A first app rarely stalls because of its code. It stalls on workflow steps, account rules, and store declarations that are easy to overlook until a submission is already waiting. This guide covers seven of the most common sources of avoidable delay on Apple’s App Store and Google Play, with the current rules and dates as of October 2026.
Seven delays to plan for before you launch
1. Treating “Add for Review” as “submitted”
In App Store Connect, you first complete the required metadata and select the build you want reviewed. Choosing “Add for Review” changes the app’s status to Ready for Review. That does not send the app to App Review. You still have to submit the draft, and only then does the status change to In Review. Many first-time developers assume the second step happened automatically, then wait for a review that has not started.

2. Sending review without working access or instructions
If your app requires a login, a subscription, or a special setup, App Review needs the means to reach every part of it. Apple advises providing account credentials and any special instructions in the App Review Information section. Apple’s App Review guidance states: “If you don’t include this information, the app review process may be delayed and your app may not pass review.” A practical package includes a working demo account, any required setup steps such as enabling a feature flag or seeding data, and a short explanation of features a reviewer might not find on their own.

3. Planning around a review average as if it were a promise
Apple’s App Review page currently displays that 90% of submissions are reviewed in less than 24 hours. The page does not show when that figure was measured, so treat it as Apple’s published average rather than a guarantee for your app. Incomplete submissions can take longer, so the average only applies when your submission is complete. Schedule a launch date with room for a longer review.

4. Discovering the Google Play testing requirement late
Google Play Console Help states: “Google Play requires personal developer accounts created after November 13, 2023, to test their apps before those apps are eligible for distribution on Google Play.” If your account is a personal account created after that date, production access depends on completing this test requirement and finishing the app setup. Check your account type and creation date at the start of your schedule, not at the end. The rule applies to personal accounts created after November 13, 2023; it is not a restriction on every Play Console account.
5. Missing the Android target API deadline
From August 31, 2026, most new Google Play apps and updates must target Android 16 (API 36) or higher. That date has already passed, so a new app that targets an older API level will not meet this requirement. Exceptions apply to Wear OS, Android Automotive OS, Android TV, and Android XR, which have separate, lower target levels listed in Google’s target API documentation, last updated October 1, 2026. Target API changes can also alter app behavior, so review the version-specific behavior changes and test your core use cases on the new target before you upload.

6. Filling in privacy declarations from memory
App Store Connect requires app privacy information, and Google Play requires a Data safety declaration. Both must describe what the app actually does, including data collected or shared by SDKs and other partners you integrate. Compare each declaration against your code and your third-party dependencies rather than against your intentions. If the two storefront disclosures differ, the reason is usually a real difference in how each store’s form asks questions. Explain that difference accurately instead of copying one answer into the other form.

Apple’s distribution documentation recommends testing on both simulated and real devices. Google’s target API guidance recommends testing core use cases on device, including permission prompts, background behavior, and sharing. A compatible physical Android phone is a practical tool for this, though neither store requires a specific model. Test on at least one device that represents your target audience’s setup, and record which device and OS version you used.

How the two stores compare
The two stores differ in their gates and deadlines, so one store’s review timing does not predict the other’s. Use this table to plan each store separately.
| Area | Apple App Store | Google Play |
|---|---|---|
| Account eligibility and pre-launch testing | Not stated in the Apple documentation cited for this guide | Personal developer accounts created after November 13, 2023 must test before public distribution (Google Play Console Help) |
| Build, metadata, and submission | Complete metadata, select the build, choose “Add for Review,” then submit the draft; status moves to In Review (App Store Connect Help) | Prepare and roll out the release in Play Console, as described in Google’s release guide |
| Privacy disclosure | App privacy information in App Store Connect | Data safety declaration in Play Console |
| Review access | Account credentials and special instructions in App Review Information | Not stated in the Google sources cited for this guide |
| Target OS or SDK deadline | Not stated in the Apple sources cited for this guide | New apps and updates target Android 16 (API 36) or higher from August 31, 2026, with named exceptions |
| Published review timing | 90% of submissions reviewed in less than 24 hours, per Apple’s App Review page, which shows no publication date | Not stated in the Google sources cited for this guide |
Pre-launch checklist
- Confirm your Play account type and creation date, and schedule the required personal-account test if it applies.
- Confirm your app’s target API level against the August 31, 2026 requirement and any exception that applies to your form factor.
- Prepare a working demo account, setup steps, and feature notes for App Review.
- Reconcile App Store privacy information and the Play Data safety declaration with your code and every SDK you ship.
- Test core use cases on at least one real device, including permissions, background behavior, and sharing.
- Confirm each store’s status changes: Ready for Review in App Store Connect, then In Review after you submit.
Bottom line
Check account eligibility, the target API level, and your privacy declarations before you set a launch date. These are the items most likely to move the date, and each can be verified before you press submit.
