When lumber quotations rise or become uncertain, Canadian builders should first refresh the project’s delivered-cost estimate, then compare supply and design options against the full project budget. Lumber is important, but it is only one input; a change that looks cheaper by the board foot can add freight, labour, engineering, or schedule costs elsewhere.
What the latest Canadian construction-cost data says
Statistics Canada’s Q2 2026 Building Construction Price Index shows residential construction costs in its 15-CMA composite rose 0.5% from the previous quarter and 2.3% year over year. Within that index, the wood, plastics and composites division fell 0.3% in the quarter. These are contractor-price indexes for complete buildings—not spot prices for lumber at a particular yard. The composite includes materials, labour, equipment, overhead and profit, but excludes land, design, land development and real-estate fees. Statistics Canada’s release also cites pressures including oil prices and geopolitical disruption, tariffs, delayed purchasing amid regulatory uncertainty, seasonal work and constrained skilled trades.

CMHC’s 2026 analysis of Statistics Canada indexes found that between Q4 2024 and Q2 2026, wood, plastics and composites were flat on its 15-CMA comparison, while utilities rose 15%, plumbing 14%, HVAC 13% and metal fabrications 13%. An index that is flat across that period does not establish what lumber costs at a specific supplier today. CMHC’s analysis is useful context, not a substitute for local quotes.

Refresh the estimate before changing the project
Start with comparable, current quotations for the actual bill of materials. A lower unit price may not mean a lower project cost if the supplier has different specifications, limited stock, higher delivery charges or a shorter quote-validity period.

- Match species or product type, grade, dimensions, treatment and quantities to the plans.
- Record the quote date, expiry, availability, delivery charge and expected delivery window.
- Compare delivered cost for the required quantity, including any minimum order, handling or unloading charges.
- Ask suppliers to identify substitutions clearly rather than treating a different grade or product as equivalent without design-team approval.
Supplier stock and delivered prices vary by region and project. The published indexes cannot tell a builder whether a particular yard can fill an order on schedule.
Compare suppliers and regional sourcing
Request bids from more than one supplier where practical, and compare them on the same specifications and delivery assumptions. Ask whether Canadian softwood or engineered wood products are available in the required grades and quantities, and whether the supplier can commit to the schedule. CMHC identifies greater use of domestic wood as a possible response, but notes that limited east-west transportation infrastructure can constrain movement. Freight distance, lead time and stock certainty therefore matter alongside the quoted price.

A useful comparison records the delivered cost, specification, lead time, freight, expected yield and schedule risk for each viable option. A low-price source that cannot supply the material when needed may create costs through delay or resequencing.
Reduce avoidable waste and ordering problems
Before placing or revising orders, have the estimator and site team recheck quantities, cut plans and sequencing against the current drawings. Coordinate delivery timing with storage capacity and installation progress so material is less exposed to damage, poor handling or unnecessary moves. Track offcuts and damaged stock, and investigate discrepancies between planned and actual use before repeating an order.

These are practical controls, not guaranteed savings. Their value depends on the project’s design, site conditions, crew practices and procurement plan.
Evaluate substitutions and construction-system changes
If sourcing and quantity checks do not resolve the budget pressure, ask the design and engineering team to assess whether a material or structural-system change is feasible. CMHC identifies mass timber and other advanced wood technologies as possible ways to make greater use of Canadian wood products. A substitution is not automatically cheaper or suitable: compare its full installed cost and check its effects on structural design, fire and building-code requirements, trade capacity, equipment, schedule and availability.

CMHC’s historical comparison illustrates why project type matters. From Q1 2020 to Q1 2023, its analysis found wood-based building-material inputs rose 147%; across the 15-CMA composite, ground-oriented input costs rose 59%, compared with 37% for high-rise apartments. CMHC also reports the share of construction costs directly attributable to wood, plastics and composites is roughly 16 times larger in ground-oriented housing than in high-rise apartments. These are historical index findings, not current forecasts or predictions for an individual project.

CMHC also modeled a possible reduction of up to 17% in ground-oriented construction costs in some centres under its stated comparison scenario, alongside a possible 3.5% increase—or close to 4,000 starts a year—in annual ground-oriented housing starts. These are conditional scenario estimates, not observed savings, a forecast, or a result any builder should expect simply by changing materials. CMHC’s analysis describes the assumptions behind those estimates.

Test the decision against total project economics
Before approving a redesign or delaying a purchase, model the whole project rather than treating lumber as the only variable. Include labour, servicing, permits and development fees, land carrying costs, financing, equipment, overhead, expected sales or rental income and the cost of schedule changes. A material choice can reduce one line item and still worsen total economics if it requires scarce trades, new approvals, extra transport or longer financing.
Demand is another constraint. CMHC’s 2026 outlook describes housing demand as weak and uneven and forecasts construction to decline through 2028. The outlook is national context, not a substitute for local absorption, pricing and buyer research. CMHC Deputy Chief Economist Kevin Hughes said, “This caution is leading many households to delay buying homes and making builders more hesitant to start new projects.” CMHC’s outlook should be considered alongside the project’s local market and intended buyer or renter.
Understand what the available public measures do—and do not—offer
The federal government’s August 5, 2025 announcement included prioritizing Canadian materials in federal procurement and planned financing through Build Canada Homes for innovative builders using Canadian technologies and resources. It is not a general grant entitlement for every homebuilder. Confirm current implementation, application details and eligibility directly before incorporating any support into a project budget. - Confirm the exposure: update the takeoff and identify which products, quantities and purchase dates are affected.
- Get comparable quotes: confirm grade, specification, validity, stock, freight and delivery timing with suppliers.
- Check the plan: review quantities, cut planning, storage and sequencing for avoidable loss or duplicate orders.
- Compare viable alternatives: assess regional and domestic sourcing, engineered products or system changes with the design team.
- Price the installed outcome: include engineering, code, labour, equipment, transport, schedule and financing effects.
- Re-test project feasibility: assess local demand, sales or rental assumptions, and current program eligibility before committing.
