In Australia, a supply is generally taxable only if it meets four legal tests and is neither GST-free nor input taxed. In Canada, supplies are classified as taxable, zero-rated or exempt; zero-rated supplies are taxable at 0%, while exempt supplies generally do not support input tax credits (ITCs) for related costs.
What makes a supply taxable in Australia?
Under section 9-5 of Australia’s A New Tax System (Goods and Services Tax) Act 1999, a supply is generally taxable when all four conditions below are met. It is not taxable to the extent that it is GST-free or input taxed. The Australian Taxation Office (ATO) sets out this test in GSTR 2000/19. The Federal Register of Legislation version identified for section 9-5 is dated 21 March 2012; check the current compilation before relying on the statutory wording.

- Consideration: The supply is made for consideration, such as payment or another form of value.
- Enterprise: It is made in the course or furtherance of an enterprise carried on by the supplier.
- Australian connection: The supply is connected with Australia under the applicable rules.
- Registration: The supplier is registered, or required to be registered, for GST.
All four conditions matter. For example, a sale connected with Australia is not automatically a taxable supply if another part of the test is not met, or if a GST-free or input-taxed treatment applies. The word “supply” can cover goods, services, property and other transactions; the relevant law and facts determine how a particular transaction is classified.

Australia’s GST-free and input-taxed treatments
For Australian GST, “exempt” is not the most precise label for the main categories that alter the ordinary taxable-supply result. The ATO describes these as GST-free and input taxed. Neither category carries GST on the sale, but their consequences for credits on related purchases differ.

| Australian treatment | GST on the sale | Effect on related input tax credits | Examples described by the ATO |
|---|---|---|---|
| GST-free | No GST is charged on the supply. | The supplier may retain credits for inputs used to make the supply, subject to the applicable rules. | Exports and certain food, health, education, childcare, religious-service and farmland supplies. |
| Input taxed | No GST is charged on the supply. | Credits are generally not available for acquisitions used to make the input-taxed supply. | Financial supplies and residential rent or premises, subject to statutory qualifications. |
These examples are category-level illustrations, not blanket rules for every transaction in those industries. The statutory category and the particular facts determine treatment.
How input tax credits work in Australia
A GST-registered business should not assume that every purchase on which it pays GST earns a credit. The ATO describes a creditable acquisition as requiring, among other things, a creditable purpose, a taxable supply to the acquirer, consideration, and the acquirer’s registration or obligation to register.

Creditable purpose generally means the acquisition relates to carrying on an enterprise. Private or domestic use does not qualify, nor does use related to making input-taxed supplies. This is why the GST treatment of a business’s sales can affect whether GST paid on its costs is recoverable.
How Canada classifies GST/HST supplies
Canada uses three categories: taxable, zero-rated and exempt. The Canada Revenue Agency (CRA) says most property and services supplied or imported into Canada are taxable. Examples it gives include car repairs, clothing, legal and accounting services, and commercial property rentals. The CRA’s “Type of supply” page is dated 19 November 2025.

| Canadian category | GST/HST charged to the customer | Potential recovery of tax on related inputs |
|---|---|---|
| Taxable | Tax applies at the applicable rate. | A registrant may claim ITCs for qualifying inputs used in commercial activities, subject to the rules. |
| Zero-rated | Taxable at 0%; the supplier does not collect GST/HST on the supply. | The supplier may be eligible to claim ITCs on related inputs. |
| Exempt | The supplier does not charge or collect GST/HST. | The supplier generally cannot claim ITCs for related inputs. Public service bodies may qualify for separate rebates in some circumstances. |
Zero-rated does not mean exempt: both result in no GST/HST collected from the customer, but zero-rated supplies remain taxable at 0% and may allow related ITCs. Exempt supplies generally do not. The public-service-body rebate is a limited possibility, not a general recovery rule for businesses.
What an ITC covers in Canada
The CRA defines an input tax credit as a credit a GST/HST registrant can claim to recover tax paid or payable on property or services acquired, imported, or brought into a participating province for use, consumption or supply in commercial activities. The definition does not eliminate other eligibility or documentation conditions. A payment of GST/HST by itself is not enough: the input’s connection to eligible commercial activity and the applicable claim requirements matter.

Why the Australian and Canadian labels should not be interchanged
Australia’s GST-free and input-taxed treatments are not direct equivalents of Canada’s zero-rated and exempt categories. The countries apply different legal tests and may attach different exceptions to similar-sounding labels. Use the terms of the jurisdiction where the supply is being assessed rather than importing a category from another country.
