A winter storm watch means prepare because a hazardous storm is possible but its location or timing is still uncertain. An advisory means impactful winter weather is expected, so use caution. A warning means dangerous conditions are occurring, imminent, or highly likely: take protective action and follow the alert’s instructions. The label is only part of the message—check the hazard, affected area, timing, and recommended action in your local National Weather Service (NWS) alert.
Watch, advisory, and warning: the practical difference
| Alert | What it means | What to do |
|---|---|---|
| Winter Storm Watch | The risk of a hazardous winter event has increased, but its occurrence, location, or timing remains uncertain. | Prepare, review plans, and monitor forecast updates. |
| Winter Weather Advisory | Winter weather that can cause significant inconvenience is expected, but it generally does not meet warning criteria. Local impact criteria can also apply. | Be aware and use caution, especially when traveling. |
| Winter Storm Warning | Dangerous conditions posing a threat to life or property are occurring, imminent, or highly likely. | Take protective action and follow the alert’s specific guidance. |
This prepare / be aware / take action shorthand is useful, but the alert details matter more than the headline alone. A watch does not guarantee the storm will hit your location, and an advisory does not mean conditions are harmless. NWS explains the alert types in its winter weather safety guidance and NWSI 10-513 directive.

What to do during a Winter Storm Watch
A watch gives you lead time to make plans while uncertainty remains. The possible event may involve heavy snow, sleet, ice, blowing snow, or a combination. Use the watch period to make practical preparations rather than assuming the storm is certain.

What to do during a Winter Weather Advisory
An advisory signals conditions that fall below warning criteria or are judged significant under local impact criteria. Snow, blowing snow, ice, sleet, freezing rain, and lake-effect snow are among the hazards that may prompt one. Travel can still be difficult, so account for changing road conditions and the hazard and timing named in the alert.
What to do during a Winter Storm Warning
A warning calls for protective action, not just monitoring. NWS says travel may become difficult or impossible during a Winter Storm Warning and recommends delaying travel until conditions improve. Follow the call to action in your local alert, which identifies the expected hazard and affected places.

Winter Storm Warning versus Blizzard Warning
These are distinct alerts with different travel guidance. For a Blizzard Warning, NWS says do not travel. If travel is unavoidable, take a winter survival kit; if stranded, stay with your vehicle and wait for help. Do not apply the Blizzard Warning instruction as though it were the stated guidance for every Winter Storm Warning.

Why there is no single nationwide snow cutoff
NWS offices set winter warning and advisory criteria locally, and impacts matter alongside accumulation. The snow amount that triggers a Winter Storm Warning is typically higher in the Northern Plains than in the Southeast, according to the NWS national safety page. Rush-hour timing or early-season conditions may also make a storm consequential even when accumulation is below conventional published criteria, as described in the NWS directive.

For a specific example, NWS Gaylord lists warning snowfall of 8 inches or more in 12 hours or 10 inches in 24 hours on its regional winter definitions page. Those figures apply to that office’s region; they are not nationwide thresholds. NOAA/NWS also notes in its Winter Storm glossary entry that criteria vary by place.
How timing and confidence fit into the alerts
The NWS directive dated November 6, 2024, gives operational guidance for issuing alerts. It calls for a Winter Storm Watch when confidence is at least 50 percent that a hazardous winter event will meet or exceed local warning or impact criteria. For warnings and advisories, it advises issuance when confidence is at least 80 percent that local warning, advisory, or impact criteria will be met. These are operational guidance figures, not a public countdown or a guarantee that every event will follow a simple timeline.

Check the alert’s valid period and current local NWS information for the timing that applies to you.

Read the alert beyond its headline
When you open a local alert, look for four details: the hazard expected, the places affected, the valid timing, and the recommended action. Those specifics determine whether to adjust a trip, prepare at home, or take more urgent protective steps. Alerts can change as a storm forecast evolves, so rely on current NWS information rather than an earlier headline.
