Before adding employees, opening a location, or taking on a larger operation, make sure someone can own the IT work that growth creates: support, accounts, updates, security, suppliers, backups, and recovery. For U.S. small businesses, the practical review starts with the expansion plan and budget, then tests whether support capacity and safeguards match the way the business will operate.
Start with the expansion plan and budget
IT needs depend on what is changing. A second site, a larger workforce, more remote work, new customer channels, or an acquisition can each create different support and security demands. Tie technology decisions to the operating plan rather than guessing from a headcount rule; the U.S. Small Business Administration (SBA) does not prescribe a universal staffing or hardware formula.

For a new location, SBA advises forecasting costs and revenue, reviewing financial readiness, and updating the marketing plan for the new market. Include likely technology and support costs in that forecast, alongside registration, permits, licenses, and taxes that may apply. Those obligations vary by state and locality, so check with the relevant agencies. SBA guidance on expanding a business explains the broader planning considerations.

Every growing business needs a clearly accountable person or provider—even if different specialists handle particular tasks. SBA says, “There’s no substitute for dedicated IT support, even if expensive.” Its guidance allows for support from either an employee or an external consultant; it does not establish a universal point at which one model becomes preferable.

Write down which responsibilities must be covered: employee help, device setup, account changes, software updates, security escalation, backups, supplier coordination, and recovery. Then compare internal and external support against the needs below.
| Decision factor | Questions to answer |
|---|---|
| Coverage and response | When can staff get help, and what happens when the usual contact is unavailable? |
| Range of work | Who handles routine support, security concerns, accounts, devices, and recovery? |
| Business knowledge | Who understands the systems and processes that are critical to operations? |
| Continuity | Is there a backup owner for essential duties if an employee or consultant is unavailable? |
| Cost and scale | What does the arrangement cost, and can it adapt as the business changes? |
These are comparison criteria, not a claim that one option always costs less or works better. The NICE Framework can help define responsibilities: its systems-administration work includes installing, configuring, and updating hardware and software; managing user accounts; backing up and recovering systems; and implementing security controls. It also describes a technical-support work area. Use it as a vocabulary aid, not a mandatory staffing chart. Read the NICE Framework.

Assess cybersecurity risks before adding users or sites
Start with a cybersecurity risk assessment: identify vulnerabilities and use them to set an action plan for training, email security, and protection of systems and data. SBA’s business management guidance describes this risk-based approach and points to public cybersecurity resources.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Decide how new employees will receive security training and learn how to report suspicious activity.
- Clarify who grants administrative access and how that access is limited.
- Set a process for removing accounts when employees leave and reviewing access to shared information.
- Know who handles security concerns involving email, systems, or business data.
SBA also recommends securing the network, firewall, and wireless equipment, and using VPN access for remote employees. These are baseline considerations, not a complete network design. A business Wi-Fi router or wireless access point may be relevant for a new site if the business does not already have suitable managed infrastructure; equipment choice depends on coverage, capacity, security, compatibility, and configuration. See SBA’s small-business cybersecurity guidance.

Plan devices, accounts, updates, and data access
More people and equipment mean more recurring work. Before onboarding begins, determine how devices will be configured, maintained, and updated; how accounts and permissions will be created and removed; and where important business data is stored. SBA recommends keeping software updated, restricting administrative privileges, auditing access, and backing up data. These practices should have named owners and a routine, rather than depending on someone remembering them when a problem arises.
The NICE Framework’s systems-administration description also includes account management, updates, backup and recovery, and security-control implementation. That reinforces the need to assign these as ongoing responsibilities, whether they sit with an employee, an outside consultant, or a combination of support roles.

Map critical suppliers and service dependencies
List the hardware, software, cloud services, communications services, and support vendors that the business relies on. For each important supplier, record which business functions depend on it, who receives outage or vulnerability notices, what alternatives exist, and what a disruption could mean for access to data or customer service.
CISA’s small- and medium-sized-business supply-chain resources emphasize identifying important ICT suppliers and risks to critical hardware, software, and services. A supplier list helps expose dependencies; it does not eliminate third-party risk. CISA’s ICT supply-chain fact sheet and CISA’s resource guide for developing a resilient supply-chain risk-management plan offer SMB-focused context.

Check backup and continuity readiness
Recovery planning should begin with the business, not a storage setting. Identify critical functions and processes, assign a continuity owner or team, and evaluate how those functions could continue or be restored after a disruption. Confirm which information must be available for recovery and that the plan itself can be reached when normal systems are unavailable.
SBA recommends regular data backups and discusses cloud or off-site copies as useful approaches. The right recovery expectations depend on the business’s operations; the sources do not set one backup schedule for every company. SBA’s management guidance covers continuity planning, while its cybersecurity guidance addresses data backups.
Account for the risks relevant to your business
This guidance is U.S.-oriented and aimed at small businesses. Requirements and technical choices can change with the jurisdiction, industry, data handled, existing architecture, and expansion model. A general checklist cannot settle sector-specific rules, legal obligations, network design, or vendor requirements. For those decisions, check the agencies responsible for the new location and consult qualified IT, security, or legal professionals who understand the business’s circumstances.
