To reach BIOS/UEFI setup, a PC needs compatible core hardware and power; it does not need a hard drive or an installed operating system. To load an operating system, it also needs a valid boot target, such as an installed system drive or prepared installation media. Which components are required to get a display depends on the specific CPU, motherboard, and graphics hardware.
What “booting” means
Startup happens in stages. The system first receives power, then its firmware initializes hardware and performs early checks (POST). If those stages succeed, firmware can open its setup screen or hand off to a boot manager and operating-system loader.

These outcomes are different: a PC can turn on without completing POST, complete POST without showing an image, or reach firmware setup but fail to start Windows. Microsoft describes firmware POST and settings loading as part of Windows’ PreBoot phase, followed by later boot-manager and OS-loader activity. See Microsoft’s Windows startup troubleshooting guide.

What hardware you need
There is no universal minimum parts list that works for every PC. For a typical desktop, the core requirements to attempt startup are a compatible motherboard and CPU, a suitable power supply, CPU cooling, and memory supported by the board. The CPU must be supported by the motherboard’s installed BIOS/UEFI version; a mismatch can prevent the system from starting. Check the exact board’s processor support list and update instructions. AMD explains this compatibility issue in its processor boot troubleshooting guidance.

To see firmware setup
You also need a working display path: a monitor and graphics output supported by the system. Depending on the parts, video may come from graphics built into the CPU or from a discrete graphics card. Do not assume a motherboard’s display connector will work with every CPU; check the processor’s graphics capability and the motherboard manual. For system-specific POST checks, see MSI’s no-display troubleshooting guidance and Intel’s POST troubleshooting guidance.
To load an operating system
Firmware must find a valid boot target. That may be an internal drive with an installed OS or bootable external media. UEFI boot options identify a device and a file containing a UEFI image; the firmware boot manager uses the available boot entries to choose what to start. The UEFI specification describes this process in its Boot Manager chapter.

A storage drive is therefore not inherently required just to power on and enter firmware setup. Without a valid OS boot target, however, the PC cannot load an installed operating system. A new build can reach UEFI even if it has no operating system installed.
First power-on checklist
- Check CPU and firmware compatibility. Confirm that the exact processor is supported by the motherboard’s current BIOS/UEFI version. Follow the board maker’s instructions for any required update or recovery procedure.
- Check power connections. With the PC powered off, make sure the motherboard and CPU power connectors are seated. If you use a discrete graphics card, connect any power leads it requires.
- Start with one memory module if troubleshooting POST. Install it in the slot recommended by the motherboard manual. Slot recommendations vary by board.
- Connect a supported display path. Select the correct monitor input and connect the display to the working output—on the discrete card if that is the system’s graphics source.
- If setup opens, check the boot target. Look for the intended drive in firmware and confirm that its boot entry is selected. If no OS is installed, prepare installation media for the OS you want to install.
What to check when startup fails
No signs of power
Check the outlet, the power supply’s switch, the case power-button wiring, and the motherboard and CPU power connections. Use the motherboard manual for the correct connector locations and any board-specific checks.

Fans or lights turn on, but there is no display or POST
Confirm the monitor input and graphics connection. Power the system down before reseating memory or power connectors, then try a minimal configuration with one memory module in the recommended slot. If the board has diagnostic LEDs or beep codes, interpret them using its manual; their meanings are not universal. The MSI troubleshooting guide and Intel POST guidance cover minimal-configuration checks.
UEFI opens, but the OS does not start
This points to a later stage than power-on or POST. Check whether firmware detects the intended boot device and whether the correct boot entry is selected. If the drive is not detected, investigate its connection and the relevant board or drive documentation. If no operating system is installed, use prepared installation media. Microsoft’s startup guide distinguishes firmware, boot-manager, and OS-loader failures.

The problem began after a CPU or firmware change
Recheck the processor against the motherboard’s support list for the installed firmware version. If the CPU is unsupported by that firmware, follow the manufacturer’s specified update or recovery procedure; do not assume the system can update itself from a state in which it cannot start.
When a Windows installation USB is useful
A USB drive prepared as Windows installation media can be used to install Windows on a new build or to start certain recovery workflows. A blank USB drive is not bootable merely because it is plugged in, and installation media is not required for routine startup when the PC already has a working OS boot target. Microsoft explains how installation media can be used in its Windows recovery options.
