Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesStart by finding out exactly which applications are pending, who decides them, and when the public can comment. Then obtain the project records, ask for measurable answers about water, power, noise, and costs, and put specific requests into the official record. A well-organized community can improve scrutiny and seek enforceable protections, but public opposition does not guarantee a project will be stopped.
First, find the actual decision route
There is no single approval process for every data center. Local zoning, state law, the site’s zoning district, and the facility’s design determine which reviews apply. A project might need a zoning change, special exception or conditional-use approval, site-plan approval, environmental permits, utility decisions, or several of these. Some facilities may be allowed by right in certain districts if they meet applicable standards; Fairfax County, for example, says that can be the case in its I-5 and I-6 districts.

Contact the planning or zoning department and ask for the project name, parcel numbers, applicant, current status, zoning district, comprehensive-plan designation, staff contact, official docket, and all known deadlines. Ask the department to identify each approval and decision-maker, not just the next meeting on the calendar.
- Ask whether the local process includes a public hearing, and which body makes the decision.
- Separately ask about water and wastewater, stormwater or discharge, air permits for backup generators, utility or transmission work, and state or federal reviews. These are items to check, not permits every project necessarily needs.
- Request hearing notices, comment deadlines, and directions for submitting written comments. Ask about interpretation and disability access if needed.
Keep local land-use proceedings separate from environmental-permit proceedings. Each can have a different agency, record, deadline, and scope. Pennsylvania DEP’s February 2026 notice for Project Hazelnut, for example, limited testimony at that hearing to specified NPDES and water-obstruction/encroachment applications. The notice said oral and written comments would carry equal weight within that proceeding; it did not make the hearing a forum for every concern about the project.

Get the records before you form conclusions
Ask the planning office, permitting agencies, and applicant for the application and site plans, staff reports, traffic and noise studies, water-service documents, utility plans, permit applications, environmental assessments, draft agreements, and any proposed operating or decommissioning plans. Ask whether agreements and studies are public and whether any confidentiality terms are being asserted. Disclosure rules and exemptions vary by jurisdiction, so make the request under the process that applies locally.
Prairie Rivers Network’s 2026 Illinois community guide urges residents to seek disclosure of agreements and studies, including checking for nondisclosure agreements. Pennsylvania DEP’s Project Hazelnut notice is an example of a regulator making permit documentation available for review. Those examples do not establish what records must be disclosed elsewhere.
Read the project documents alongside the applicable ordinance and permit criteria. A developer’s forecast, a county’s draft policy, an adopted standard, a regulator’s finding, and an independent study are different kinds of evidence. Label them accurately when sharing information with neighbors or officials.
Ask for project-specific numbers, not general assurances
Send clear questions to the applicant and relevant agencies, preferably in writing. Ask them to identify the document, assumption, measurement method, or permit standard behind each answer.

Water, wastewater, and stormwater
- What are expected average and peak daily water withdrawals, by source and season? What will demand be at each construction or operating phase?
- Which cooling systems will be used? How much water is expected to be reused, discharged, treated, or consumptively lost through evaporation?
- Which water-service, wastewater, stormwater, discharge, or wetland approvals apply? Could the proposal affect wells, waterways, wetlands, or public systems?
Electricity and who pays for infrastructure
- What is the projected electrical demand at each phase and at full build-out, and what ramp-up assumptions are used?
- What substations, transmission lines, or other upgrades are needed? Who pays for them, and could their costs affect other utility customers?
- What backup generators, fuels, batteries, and fire-suppression systems are planned? What emissions permits, emergency plans, and fire-service capacity are required?
Do not assume a nearby project will automatically raise or lower household electricity bills. Fairfax County explains that electricity prices have multiple drivers and distinguishes direct bills from the costs of grid infrastructure; its discussion reflects Virginia law and county circumstances, not a universal rule.
Noise, construction, and effects on nearby properties
- What noise levels are predicted at nearby homes and property lines, including at night and during generator testing? What measurement method, operating conditions, and standard support those figures?
- What construction traffic, road work, lighting, building height, setbacks, buffers, landscaping, and emergency access are proposed?
- What analysis addresses air quality, cumulative development, and construction disruption?
Ask for the assumptions and the locations used in any study, not just a headline result. If residents make informal observations, record the date, time, location, weather, and known operating conditions. A consumer sound meter can help document when and where noise was noticed, but it is not a calibrated compliance measurement and cannot by itself prove a permit violation.
Jobs, public costs, and the project’s full life cycle
- How many jobs are temporary construction positions and how many are expected to be permanent? What is the basis for each estimate?
- What tax revenue is projected, and what abatements, infrastructure costs, utility investments, oversight expenses, or other public obligations are included?
- What community benefits are proposed, who is eligible, and how would they be documented and enforced?
- What happens if the facility closes? Is there a decommissioning plan, funding security, or a clear party responsible for site restoration?
Compare projected benefits with public costs and obligations over the same time period. Sangamon County’s project page illustrates why attribution matters: employment and investment figures presented there are developer-provided claims, not independently verified outcomes. Prairie Rivers Network’s Illinois guide recommends examining infrastructure costs, forgone tax revenue, and long-term fiscal effects as part of the picture.
Build a clear record and make comments decision-makers can use
Keep a shared, dated folder with the proposal map, notices and deadlines, copies of submitted comments, written agency answers, source documents for factual claims, dated observations, and a list of unresolved questions. Separate firsthand observations from official records, applicant projections, and expert analysis. This makes it easier for neighbors to check claims and prevents an important request from disappearing between meetings.

