Free AI assistants cost no subscription fee, but they can cost you access to tools, time waiting for limits to reset, and control over how your conversations are stored or used. ChatGPT, Gemini and Claude publish useful details about those trade-offs; the available consumer documentation does not support a like-for-like ranking of Copilot’s free usage limits or conversation-data rules.
What “free” can cost you
The practical cost has four parts: which features you can use, how quickly you reach usage limits, what happens to your chats, and how much effort it takes to manage those settings. A free plan may be useful for regular tasks while still limiting particular tools or placing conditions on data use.

These policies are not a standardized privacy test, so they do not establish that one assistant is “more private” overall. The details below concern consumer accounts; work and school accounts may follow different terms. Model names, features and limits can change, so check each provider’s current plan and help pages before relying on a specific allowance.
What each free tier includes—and where limits apply
ChatGPT
OpenAI’s ChatGPT Free Tier FAQ lists web search, data analysis, file and image uploads, the ability to discover and use GPTs, image generation, and 500 MB of Library storage. OpenAI describes everyday text chats as unlimited, subject to abuse-prevention safeguards. That does not mean every feature is unlimited: uploads, data analysis, image generation, voice and GPT access have separate usage limits. The default model and available limits may change.
#1 Best Overall
Gemini
Google describes Gemini without an AI plan as having “standard limits,” and says those limits may change. Its plan and usage-limit guidance explains current plan differences, but a fixed free-tier allowance should not be treated as a lasting promise.
Claude
Anthropic does not describe a simple fixed allowance that applies regardless of how you use Claude. Its usage-limit guidance says the budget is affected by conversation length and complexity, the features and model selected, and the effort level. Usage across claude.ai, Claude Code and Claude Desktop counts toward the same limit.
Copilot
The available Microsoft consumer plan information does not establish a comparable current free-tier usage limit. Microsoft 365 Copilot and work-account policies are not substitutes for consumer Copilot documentation, so they cannot support a consumer comparison here.

ChatGPT: training controls and Temporary Chats
In ChatGPT, turning off “Improve the model for everyone” prevents new conversations from being used to train OpenAI models, but those conversations can still appear in your chat history. Chat deletion and model-improvement controls are separate. OpenAI’s data controls guidance says Temporary Chats do not appear in history, do not create or update memories, and are not used to improve models. OpenAI may retain them for up to 30 days for safety purposes.
Rank #3
Claude: opt-in and Incognito chats
Anthropic says consumer chats and coding sessions may be used to improve models if you allow it, if a conversation is flagged for safety review, or through another explicit opt-in. Its consumer privacy guidance says Incognito chats are excluded from model improvement, even when Model Improvement is enabled.
Gemini: Keep Activity, deletion and review
Google says Gemini activity may be used to develop and improve its services, including training generative AI models, when Keep Activity is on. With it off, future chats do not appear in activity and are not used for training unless you submit feedback. Google retains those chats for 72 hours to respond and protect its services and users. Google states, “Temporary chats are not used to train Google’s AI models.”
Rank #4
Google says activity auto-deletion defaults to 18 months and can be changed. There is an important distinction between deleting activity and data already reviewed by people: Google says chats reviewed by human reviewers may be retained for up to three years and are not removed when you delete Gemini activity. These time periods describe Google’s stated policies, not independent measurements. See the Gemini Apps Privacy Hub for the controls and details.
Copilot: avoid assuming work-account rules apply
The available consumer plan information does not establish Copilot’s consumer conversation-training rules or provide enough detail for a reliable comparison of its privacy settings. Do not infer how a personal account is handled from Microsoft 365 Copilot or an employer-managed account; those are different contexts.

How to choose based on your own trade-offs
- If you need a range of tools without paying: ChatGPT’s free-tier FAQ explicitly lists search, data analysis, uploads, GPTs and image generation, but each tool can have its own limit.
- If you switch between Claude apps: Remember that usage across claude.ai, Claude Code and Claude Desktop shares a limit, and longer or more complex sessions can affect consumption.
- If data controls are central to your choice: Read the provider’s current consumer privacy settings before entering sensitive material. In particular, distinguish training controls from chat-history deletion and retention.
- If considering Copilot: Look for current Microsoft consumer documentation for your account and region rather than assuming a limit or privacy rule from a work product.
For any assistant, avoid entering information you would not want handled under that service’s current terms. Settings and product behavior can differ by account type, geography and product surface.
