There is no single list for every NYC service: the agency handling your application decides which documents qualify, how many you need, and how recent they must be.
Start with the agency’s requirements
Before choosing a document, check the current instructions for the exact application or service. A document accepted for IDNYC may not meet the rules for school enrollment, ordering a birth record, or applying for a Certificate of Residence.

For each proposed document, check whether the agency accepts that type, whether it must be in your name, whether it shows your full NYC street address and apartment or unit number, and whether its date or validity meets the agency’s rules. Also check whether you need an original or certified copy, a second different proof, or separate identity documents. A recent document is often useful, but there is no universal freshness cutoff.
Common documents to check
These are starting points, not a guarantee that a particular document will qualify. The receiving program may impose conditions on the document type, date, name, or format.

Rules vary by purpose
| Application or service | What to know |
|---|---|
| IDNYC | NYC311 says a current New York State driver’s license, learner permit, or non-driver ID showing a current NYC address can be sufficient by itself. Other applicants may need a combination that meets IDNYC’s identity and residency requirements, including applicable point, photo, date-of-birth, and document rules. Check the IDNYC document calculator and guide, the NYC311 IDNYC requirements, and the IDNYC applicant document guide, Rev. 07/2025. |
| NYC public-school enrollment | NYC guidance lists records such as ID showing the residence, rent receipts, utility bills, government correspondence, leases or mortgage statements, tax bills, payroll records, and voter registration. Some records have date limits, and enrollment instructions can require two proofs. Follow the instructions for the particular enrollment process; see NYC311 Elementary School Enrollment. |
| NYC birth-record requests | The Health Department distinguishes identity documents from address proofs. If a requester lacks an eligible Category 1 identity document, it may require two different, original, current proofs of address. Check the Health Department’s birth and death records ordering instructions. |
| Certificate of Residence | The Comptroller’s application has its own requirements, including two address proofs in specified cases and rules about the period and dates the documents must demonstrate. Check the NYC Comptroller’s Certificate of Residence instructions. |
If you do not have a bill or lease in your name
Ask the receiving agency about alternatives before submitting documents. IDNYC lists procedures for applicants without a stable address and survivors of domestic violence, as well as a spouse or domestic-partner attestation route for certain applicants. Those alternatives are specific to that program; another agency may not accept them. See IDNYC application materials.
