China’s system is not a direct equivalent of ESRB or PEGI ratings. Game providers must assess a game’s type, content and features, identify suitable age groups, and display age-appropriate prompts. Separate rules govern prohibited content and how minors may use online games, including identity checks, play-time limits and spending safeguards.
What a Chinese game age prompt tells you
An age-appropriate prompt is guidance about the age group a provider considers suitable for a game. China’s 2023 Regulation on the Protection of Minors in Cyberspace requires online game services to classify games by type, content and features, and to show age prompts prominently when a game is downloaded, registered for and logged into.

The prompt is not a comprehensive content-rating verdict. In a 2019 explanation, the National Press and Publication Administration (NPPA) said the prompts are not equivalent to Western classification systems. It also said harmful content is prohibited even in games aimed at adults. The regulator’s explanation does not establish a single uniform label format used by every game.
How age guidance differs from content bans
Age guidance and prohibited-content rules answer different questions. The first identifies the age group a provider says a game suits; the second sets limits on material that may be published or disseminated. An adult-oriented age notice does not make otherwise prohibited material permissible.

The 2023 regulation prohibits online information harmful to minors’ physical or mental health that promotes obscenity, pornography, violence, cults, superstition, gambling, self-harm or suicide, terrorism, separatism or extremism. It separately prohibits obscene or pornographic online information involving minors. These are provisions for online information generally, not an exhaustive checklist of every standard used to review or approve games.
In its 2019 explanation, an NPPA official put the distinction plainly: “需要特别说明的是，适龄提示并不等同于西方的分级制度，决不允许色情、血腥、暴力、赌博等有害内容存在于面向成年人的游戏中。” In English: “It should be particularly noted that age-appropriate prompts are not equivalent to Western classification systems; harmful content such as pornography, gore, violence, and gambling is not permitted in games aimed at adults.” The official page does not name the official quoted.

Rules that separately limit minors’ online-game use
Play-time, identity and spending controls regulate minors’ access to online game services; they are not part of an age-rating label. The rules have changed over time, so older limits should not be presented as current service hours.

The 2021 service window
In 2021, the NPPA announced that online game companies could serve minors only from 20:00 to 21:00 on Fridays, Saturdays, Sundays and statutory holidays. Its official Q&A said all games must connect to the NPPA real-name verification system and users must register and log in with true and valid identity information. These later restrictions superseded the broader 2019 time allowances as a description of the permitted service window.

The 2023 regulation’s broader duties
The 2023 regulation, effective 1 January 2024, requires online game services to verify minors’ real identities through the unified minor online-game electronic identity verification system or other necessary means. Services must reasonably limit minors’ single and daily cumulative spending, avoid paid services inconsistent with a minor’s civil capacity, and prominently identify suitable age groups. These are broad duties; the regulation’s wording should not be mistaken for a restatement of every operational limit in earlier notices.

- Who set the label: Is it a government-required prompt, a platform’s implementation, or a voluntary industry label? The official sources do not establish that all games use one uniform format.
The official rules and explanations describe requirements, not independent measurements of compliance or proof of how every game implements them. A prompt can help a player or parent understand the provider’s age guidance, but it should not be treated as a complete disclosure of content or as evidence that every service applies controls identically.
