A new data centre can add a large, concentrated electricity load at one point on the grid. Whether it requires a new feeder, transformer or substation work—or wider transmission upgrades—depends on the site, the amount and timing of its demand, and the capacity already available nearby. National growth figures cannot determine what a particular utility will need to build or who will pay; those answers come from local planning studies, connection agreements and applicable tariffs.
How do data centres affect local electricity demand?
Data centres use electricity to run computing equipment and the systems that support it. Their grid impact is shaped not just by total energy use, but by where and when the load appears. A large campus concentrated in one area can create a different planning challenge from the same amount of demand spread across a wider region.

The International Energy Agency (IEA) estimates that data centres consumed about 415 terawatt-hours (TWh), or 1.5% of global electricity, in 2024. In its 2025 Base Case, electricity generation serving data centres rises from 460 TWh in 2024 to more than 1,000 TWh in 2030. These are different measures: the 415 TWh figure is estimated consumption, while the Base Case figures describe generation associated with demand. Neither figure predicts the effect on a particular town or power line.

Not necessarily, and there is no universal upgrade package. A utility must assess whether the network at the requested location can serve the facility’s requested load on its proposed schedule. The answer can differ even for facilities with similar demand, because nearby equipment, other committed projects and available connection points differ.

Distribution connections
In U.S. examples described by the Department of Energy, a smaller facility may connect to high-voltage distribution, potentially using an existing substation while requiring a new feeder. Local studies may examine feeder capacity, transformer loading, voltage management and protection settings. These are examples, not universal connection standards; arrangements vary by jurisdiction and utility.
Transmission connections and clustered projects
A large campus may connect more directly to a transmission substation and require substantial electrical infrastructure on site. Several projects concentrated in one area can also prompt wider transmission planning, even if each connection is assessed individually. The IEA identifies concentrated loads and competition for scarce capacity as grid-planning pressures.
Potential work can involve a new or upgraded feeder, added transformer capacity, substation changes, voltage-control equipment or protection-system changes. Which items are actually needed—and whether they are dedicated to one customer or shared—must be established through the utility’s studies and plans.

Why can grid work take longer than building a data centre?
The IEA’s 2026 analysis gives a broad timing contrast: planning, permitting and completing grid infrastructure can take 5–15 years, compared with 1–3 years to build a data centre. These are ranges, not a schedule for a particular project. A mismatch can leave a facility ready before the network can provide its requested service, or leave a utility planning around demand that arrives later or at a different scale.
Connection queues also need careful interpretation. The IEA reported at least 150 gigawatts (GW) of data-centre projects in advanced grid-connection queues in 2025 and assessed one-fifth of global data-centre buildout as at risk of delay from grid congestion. Those figures describe projects and assessed risk, not confirmed operating demand: queue requests can be uncertain, delayed, downsized or abandoned.
How can residents find out what is planned locally?
Global totals and regional congestion statistics cannot show whether a particular feeder is near its limit or whether an upgrade has been approved. For a site-specific answer, start with the utility that serves the location and look for its load forecast, connection or impact study, planning documents, and the tariff or agreement governing the connection.

There is no single worldwide rule. Tariffs, utility processes and agreements determine how study costs, connection equipment and broader upgrades are owned and paid for. A dedicated connection, a shared network upgrade and a regional transmission investment may receive different treatment. Some costs may be charged directly to a customer; others may be allocated through regulated network rates or regional transmission charges, depending on the jurisdiction and the applicable rules.
In the United States, the Department of Energy describes tariffs and agreements as mechanisms for setting study costs, ownership and upgrade payments. In June 2026, the Federal Energy Regulatory Commission directed six regional grid operators to justify or reform tariffs for large loads, citing cost transparency and consumer safeguards as goals. That regulatory action is a proceeding, not evidence that every data-centre upgrade is already assigned to the operator. State authorities retain jurisdiction over retail rates, and rules differ across countries.

To understand a particular proposal, distinguish a customer contribution for dedicated facilities from costs assigned to a regulated rate base or shared regional investment. The applicable study, tariff and agreement—not the mere presence of a data centre—show how costs are allocated and what protections apply if forecast demand fails to materialize.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Can the grid connect data centres without raising household electricity bills?
It is not possible to answer for a specific household from a regional congestion statistic alone. The IEA reported USD 12 billion in U.S. grid congestion costs and EUR 4.3 billion in EU congestion costs in 2024; these are system-level congestion figures, not costs attributed solely to data centres. Whether a particular development affects household bills depends on local investment decisions, cost allocation and the regulator-approved rates that apply.

For the same reason, neither a queue total nor a planned upgrade by itself establishes a household bill increase. Residents need the relevant utility or regional planning documents and the rules governing recovery of the project’s costs.

What options can help address connection constraints?
Utilities and planners can compare new construction with ways to use existing infrastructure more effectively, as well as consider whether a project can accept operating limits or provide flexibility. No option is a guaranteed substitute for reinforcement; suitability depends on local network conditions and the service the facility needs.
| Approach | What it can address | Key consideration |
|---|---|---|
| New feeder, transformer or substation work | Adds or changes local connection capacity. | Requires site-specific planning, equipment, permits and cost allocation. |
| Flexible or non-firm connection; staged energization | Can let some demand connect earlier or in stages under defined operating limits. | The customer must understand when and how service may be curtailed; it is not equivalent to unrestricted firm service. |
| Demand response, on-site generation or storage | May reduce or shift the load the grid must serve in suitable circumstances. | Effectiveness depends on operating arrangements and local conditions; these measures do not guarantee that network upgrades are unnecessary. |
| Grid-enhancing technologies | Can improve use of existing infrastructure through dynamic ratings, topology optimization, advanced power-flow control, storage used as a transmission asset, reconductoring or voltage uprating. | The IEA identifies these as possible capacity or utilization measures, but any local gain requires evidence from the relevant system operator. |
These choices involve trade-offs among connection speed, reliability limits, who bears cost and risk, and whether an investment benefits one site or multiple grid users. A speculative queue request should not be treated as a committed project, and an option that works in one location may not solve a constraint elsewhere.
