What Determines Whether a Small Modular Reactor Project Is Commercially Viable?

An SMR’s commercial viability depends on the whole project: its delivered cost, build schedule, financing, licensing, customer, site, fuel, suppliers and workforce.

An SMR project is commercially viable only if the whole project—not just the reactor design—can be licensed, financed, built on a credible schedule, supplied with fuel, and matched to a customer at a competitive delivered cost. Smaller unit size alone does not prove cheaper electricity. The decisive question is whether this specific design, site, delivery plan, financing structure, and market can work together under the conditions that actually apply.

What “commercially viable” means for an SMR project

Commercial viability is a project-level judgment, not a property a reactor design earns simply by being small or modular. The assessment has to connect the plant’s costs and delivery risks to the revenue it can realistically earn. A technically sound design may still fail commercially if it cannot secure a license, if construction takes longer or costs more than the financing can absorb, or if no customer is prepared to buy its output on terms that support the investment.

The relevant comparison is delivered energy or another contracted product, not a developer’s target construction cost in isolation. That comparison depends on the project’s site, jurisdiction, design maturity, financing terms, schedule assumptions, and policy environment. There is no universal cost threshold in the available evidence that establishes when every SMR project becomes viable.

In practice, viability has two linked tests: whether the project can be delivered with manageable risk, and whether the resulting plant has a credible source of revenue over the period needed to justify its investment. A project that passes only one test is not yet a persuasive commercial case.

Start with delivered cost and repeatability

Count the full project, not just the reactor

A credible economic case must account for the cost of delivering and operating the project in its actual setting. That means examining the full plant and the work needed to make it usable at the proposed site, alongside the assumptions behind the construction estimate. The project’s cost basis should be clear enough that a buyer, lender, or public authority can distinguish a developed estimate from an aspirational target.

Smaller capacity does not automatically mean lower cost per unit of output. A smaller plant has less total generating capacity, but its commercial appeal still depends on what it costs to build and deliver relative to the energy or other products it can sell. The International Energy Agency’s 2025 outlook identifies lower construction costs and replication as important to stronger cost-effective SMR uptake; it does not set one universal project-level price that guarantees competitiveness.

Ask whether the design can be repeated

Modular construction and repeat deployments may create opportunities to standardize work and improve delivery, but those benefits need a credible path from a first project to subsequent builds. A plan that assumes efficiencies from a future series of reactors should explain how the first unit will be financed and delivered, and what supports the expected repeatability. The advantages cannot be treated as realized savings before the project has a delivery basis that supports them.

For a fair comparison, use the same cost basis and comparable assumptions across alternatives. A proposed SMR should not be judged against a different technology using inconsistent estimates, schedules, or assumptions about policy support. Where uncertainty is material, decision-makers should examine the range of plausible project costs and what drives it, rather than treating a single estimate as settled.

Use scenario figures as scenarios

The IEA’s 2025 accelerated-cost-reduction scenario projects SMR construction costs reaching USD 2,500/kW in China and USD 4,500/kW in the United States and Europe by 2040. These are conditional regional scenario levels, not current quotations, project bids, or universal costs. In the same scenario, cost-effective SMR uptake is 60% higher, with deployment reaching 190 GW by 2050, conditional on construction costs falling over the next 15 years to parity with large-scale reactors built on budget. These figures describe a possible pathway rather than a guaranteed outcome for any particular project.

Test whether the schedule and construction risks are financeable

Construction time affects both cost and revenue: delays push expected output and sales further into the future while exposing the owner and lenders to additional project costs. A commercially serious proposal therefore needs more than a target completion date. It needs a credible schedule, realistic contingency, an identified delivery capability, and clear terms for who bears the consequences if construction overruns or slips.

The allocation of risk matters because the parties with the ability to control a risk may not be the parties that ultimately bear its cost. A lender evaluating the project needs to understand what happens if the plant is late or over budget; a customer needs to know whether its supply commitment remains workable; and the owner needs to know what financial exposure it retains. The International Energy Agency’s 2025 chapter “Financing nuclear projects” says, “Cost overruns and delays, which have plagued some recent projects, are major sources of risk for investors.”

That risk is especially important for nuclear projects because they require large upfront investment and have long permitting and construction periods. If a proposed schedule depends on unresolved licensing steps, unconfirmed site infrastructure, or delivery assumptions that have not been made credible, the project’s capital exposure can grow before it earns revenue. Contingency and risk allocation are therefore central parts of the commercial case, not secondary contract details.

Determine whether financing and revenue can work together

A project needs a plausible way to fund its upfront investment and a dependable route to revenue. Commercial lenders need to assess whether cash flows are predictable enough, and whether construction risks are held by parties able to manage them. The IEA’s 2025 financing chapter says government involvement is crucial to facilitate commercial bank participation by supporting predictable cash flows and taking on construction risk. This describes a general financing role; it does not mean that public support has been secured or will be available for a specific project.

The revenue case should identify who will pay for the plant’s output and under what commercial arrangement. Electricity sales, industrial heat, or another product may be relevant depending on the project, but a potential use is not the same as a committed buyer or a bankable revenue stream. The customer’s needs, the project’s expected output, and the timing of delivery have to fit together well enough for the revenue assumptions to support financing.

Policy can influence both investment conditions and the predictability of revenue. A project’s assessment should therefore identify which policy provisions and public mechanisms it actually relies on, and distinguish those that are established from those that remain uncertain. A general policy opportunity or financing mechanism is not evidence that a project has obtained a grant, guarantee, or financing commitment.

Check licensing, site readiness, and policy fit

Licensing readiness affects when a project can proceed and how much capital is exposed while it waits. A project must follow a licensing framework suited to its design and the jurisdiction where it is proposed. The relevant question is not simply whether a design is under development, but whether the regulatory path, required reviews, and project-specific steps are sufficiently clear to support a credible construction plan.

