For ultra-high-definition television (UHDTV), the related recommendation is BT.2020—not a newer name for BT.709.
What does ITU-R mean by an HD standard?
ITU-R is the International Telecommunication Union’s Radiocommunication Sector. In this context, an “HD standard” is best understood as a recommendation specifying characteristics of a television image system, rather than a codec or a consumer-TV certification. BT.709 is the central reference for HDTV parameters used in production and international programme exchange.

ITU lists BT.709-6, approved in June 2015, as in force; earlier editions are marked superseded. Its scope is the image system, not a guarantee that a particular television, stream, or programme meets every viewer’s expectations.
What resolution does BT.709 describe?
ITU-R Report BT.2246-7 (2020) describes HDTV under BT.709 as 1,920 × 1,080 pixels. That familiar resolution is an important part of the format, but resolution alone does not describe every parameter of an image system.

The same report gives historical context for the term “high definition”: it reproduces a definition attributed to the earlier Report ITU-R BT.801, describing a system intended to be viewed from about three times the picture height while preserving the portrayal quality perceived in the original scene by a discerning viewer with normal visual acuity. This is explanatory historical material in the 2020 report, not wording newly issued in BT.709-6. The report also discusses HDTV’s 30-degree field of view as a limitation that UHDTV addresses.
How does BT.709 differ from BT.2020?
BT.2020 is the related ITU-R recommendation for UHDTV system parameters. ITU lists BT.2020-2, approved on 14 October 2015, as in force, with earlier editions marked superseded. It covers formats beyond HDTV.

These are spatial resolutions cited in ITU-R reports. The distinction is not simply a change in the recommendation number: BT.2020 specifies UHDTV parameters, while BT.709 is the HDTV reference.

No. They describe image-system parameters, not the compression method used to encode video. For example, Recommendation ITU-R BT.2073-1 addresses using HEVC (ITU-T H.265 | ISO/IEC 23008-2) to broadcast UHDTV, HDR-TV, and HDTV material where reduced bit rates with minimal visible degradation are needed. That coding recommendation is separate from BT.709 and BT.2020.

Does “ITU-R HD compliant” mean a TV is certified?
The cited ITU listings establish recommendations for image-system parameters used in production and international exchange. They do not establish a universal consumer-television certification called “ITU-R HD compliant.” A product description using that phrase should therefore not be treated, on that wording alone, as proof of a specific ITU certification.
