For an Indian GST goods-in-transit inspection, the person in charge of the vehicle should be able to show the applicable invoice, bill of supply, or delivery challan and, if an e-way bill is required, either a copy of that bill or its number in electronic form. Which transaction document applies—and whether an e-way bill is required—depends on the movement and any applicable exemption.
Documents to have available during the inspection
- The applicable movement document: an invoice, bill of supply, or delivery challan, as appropriate to the transaction or movement.
- The e-way bill, when required: a copy of the bill or its number in electronic form. The official E-Way Bill System FAQ says an officer can verify the number; a paper printout is not invariably required.
These are the documents named in Rule 138A of the CGST Rules. For an eligible tax invoice uploaded to the common portal, the rule permits an Invoice Reference Number (IRN) to be produced instead of the invoice, subject to the prescribed process and validity period. Which invoice or challan applies?
The movement’s purpose determines the document. A supply generally travels with the applicable tax invoice or bill of supply. Certain movements for reasons other than supply may use a delivery challan; the exact requirement depends on the circumstances and relevant rules. The CBIC E-Way Bill Rules and CBIC guidance on tax invoices and delivery challans set out the governing provisions.
When an e-way bill is required
The E-Way Bill System FAQ describes a general consignment-value threshold of ₹50,000, but that figure is not a universal rule without exceptions. Exemptions, specified below-threshold cases, and applicable notifications can affect whether a bill is needed. The dispatcher should check the current rule for the particular goods and movement before the vehicle leaves, rather than relying on the threshold alone. See the official E-Way Bill System FAQ.

Check the e-way bill against the journey
When a bill is required, confirm that its details and validity fit the actual trip. The official FAQ explains that validity depends on distance and transport mode. It also describes limited circumstances in which vehicle-number details are not mandatory for short same-state legs. Whether those provisions apply depends on the route and facts of the movement; check the current bill record and applicable guidance.
What happens at an inspection?
Authorized officers may intercept a conveyance and verify documents and goods under the GST rules. CBIC Circular 41/15/2018-GST describes the document-production process during interception. The driver should therefore be able to show the applicable movement document and, where required, the e-way bill or its electronic number. See the CBIC Circular No. 41/15/2018-GST.

What the GST document list does not establish
Rule 138A’s GST document checklist does not make a GST registration certificate, driving licence, vehicle papers, or a particular phone purchase part of that checklist. Other laws or requirements may call for separate documents; those questions are outside the GST checklist addressed here.
