For a new general voter registration in India, apply using Form 6 and prepare a recent passport-size colour photograph, one age-proof document and one proof of ordinary residence. Aadhaar is one accepted option for age and address proof, but it is not mandatory. Check the latest Form 6 on the Election Commission of India (ECI) voter services portal for the controlling checklist.
Documents for a new voter registration
Form 6 asks for a photograph and self-attested copies of one document supporting your age and one supporting your ordinary residence. Choose documents from the current form’s lists and make sure they show the details required for the relevant proof.

Photograph
- One recent, good-quality, unsigned colour passport-size photograph, measuring 4.5 cm × 3.5 cm.
- Use a white background and ensure your full face is visible from the front. Paste it in the space provided on Form 6.
Proof of age or date of birth
Submit one self-attested copy of a document listed on the current Form 6. The listed options include:

- Aadhaar card.
- PAN card.
- Driving licence.
- Class X or Class XII certificate from CBSE, ICSE, or a state education board, if it contains your date of birth.
- Indian passport.
- Another specified document supporting your date of birth or age, if none of the listed documents is available.
Proof of ordinary residence
Submit one self-attested copy of a residence document listed on the current Form 6. Options include:

- Aadhaar card.
- Current passbook from a nationalized or scheduled bank, or a post office.
- Indian passport.
- Revenue Department land-ownership records, including Kisan Bahi.

The residence document may be in your name or, as specified on Form 6, in the name of a parent, spouse, or adult child who is already enrolled as an elector at the same address.
Is Aadhaar required? What if you have no ration card?
No. Aadhaar is one of the listed choices for age proof and residence proof, not a requirement. ECI describes the Aadhaar field as voluntary and says an application should not be rejected because Aadhaar was not submitted. A ration card is not required either: ECI’s FAQ says applicants can use another residence document listed in the Form 6 guidelines.

What to do if you lack a listed document
Do not assume you cannot apply. Form 6 allows another specified document for age or residence when you do not have one of the listed proofs. Identify the alternative in the form and follow the applicable verification instructions. The ECI guidelines say you may be asked to appear in person to verify age; where documentary residence proof is unavailable, field verification may be used. ECI gives eligible homeless citizens as an example.

Students who are eligible to enroll may register either at their parents’ address or at the hostel or mess where they ordinarily reside, according to the ECI Form 6 guidelines.

Check that Form 6 is the right application
Form 6 is for a new general voter registration. To qualify, you must be an Indian citizen, have attained 18 on a qualifying date, ordinarily reside in the relevant polling area, and not be disqualified. The qualifying dates listed by ECI are 1 January, 1 April, 1 July, and 1 October.
- Eligible Indian citizen living abroad: Use Form 6A if you have not acquired another country’s citizenship. The relevant Indian constituency is based on the residence address in your passport.
- Already enrolled and need a change or correction: Use Form 8 to change address, correct details, replace an EPIC, or seek disability marking.
How to submit the application
- Open the ECI voter services portal and use the latest Form 6, or obtain it through your local election office.
- Complete the form and its declarations about Indian citizenship, ordinary residence, and first-time inclusion in the electoral roll. Attach the photograph and self-attested proof copies, or provide the alternative documents and information the form requests.
- Submit online through the portal, to the relevant Electoral Registration Officer (ERO) or Assistant Electoral Registration Officer (AERO), by post, or through your area’s Booth Level Officer (BLO).
- Keep the acknowledgement and track the application status. Submission alone does not confirm that you have been added to the roll; check the electoral roll after processing and follow any notice from your state or constituency election office.
Choose documents that fit the form
Before submitting, check whether each document appears on the current Form 6 list, whether it supports the age or address detail requested, and whether the residence proof is in an eligible person’s name. An alternative document or a case without documentary proof may involve additional verification. The live national form and any specific notice from your state or constituency election office should guide your application.
