An informal food vendor is generally a person or small enterprise that sells food while operating at least partly outside formal systems such as business registration, food-vending licenses, tax arrangements, or permission to trade at a designated site. The exact test varies by country, municipality, and trading location: selling outdoors or from a cart alone does not make someone informal, unlicensed, or illegal.
What does “informal food vendor” mean?
The phrase combines two separate ideas. “Food vendor” describes the activity: selling food. “Informal” describes how the business relates to formal systems and protections. Depending on the place or study, that can concern business registration, food-vending licenses, tax status, permission to use a particular site, or a combination of these factors.

There is no single universal legal definition. An analyst or public authority may use a different test from another, and a study’s definition should not be treated as the law everywhere. In a 2023 study of food vending in urban Nigeria, for example, researchers examined governance and the formal and informal dimensions of vending in that context; the study does not create a global classification rule (PLOS ONE, 2023).

That is why “informal” is best understood as a description of a relationship to formal systems, not a complete description of a person’s business. A vendor might meet one requirement and not another. A researcher might classify a business as informal based on its registration status, while a local authority might focus on licensing or permission for a particular trading location. Those classifications answer different questions unless they use the same criteria.
What kinds of food selling can the term cover?
Informal food vending is broader than cooked meals sold from a roadside cart. It can include preparing food, processing it, or reselling it through street, market, mobile, temporary, or other public-facing arrangements. The relevant feature is the relationship to formal systems—not a particular menu, scale, or piece of equipment.
The activity can also involve different stages of food work. Some vendors prepare food where it is sold; others bring food prepared elsewhere, process it, or resell it. A useful classification should say what the seller actually does rather than assume every vendor is a cook. A small quantity, a simple setup, or a familiar type of food does not settle whether the activity is informal.

“Street food” and “informal food vending” overlap, but they are not synonyms. Street food refers to food and a selling or consumption setting; informality refers to formal status. A street-food seller who meets local licensing and site rules may be formal in those respects. Conversely, food activity may be informal even when it happens away from a street stall.
The FAO/WHO account describes street foods across a range of products and settings, including markets, transport sites, industrial areas, and street corners. This range is a reminder that “street food” does not mean only a cart on a roadside, and that the seller’s location is a separate question from whether the business is registered or authorized.

A FAO/WHO Regional Conference on Food Safety for Africa report reproduces a definition from a paper prepared by Zimbabwe: “Street-vended foods are defined as those foods prepared on the street and ready to eat, or prepared at home and consumed on the street without further preparation.” This is a definition of street-vended foods from that source, not a universal legal definition of an informal vendor (FAO/WHO Regional Conference on Food Safety for Africa, Final Report, 2005).
How to assess whether a vendor is informal
Classification works best when it separates the food activity, the selling arrangement, and the vendor’s formal status. A cart, outdoor location, or small quantity of food may describe the arrangement, but none by itself establishes informality everywhere.

| Question | What to establish | Why it matters |
|---|---|---|
| What food activity takes place? | Preparation, processing, resale, or another form of food selling | The term can cover more than ready-to-eat meals prepared at a stall. |
| How and where is it sold? | For example, from a fixed stall, a temporary setup, a mobile unit, a street, or a market | The selling arrangement may affect which permissions apply, but does not by itself prove informal status. |
| Which formal systems apply? | Business registration, food-vending licenses, tax arrangements, and authorization to trade at the site, as relevant locally | These are possible indicators used in law or research; the applicable combination varies. |
| Which jurisdiction and definition are being used? | The country, municipality, trading site, and—if classifying for a study—the operational test | Without this context, a label can imply a legal conclusion the evidence does not support. |
For a careful description, name the criteria rather than relying on the label alone. A study might define informality using registration and licensing; another might also consider tax status, accounts, business structure, or site authorization. Say which test is being applied and to whom.
A practical sequence is:
- Describe the activity. State whether the person prepares, processes, or resells food. If the classification covers only ready-to-eat food, say so instead of implying that it covers every kind of food business.
- Describe the arrangement. Note whether selling happens at a fixed, temporary, mobile, street, or market location. Treat this as context, not a verdict about legal status.
- Identify the formal criteria. Specify whether the question concerns business registration, a food-vending license, tax status, permission to trade at a site, or several of these. Researchers may also describe accounts or business structure if those are part of their test.
- Pin down geography and time. Name the country, municipality, and trading site, and check the current rule before making a legal claim. A past report or a rule from another place is not a substitute for the applicable current requirement.
- State the result narrowly. If evidence shows a seller lacks one license, say that rather than claiming the business is wholly informal or illegal. If the information is incomplete, say what remains unknown.
This approach makes it possible to compare sellers without conflating three distinct dimensions: what food work takes place, how it is sold, and how it relates to formal systems. It also makes comparisons between studies more meaningful. If two studies use different definitions—one based on registration and another including site authorization—their informal-vendor totals may not describe the same population.
Does informal mean illegal or unsafe?
No. Informality, legal authorization, and food safety are related policy questions, but they are not interchangeable. A seller’s informal status under one measure does not by itself show that the seller is breaking a particular law or handling food unsafely. Likewise, a license or registration does not, on its own, establish the conditions under which food is prepared.

