A token is a model-specific unit of content, not a word or a fixed number of characters. In an AI agent run, billable usage can include the instructions, conversation history, tool definitions, files and tool results sent to the model, as well as generated text, tool-call arguments and—in some systems—reasoning that is not shown in the final answer. The total cost depends on the provider, model, endpoint, token categories, number of model calls and any separately priced tools or services.
What counts as a token?
A token can be a character, part of a word, a whole word or punctuation. The same text may split into different numbers of tokens depending on the model, its encoding, language, spelling, capitalization and surrounding spaces. OpenAI’s estimate of about four English characters or three-quarters of a word per token is only a rough guide, not a conversion rule. See OpenAI’s explanation of tokens.

For multimodal models, the input is not necessarily ordinary text. Gemini’s token documentation covers inputs such as images, video and audio, whose token accounting cannot be reliably estimated from a word count. Use the tokenizer or token-counting interface for the specific model where available, then compare the estimate with the usage reported after the request.
What can an AI agent run include?
The new user message and the visible answer are only part of the picture. OpenAI documents agent inputs that can include instructions, tool definitions, conversation history, user input, files or images, and tool results. Outputs may include generated text, tool-call arguments and reasoning. Reasoning may not appear in the answer a user sees, but OpenAI counts it as output usage and bills it at the applicable output rate. Cached input still counts as input usage, although its rate may differ from uncached input.

An agent may call a model repeatedly while deciding what to do, invoking tools, handing work to another agent or continuing a conversation. The OpenAI Agents SDK can aggregate usage across calls in a run, including calls that produce tool calls or handoffs. Its records can include request count, input and output tokens, totals, cached tokens, cache-write tokens and reasoning tokens. Google likewise describes agent model inference as accruing the model’s standard charges across inference loops, with applicable tool charges added separately. See the OpenAI Agents SDK usage guide and Google’s agents overview.
Do tool calls count as tokens?
A tool call can affect cost in two distinct ways. The model may generate the call’s arguments, which are output usage; the tool itself may also have a separate fee or billing unit. Retrieved content may be treated differently depending on the tool. Google’s pricing documentation, for example, distinguishes tool charges and retrieved-content treatment for some tools. A tool call therefore does not imply one universal, fixed token fee.

How is token usage billed?
For a token-priced service, a basic estimate is to calculate the charge for each applicable category and add the results:
Estimated model charge = input tokens × input rate + cached input tokens × cached-input rate + output tokens × output rate

Use the rate’s stated unit—often a million tokens—when doing the arithmetic. Add separately priced tools, storage, compute or other services where applicable. This is a calculation template, not a universal tariff: prices and categories depend on the provider, model, endpoint, service tier, region, contract and usage details. OpenAI’s pricing page lists model- and category-specific rates; Google’s Gemini API pricing explains model inference and applicable tool charges. Rates change, so check the live provider page for the exact service you use.
Do not assume cached input is free. OpenAI says cached input remains billed, potentially at a different rate. Nor should you assume a short visible answer means a cheap run: input context may be long, hidden reasoning may add output usage, and agent loops may repeat or expand the context. OpenAI advises comparing representative tasks rather than judging cost by a headline per-token rate alone.

How to check and estimate an agent run’s cost
- Identify the billing setup. Record the provider, exact model and endpoint, plus any service tier, region or contract that affects rates.
- Inspect usage records. Check the API response or the SDK’s per-call and per-run records. Field names vary: OpenAI documents
prompt_tokensandcompletion_tokensfor Chat Completions, andinput_tokensandoutput_tokensfor Responses. Some responses include more detail about cache use and reasoning. See OpenAI’s guide to reviewing API usage and costs. - Count every model call in the workflow. Include tool-producing calls, retries, handoffs and subagent activity, not just the initial request and final response. OpenAI’s agent observability guide notes that subagent calls can add usage.
- Separate categories carefully. Where the schema and pricing support it, distinguish cached from uncached input and visible from reasoning output. Do not add cached tokens again if they are already included in the reported input total.
- Add non-token charges. Include applicable tool, storage or compute fees using the provider’s own billing units.
- Reconcile with billing. Compare the estimate with the provider dashboard or invoice. Usage fields may be best-effort, null or updated as accounting arrives; interrupted streaming may omit a final usage chunk. Missing usage data is not evidence of zero usage.
How to compare models or plans fairly
Test the same representative task and compare the resulting cost alongside quality, latency and successful completion—not just the listed input rate. Keep these factors consistent or account for their differences:
- Model, endpoint and service tier.
- Input/output mix and the amount of context repeated across calls.
- Whether cached input is eligible, how often it is actually cached, and any cache-write or storage charge.
- Reasoning and other output usage.
- Number of agent loops, calls, retries and subagents.
- Tool pricing and how retrieved content is accounted for.
- Modality, such as text, images, audio, video or documents.
- Billing arrangement, including free tier, subscription, API pay-as-you-go or enterprise contract, as well as region and current effective rate.
- Quality, latency and whether the agent completes the task successfully.
There is no stable cross-provider price comparison that applies to every model and billing arrangement. Use current provider pricing and your own run records; do not assume that token schemas or rates from one provider apply to another.
