What Cities Should Evaluate Before Buying Automated License Plate Readers

A city should assess an ALPR program as a complete data system—not just a camera—before award. Here are the performance tests, governance safeguards, contract terms, and evaluation measures to require.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Before buying automated license plate readers (ALPR), a city should define the public-safety need, test the complete system in local conditions, and secure enforceable control over data, access, sharing, security, auditing, and deletion. The decision is not just which camera reads plates best: it is whether the city can govern and evaluate the whole service throughout the contract.

What exactly is the city buying?

ALPR is a system, not a camera alone. It can include cameras and illumination, image-processing software, plate and vehicle data, databases or hosted services, alert lists, integrations, user accounts, and processes for access, retention, sharing, and audits. Procurement documents should map the full service boundary: what is captured, where each item is processed or copied, who can access it, and which vendors or subcontractors handle it.

As an Amazon Associate I earn from qualifying purchases.

Require each bidder to identify the camera models, fields of view, capture conditions, software versions, hosted components, interfaces and APIs, alert-list sources and update schedules, and every destination for data. Ask how software or model changes are announced, tested, approved, documented, and rolled back. A city needs enough visibility to understand what changed and assess whether the change affects performance, security, or policy compliance.

What public-safety need will ALPR address?

Write the problem statement before the technical specification. Identify the objective, the evidence that it is a local need, the alternatives considered, and the outcomes that would justify continuing the program. Limit authorized uses in both city policy and contract terms; a vendor’s configurable features should not determine what the city permits.

Deployment geography should also be explainable and reviewable. Palo Alto describes selecting locations with factors including crime statistics, common vehicle ingress and egress, and traffic volume, while seeking the greatest benefit from the fewest cameras. That is one city’s approach, not a universal siting formula. Ask for a map of proposed locations, the criteria behind each placement, an assessment of sensitive sites and potential disparate impacts, and a documented process for reviewing or relocating cameras.

How should the city test performance?

Do not rely on an unqualified accuracy percentage. Require bidders to explain how they calculate read and alert performance, what counts as a correct read, and which conditions their figures represent. The sources available for this guide do not establish a reliable, current, vendor-by-vendor accuracy comparison or a universal ALPR accuracy figure.

Set up equivalent tests for all bidders using representative local plates and installation conditions. Include local plate formats, weather, lighting, vehicle speed and angle, occlusion, and expected camera placement. Measure these outcomes separately:

  • False reads: the system records a plate that does not match the image.
  • Missed reads: a visible plate is not captured or recognized.
  • False alerts: an alert is generated for a vehicle that does not match the relevant list entry or status.
  • Confidence behavior: how the system handles uncertain reads and whether uncertainty is visible to users.

Before award, define acceptance thresholds, a pilot period, and who may inspect test results, configurations, documentation, logs, and incident reports. Contract terms should specify remedies—including required remediation or termination—if agreed thresholds are not met.

How should staff treat an ALPR alert?

An alert is an investigative lead, not proof of a crime or of anyone’s involvement. Santa Monica Police Department guidance says an alert does not establish that a crime occurred or that anyone inside the vehicle committed one. Before relying on an alert, staff should compare the original image with the plate information and independently verify the relevant plate and wanted status when practicable.

A vehicle registration record identifies a registered owner, not necessarily the person driving at the time of capture. A plate match or an owner’s presence in a record does not by itself establish that an occupant committed an offense. City procedures should make verification steps clear and prohibit action based on an unverified alert where verification is practicable.

Who owns and controls the data?

Define ownership and control for each data class: plate strings, images, derived analytics, audit logs, exports, and case records. Distinguish city data from vendor telemetry, and narrowly describe any license the vendor needs to process city data to provide the contracted service. State whether the vendor may use information for any other purpose; do not leave that question to product defaults or broad boilerplate.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The California State Auditor found ambiguity about data ownership and incomplete cloud-security provisions in contracts it reviewed. Santa Monica reports that its agreement gives the city ownership and grants the vendor a limited license to process data for the contracted service. Those examples show why the contract should spell out control and permitted processing rather than assume the parties share the same understanding.

How long should ALPR data be kept?

