaning in AI discussions: a tool can be software or a service that an AI agent calls. Stanford HAI’s glossary describes agentic AI in terms of setting or interpreting goals, planning actions, using tools such as browsers, code, or APIs, making decisions from feedback, and adapting over time. In that phrase, the AI is the actor and the browser or API is its tool. In “AI as a tool,” the human is using the AI as an instrument.

Agentic behavior and AGI are not synonyms. Agentic AI concerns how a system plans and acts; AGI concerns the breadth of its ability across domains. A system could be agentic on a limited set of tasks without meeting a definition of AGI, and broad capability would not by itself tell you how much autonomy a system has been given.

How should you use the terms precisely?

  • Use “AI as a tool” when you mean a person is using an AI system to help with a goal or workflow.
  • Use “AGI” when discussing the proposed ability to learn, reason, and apply knowledge across a broad range of tasks, while recognizing that definitions vary.
  • Describe autonomy separately: say whether the system suggests, plans, or takes actions, and whether those actions require approval.
  • When “tool” could mean a browser, API, or other software called by an AI agent, specify which meaning you intend.
