Crossing $40 trillion in gross U.S. federal debt does not, by itself, tell you whether Bitcoin will rise or fall. Debt could matter to Bitcoin indirectly if it changes expectations for inflation, the dollar, interest rates, market liquidity or investors’ appetite for risk. But the evidence cited here does not show that the $40 trillion milestone caused a Bitcoin move, or that Bitcoin is a dependable hedge against debt stress.
What the $40 trillion figure counts
An Associated Press report in August 2026 said gross U.S. national debt had crossed $40 trillion. That is a gross federal debt figure, not the same measure as debt held by the public or debt subject to the statutory limit. The distinction matters: the headline number is not a direct measure of how much Treasury borrowing competes with private borrowers in credit markets.

| Measure | What it represents | Why it matters here |
|---|---|---|
| Gross federal debt | Debt held by the public plus Treasury securities held by federal government accounts. | This is the measure behind the August 2026 $40 trillion milestone. |
| Debt held by the public | Federal debt held outside government accounts. | The Congressional Budget Office (CBO) uses this as its principal measure when considering the government’s effect on credit markets. |
| Debt subject to limit | Debt counted under the statutory debt limit; it excludes some debt included in gross federal debt. | It is a separate legal and budget measure, not another name for the $40 trillion headline. |
The distinctions above follow the CBO’s explanation of federal debt measures and its 2026 budget outlook. A round-number milestone in gross debt is not itself a threshold at which markets must react.
What rising federal debt could mean for the economy
The fiscal risks described by the CBO depend on debt continuing to grow relative to the economy; they are conditional risks, not automatic effects of crossing $40 trillion. In its February 2026 baseline, the CBO says persistently rising debt held by the public could push up borrowing costs across the economy, weigh on private investment and output growth, increase federal interest costs, and leave the government more exposed to higher interest rates and a fiscal crisis. It also warns that expectations of higher inflation could weaken confidence in the dollar’s international reserve role.

The CBO’s March 2025 presentation summarizes its assessment this way: “In CBO’s assessment, large and growing federal debt increases long-run interest rates, reduces economic growth, and increases the risk of a fiscal crisis and other adverse outcomes.” That describes risks associated with a sustained fiscal path, not a prediction that a particular debt total will trigger a crisis.

| Measure | 2026 | 2036 |
|---|---|---|
| Net interest outlays | $1.0 trillion; 3.3% of GDP | $2.1 trillion; 4.6% of GDP |
| Debt held by the public | — | $56 trillion, or 120% of GDP, by year-end |
The CBO also projects $26 trillion in additional federal borrowing between the end of 2025 and the end of 2036. Its baseline puts average annual growth in net interest outlays at 7.5% over the projection period. The debt-held-by-the-public figure and the borrowing projection are not the gross-debt milestone reported by AP.

Why a crisis is not tied to a single ratio
The CBO says there is no identifiable debt-to-GDP tipping point at which crisis becomes certain. It says the risk depends on factors including the long-term budget outlook, near-term borrowing needs and the health of the economy. The dollar’s reserve-currency role and the U.S. government’s ability to borrow in dollars make a crisis like those experienced by some other countries less likely, but do not eliminate the risk.

There is also a counterweight to predictions of an immediate loss of Treasury demand: the Government Accountability Office reported that Treasury auctions continued to attract sufficient demand from a variety of investors as of September 30, 2025. The GAO also cautions that unsustainable debt, debt-limit impasses or a potential decline in the dollar’s international role could weaken demand or raise borrowing costs.
How debt concerns could reach Bitcoin
The plausible connection runs through markets and investor expectations rather than through the debt total itself. Concern about the fiscal outlook could affect Treasury yields, inflation expectations, confidence in the dollar, available liquidity or investors’ willingness to hold risky assets. Those changes could influence demand for Bitcoin, but the direction and size of any effect are not established by the evidence here.

AP reported simultaneous movement in Bitcoin, gold and the dollar around the August 2026 debt milestone and Treasury-market developments. Events occurring together do not establish that the debt milestone caused Bitcoin’s movement; the report does not quantify a causal effect of the threshold on Bitcoin returns.

| Study | Method or period | Finding relevant to a debt hedge |
|---|---|---|
| New York Fed staff report | Intraday event study of monetary and macroeconomic news. | Bitcoin was orthogonal to the news in the study’s sample; the report described the result as puzzling. |
| Chicago Fed working paper, published 2026 | Analysis of Bitcoin’s exposure to equities and Treasury returns. | The authors report that Bitcoin’s equity exposure rose over time and became statistically positive around 2020 in their specifications. Its Treasury-return betas were not distinguishable from zero. The authors note that the findings are their responsibility and do not necessarily reflect the views of the Chicago Fed or Federal Reserve System. |
| Kansas City Fed analysis, 2020 | January 1995 through February 2020; comparison of government bonds, gold and Bitcoin during stress periods. | The 10-year Treasury behaved consistently as a safe haven in the periods studied, gold did so occasionally, and Bitcoin did not. Bitcoin’s correlation with the S&P 500 was generally positive during the stress periods examined. In a separate analysis of March 2020, that positive correlation was statistically significant. |
These studies answer different questions and cover different periods; none tests whether crossing $40 trillion causes Bitcoin prices to change. The Kansas City Fed findings are historical, sample-bound evidence—not a forecast of current or future returns. Together, they give little basis for treating Bitcoin as a reliable shelter from U.S. debt stress.
How to assess a debt-and-Bitcoin claim
A claim that debt is “good” or “bad” for Bitcoin is incomplete unless it explains the path from fiscal news to market behavior. Check whether it identifies a transmission channel and distinguishes a possible scenario from evidence of causation.
- Check the debt measure. A gross-debt headline, debt held by the public and debt subject to limit are not interchangeable.
- Check whether the claim is a projection or an outcome. The CBO’s 2036 figures are baseline projections, not observed future totals.
- Ask what market variable is supposed to change. A plausible argument should explain whether it depends on yields, inflation expectations, the dollar, liquidity or risk appetite.
- Check the evidence window and method. A historical safe-haven comparison, an intraday news study and a model of asset-return exposure do not prove the same thing.
- Do not mistake correlation for cause. Bitcoin moving alongside the dollar or gold around a debt headline does not establish that the headline drove the move.
The defensible conclusion is narrow: sustained fiscal deterioration could affect conditions relevant to Bitcoin, but the $40 trillion gross-debt figure alone is not a Bitcoin signal. Available evidence does not establish a causal price effect or a reliable safe-haven role for Bitcoin.
