Bring the documents the summons specifically requests, arranged for the issue and tax period it names. There is no universal GST summons document pack: Section 70 of the CGST Act authorizes the proper officer to require evidence, documents, or other things in an inquiry. Treat any examples below as records to check against your summons—not as a statutory checklist.
What documents should I bring to a GST summons?
Start with the summons and any requisition or related correspondence. Identify each requested document or category and the period it covers, then gather responsive records. Depending on what the officer is investigating, the request may concern:

- Invoices and books of account or ledgers
- Reconciliations that explain differences between records
- Contracts or other relevant business agreements
- Payment records
- Transport or delivery records
- GST returns, if specifically requested
These are possible examples, not documents every summoned person must bring. The request and the facts of the inquiry determine what is relevant. CBIC’s Instruction No. 03/2022-23 (GST-Investigation), dated 17 August 2022, notes that statutory returns such as GSTR-1 and GSTR-3B are available online and cautions officers against routinely summoning records available on the GST portal. That guidance does not mean you may omit a record the summons specifically requires. Read CBIC’s instruction.

Keep the summons, correspondence, and requested records together in an index or other clear order. Retain a copy of what you produce and make a note of what was handed over. These are practical steps to help you track your response; the official sources do not prescribe a special filing format for the recipient.

If a requested item is unavailable, incomplete, or needs explanation, identify the issue rather than guessing or improvising an answer. Consider getting qualified GST advice before the hearing if the request is substantial or the facts are disputed.
What does Section 70 require?
Section 70(1) of the CGST Act gives the proper officer power to summon a person whose attendance is considered necessary to give evidence or produce a document or other thing in an inquiry. Section 70(2) deems that inquiry a judicial proceeding under the provisions cited in the Act. Read the CGST Act text published by CBIC.

Because the inquiry is treated as a judicial proceeding for those statutory purposes, answer truthfully and carefully. If you do not know an answer or need to check a record, do not guess; seek appropriate advice about how to respond.

What happens at a GST summons hearing?
The summons may require attendance to give evidence, produce records, or both. CBIC’s 2022 instruction says the summons power should be exercised judiciously and that a requisition letter may suffice in some situations. It also discusses routine summons to senior company officials and requests for statutory records already accessible on the portal. This is guidance to officers about issuing summonses; it does not authorize a recipient to disregard one.

Check the summons for the required date, place, purpose, documents, and attendance direction. Do not assume that a representative can attend instead of you if the summons directs you personally to appear.
Personal attendance and an authorised representative
The GST Council’s agenda for its 53rd meeting reproduces proposed Section 70(1A), under which a summoned person would attend in person or through an authorised representative as the officer directs. A statutory update source reports that this subsection took effect on 1 November 2024. The CBIC Act text linked above may not reflect that later subsection, so check the latest consolidated Act and the precise direction in your summons before relying on it.