Local law determines whether a vendor is authorized to operate, and requirements may differ by place and site. The 2005 FAO/WHO report discusses variation in food laws and control systems; its country examples should not be read as current, universal rules. To determine whether a named vendor or stall is permitted, check the current rules for that jurisdiction and trading location.
There are two common errors to avoid. The first is inferring illegality from an informal classification, even though the classification may be a research measure rather than a legal finding. The second is treating an outdoor location, mobile setup, or small operation as evidence of poor hygiene. Neither conclusion follows from appearance alone. Legal status and food handling need to be assessed on their own evidence.
Why the distinction matters
Food vending can support livelihoods and help people access food. FAO’s account of the informal food sector describes those roles alongside the barriers vendors may face in gaining recognition and access to services (FAO, Bringing status to the informal food sector: background and context, 2008). Treating every informal vendor simply as a safety problem misses those economic and food-access dimensions.
Recognition and access to services are part of the context too. Informality may coincide with limited access to formal protections and services, but the exact situation varies. Describing that context does not mean assuming every vendor has the same experience; it means not reducing the sector to a single issue or treating a status label as a judgment about a person.
That does not mean food safety or authorization is unimportant. The FAO/WHO report recommends measures including vendor training, suitable facilities, and affordable licensing as ways to improve safety and livelihoods (FAO/WHO Regional Conference on Food Safety for Africa, Final Report, 2005). These are institutional recommendations, not proof that any particular city currently requires or provides those measures. “Affordable” is part of the recommendation; the report does not establish a universal license fee or a cost that applies to every vendor.

What the available figures do—and do not—show
A 2023 study reported that approximately 62% of enterprises in the food-service industry were wholly informal in its study context. The figure comes from research using data from 406 female street-food vendors in Ghana’s Greater Accra and Central regions. It is not a global estimate, and it should not be applied to other vendor populations or countries without supporting evidence (Cities, 2023).
The sources cited here do not establish a reliable worldwide prevalence figure for informal food vendors. Any percentage should be read with its geography, population, date, and definition of informality attached. The Ghana figure, for example, belongs with its study sample and regions; it cannot tell a reader what proportion of vendors in another city—or of all food vendors worldwide—are informal.
How to write or speak about a vendor accurately
- Separate the activity from the status: “street-food seller” describes an arrangement; “informal” describes a relationship to formal systems.
- Specify the criteria used, such as registration, food-vending licensing, tax status, or site authorization.
- Name the relevant country, municipality, or trading site when making a legal claim, and check the current local rule.
- Do not infer status from appearance, scale, outdoor work, or use of a cart.
- Do not treat informality as proof of illegality or unsafe food handling.
In short, “informal food vendor” is a useful general description for food-selling activity that operates at least partly outside formal systems. To classify an individual seller accurately, identify the specific formal requirements and jurisdiction involved rather than judging by the stall or selling location alone.
Frequently Asked Questions
Does selling food on the street automatically make someone an informal food vendor?
No. Street describes a selling or consumption setting, while informal describes a relationship to formal systems. A street-food seller may comply with local licensing and site rules. Location alone does not establish business registration, licensing, tax, or legal status.
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Can a food vendor be registered but still informal in another respect?
Yes. Formal status can involve several separate systems. A vendor might be registered as a business but lack permission to trade at a particular site, for example. Describe the specific requirement and status rather than treating informality as an all-or-nothing judgment.
Best Value
Are informal food vendors illegal?
Not necessarily. “Informal” may be a general or research classification, and it does not by itself establish that a seller has broken a law. Whether someone is authorized depends on current rules in the relevant jurisdiction and trading location.
Does informal vending mean food is unsafe?
No. Informality and food safety are distinct questions. A status label does not establish how food is handled, just as registration or a license alone does not establish preparation conditions.
What kinds of sellers can count as informal food vendors?
The term can cover people or small enterprises preparing, processing, or reselling food through street, market, mobile, temporary, or other public-facing arrangements, depending on the definition being used. It is not limited to cooked meals from carts.
Is there a global percentage of food vendors who are informal?
The reviewed sources do not establish a reliable global prevalence figure. A 2023 study reported approximately 62% of food-service enterprises as wholly informal in its study context, using data from 406 female street-food vendors in Ghana’s Greater Accra and Central regions. That figure should not be generalized beyond its context.
What should I check to determine a specific vendor’s status?
Identify the relevant country, municipality, and trading site, then check current rules for business registration, food-vending licenses, tax arrangements, and permission to trade there as applicable. For research or reporting, state the operational criteria used and avoid inferring status from appearance.
The Bottom Line
An informal food vendor is not defined by a cart, a street location, or a particular menu. The term generally describes food selling that operates at least partly outside formal systems, but the criteria and legal consequences vary. To classify a specific seller, identify the food activity, the selling arrangement, the formal requirements in question, and the current local rules.