Set a routine retention period based on the city’s purpose and applicable records laws, then specify how automated deletion works and how the city can verify it. Palo Alto and Santa Monica describe 30-day routine retention, with exceptions for investigative or legal preservation. These are local examples, not a universal legal standard or a recommendation that every city use 30 days.

Write a separate, documented process for evidence or legal holds. It should identify authorized approvers, the records within scope, who may access them, and when the hold ends. Require deletion across production systems, replicas, backups, exports, and vendor-held copies, with evidence of completion. Check relevant statutory and records-retention requirements before setting the schedule.

Who may search, receive, or handle the data?

Limit access to named, trained users with a legitimate authorized purpose. Require individual credentials, least-privilege roles, strong authentication, a stated case or purpose for searches, prompt account revocation when access is no longer needed, and consequences for misuse. Record administrator activity as well as ordinary searches.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Decide which outside agencies may receive or access data. Contract and policy terms should specify permitted purposes and jurisdictions, approval requirements, written agreements, restrictions on onward transfer, logging, audit access, and procedures for legal demands. A vendor’s network setting or sharing default is not a substitute for a city decision.

Set enforceable security requirements for encryption in transit and at rest, key management, breach notification, vulnerability handling, independent security assessments, personnel screening and training, subcontractors, hosting locations, business continuity, and secure deletion. Palo Alto describes encrypted transmission and remote vendor storage, but that city-specific description does not establish how another product is configured. Require contractual guarantees and evidence, not marketing assurances alone.

Can the city audit and explain the program?

Require a searchable, tamper-resistant record of each query, user, date and time, stated purpose, terms entered, result, export, sharing event, administrative action, and vendor access. The city should be able to export the records and retain an independent copy, rather than depend exclusively on a vendor dashboard. Define regular supervisory or independent reviews, how findings and corrective actions are documented, and what remedies apply to violations.

Publish the use policy, retention schedule, sharing rules, a complaint route, audit summaries, and annual outcomes. Publish camera locations where legally appropriate. Transparency helps residents and oversight bodies understand the rules and assess whether actual use matches them.

How should the city measure value and total cost?

Set a baseline and evaluation plan before deployment. Define the cases or outcomes the system is intended to support, how its contribution will be recorded, and how the city will report false alerts and errors, time saved, relevant recoveries or other outcomes, policy violations, costs, and complaints. A count of reads, alerts, arrests, or recoveries alone does not show that ALPR caused an outcome; report context and limitations.

A 2012 NIJ/OJP survey sampled 500 agencies; 305 responded, and 70 of those respondents reported using ALPR. Of 70 agencies in a user follow-up, 40 responded. Those follow-up respondents reported increases in stolen-vehicle recoveries (68%), arrests (55%), and productivity (50%); fewer than half (48%) reported having ALPR policies. These are historical, self-reported survey results—not causal findings, current prevalence estimates, or present-day performance benchmarks.

Compare full-term cost, not just initial hardware. Include installation, connectivity, cloud storage, software, integrations, support, training, replacement, security reviews, audits, and exit or data-migration work. No current comparable bid or price benchmark is established here, so normalize local proposals over the same contract term and scope.

What should a vendor evaluation compare?

Give every bidder the same disclosure requirements and test conditions. Compare:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Locally tested read and alert performance, including false and missed reads.
  • Hardware coverage and flexibility of deployment.
  • Data ownership, hosting, retention, deletion, and migration terms.
  • Sharing restrictions and the completeness and usability of audit logs.
  • Security guarantees and independent evidence supporting them.
  • Visibility and control over software or model changes.
  • Export rights, termination terms, and deletion verification.
  • Usability and accessibility for trained staff.
  • Total cost over the full contract term.
  • Vendor references and documented incident response.

Use a written evaluation record that explains how each proposal meets the city’s requirements. An attractive feature list is not a substitute for test evidence, enforceable controls, or a workable exit plan.

What should be in the final procurement decision?

Before award, the city should be able to show that the program has a defined purpose and measurable evaluation plan; that proposed placements and local test results have been reviewed; and that policy, contract, and technical configuration agree on permitted use. The contract should make ownership, retention, access, sharing, security, audit, deletion, change management, remedies, and exit rights explicit. Federal ALPR guidance treats objectives, deployment, data quality, hot-list management, security, retention, access, sharing, accountability, and sanctions as connected policy concerns—not separate camera features.