Site readiness is similarly specific. A named site must be capable of being permitted and connected, and it needs the infrastructure required by the project. Reusing a retired fossil-fuel site may offer existing transmission, cooling water, or skilled labor, but those are potential advantages to verify locally—not guarantees that the site is suitable or that the expected savings will materialize. The IEA’s 2022 executive summary on nuclear power and secure energy transitions discusses site reuse and industrial co-location as potential applications.

Policy and licensing conditions should be evaluated in the jurisdiction where the project would be built. A design’s progress in one regulatory setting does not by itself establish the timing, permissions, or commercial conditions for a different one. For a practical readiness review, separate work already completed from dependencies still required to establish the site and licensing path.

Match the plant to a real customer and use

A project needs an identifiable customer or energy-system role for its output. For a power-focused project, that means establishing how the plant’s electricity fits the market and the buyer’s needs. If the case depends on industrial heat, hydrogen, or another product, the project must show that the relevant use is plausible at that location and can support revenue. These are possible SMR applications, not automatic income streams.

Co-location can make a project more compelling when a nearby industrial user has a real requirement for the output and the infrastructure and commercial arrangement can serve it. The same principle applies to site reuse: existing assets may help, but only after their condition, suitability, and relevance to the project have been checked. A strong customer-fit case explains what the plant will supply, who needs it, and how that need aligns with the project’s delivery schedule.

Confirm the fuel, suppliers, and workforce can support delivery

A project’s schedule and operating plan depend on having qualified suppliers, a credible fuel path, and the workforce required at the time and scale the project needs them. Supply-chain and fuel readiness are explicit dimensions in the OECD Nuclear Energy Agency’s Small Modular Reactor (SMR) Dashboard, Second Edition (2024). A project that has not established these dependencies should not treat them as settled simply because the reactor design itself is advancing.

The U.S. Department of Energy notes that light-water SMRs could draw on service and supply-chain sectors that support the current light-water fleet. That potential is specific to this technology family; it should not be generalized to every SMR design. For any proposal, assess the relevant suppliers and fuel path for the specific technology and project timetable rather than assuming that existing nuclear capabilities transfer wholesale.

Workforce considerations also have to be local and project-specific. Skilled labor at or near a reused site could be an advantage, but the project needs to establish whether the skills are relevant and available when construction and operations require them. The commercial case is strongest when fuel, supplier, and workforce assumptions are tied to a credible delivery sequence.

Include engagement and social acceptance in readiness

Stakeholder engagement is a project readiness issue because the assessment concerns a named site and its actual development path. The NEA’s 2024 dashboard tracks engagement alongside licensing, siting, financing, supply chain, fuel, and technical feasibility. A readiness review should describe the project’s real engagement status rather than infer local acceptance from general interest in nuclear energy.

Engagement does not substitute for a license, a customer, or a financing plan. It is one of several project conditions that can affect whether the proposal is ready to advance. Its status should be reported in terms of the actual project and community involved, without assuming a favorable outcome in advance.

Use readiness evidence carefully

The NEA assessed 56 SMR designs in the second edition of its dashboard, published in 2024. Its assessment covers progress across technical feasibility, licensing, siting, financing, supply chain, engagement, and fuel. This breadth can help readers understand that technical progress is only one part of readiness; inclusion in an assessment does not guarantee that a design will be built or that a project using it will be profitable.

Likewise, a design-level status should not be mistaken for project-level proof. A commercial judgment requires a particular project’s site, customers, cost and schedule assumptions, financing structure, fuel route, and applicable policy conditions. The available evidence does not establish a like-for-like commercial bid comparison among named projects, so it does not support ranking vendors or declaring a winning design.

A practical framework for comparing project proposals

Compare projects on a consistent basis and separate evidence from assumptions. A compact review can use the following six axes:

  1. Delivered cost and uncertainty: Identify the cost estimate’s basis, the assumptions that drive it, and the uncertainty around the estimate. Do not treat reactor size or a target figure as proof of competitiveness.
  2. Schedule and construction risk: Examine the schedule’s credibility, contingency, delivery capability, and the contractual allocation of overrun and delay exposure.
  3. Licensing and site readiness: Establish the design’s regulatory path in the relevant jurisdiction and the readiness of the proposed site and necessary infrastructure.
  4. Financing and revenue: Identify the intended financing structure, the predictability of cash flows, the project’s exposure during construction, and any public participation the case actually depends on.
  5. Customer and output fit: Name the intended buyer or energy-system use, identify whether the output is electricity, heat, hydrogen, or another product, and test whether the delivery plan fits the customer’s need.
  6. Fuel, supply chain, and workforce: Check that the necessary fuel route, qualified suppliers, and required workers are credible for the project’s timing and scale.

Keep comparisons like for like: align geography, design maturity, cost basis, schedule assumptions, and policy support. A project should not appear more viable merely because its estimate assumes a different set of conditions. Where one proposal relies on unresolved steps, make those dependencies visible rather than folding them into a simple score.

When the commercial case is not yet established

A proposal remains unproven when it has a technical concept but cannot connect it to a credible site, licensing path, delivery schedule, financing plan, fuel and supplier readiness, and identifiable customer. It may still develop into a viable project, but the distinction between potential and demonstrated commercial readiness matters to investors, buyers, and public decision-makers.

The strongest case is not the one that promises the most. It is the one whose costs, timetable, customer demand, financing, and implementation risks are supported by consistent assumptions and project-specific evidence. That is the basis for deciding whether a particular SMR can compete under the conditions it will actually face.