Before speaking or filing comments, ask whether the meeting is informational or a formal hearing, which body will decide the matter, what deadline governs written submissions, and which issues are within that proceeding’s scope. Fairfax County describes testimony options for qualifying public hearings. In Goochland County, the county described a community meeting followed by Planning Commission and Board hearings for its proposed ordinance changes. These are local examples, not a promise that another jurisdiction will use the same sequence.
Make each comment concrete: identify a drawing, permit section, stated standard, observed condition, or missing analysis. Then ask for a defined action, such as disclosure of a study, a revised site plan, an additional analysis, an enforceable operating limit, independent monitoring, or a decision delayed until specified information is available. Request that the comment be included in the official record. A request for denial is appropriate only where the applicable law and evidence support it.
Take part in both policy discussions and project proceedings
A community may have opportunities to comment on proposed rules as well as a particular application. Follow both tracks when they exist: a project hearing may apply existing rules to one site, while a separate ordinance process may consider standards for future development.

Keep draft proposals distinct from adopted requirements. Goochland County has described draft data-center ordinance amendments as moving through public consideration and said, “Nothing is decided yet.” Listed draft provisions—such as setbacks, buffers, noise limits, and water rules—should not be treated as enacted standards or as conditions already imposed on a project.

Other jurisdictions show different policy approaches. The Los Angeles County Board of Supervisors adopted a motion on April 14, 2026, concerning impact review and community-benefit policies; the county planning page described the Title 22 code at that time as lacking regulations specifically for data centers or warehouses designed for AI-related data storage, processing, and generation. That statement describes Los Angeles County’s code, not a nationwide regulatory gap.

Coordinate a shared calendar and question log, divide document review, and invite residents who may be affected along with relevant local organizations. Identify which unanswered issues need specialist knowledge: water supply, grid planning, acoustics, air emissions, traffic, emergency response, public finance, or land use.
Where a consequential analysis is incomplete or controlled by the applicant, ask the decision-maker whether it will require independent review or monitoring. Prairie Rivers Network’s Illinois guide specifically recommends independent studies of issues such as infrastructure, emergency response, traffic, noise, and environmental effects. Whether an agency can require a particular study depends on its authority and the proceeding.

Evaluate proposals using comparable assumptions
If officials or residents are comparing sites, designs, or alternatives, use the same time horizon and assumptions for each. A single headline number—such as an investment estimate or water figure—cannot capture the project’s effects.
- Siting: distance to homes, schools, farms, sensitive areas, planned growth, buffers, and alternative sites.
- Resource demand: daily and peak water by source, cooling approach, wastewater, electricity by phase, grid upgrades, and cost allocation.
- Local effects: noise, lighting, air emissions, traffic, emergency response, construction disruption, and cumulative development.
- Public economics: temporary and permanent jobs, tax revenue, abatements, infrastructure and oversight costs, rate effects, and contingent obligations.
- Accountability: measurable permit conditions, monitoring, public reporting, complaint response, enforcement, and decommissioning security.
- Process quality: disclosure, study independence, public notice, meaningful participation, language access, accessibility, and time to review.
Use local figures only for the place and period they describe. Fairfax County’s published figures include a regional estimate of less than 100,000 gallons per day of data-center water use in the Potomac River basin and an estimate that about 40 percent of regional data centers rely on air cooling; neither is a measurement of a particular proposed facility. Its stated $110.6 million in data-center revenue for FY 2027, including tax-year 2026 real-estate and business personal-property components, reflects Fairfax County’s own tax base, not expected revenue from a new project elsewhere. The county also reports more than 20 stakeholder meetings during development of its 2024 zoning amendment; that count describes its process, not a standard residents can demand in every locality.
Tulare County’s review topics illustrate the range of issues a jurisdiction may examine, including water, electricity, noise, lighting, air quality, emergency response, siting, buffers, transportation, decommissioning, and economic effects. Its temporary moratorium information is time-sensitive and should not be relied on without checking the county’s current status and applicable law.
