The effect depends on which setting you switched off: device-level camera access, Microsoft Store app access, a single Store app’s permission, or the shared desktop-app setting. Teams and Edge use the desktop-app setting; Windows Hello face sign-in is a documented exception.
What the different camera controls block
Windows separates camera permissions into layers. Switching off one layer does not necessarily disable the camera hardware or affect every app in the same way.

Microsoft identifies browsers such as Edge and conferencing apps such as Teams as desktop apps. If either cannot use the camera, check the shared desktop-app permission rather than looking only for it in the Microsoft Store app list. Microsoft says desktop apps may not always appear in the list and may still be able to access the camera even when the setting is off, so this setting should not be treated as a universal hardware cutoff. Microsoft’s camera-permission guidance explains the distinction.
What may stop working when you turn camera access off
Store apps and desktop apps
A Store app whose camera permission is off cannot use the camera through that app permission. Desktop apps such as Teams and Edge depend on the shared desktop-app setting instead. Microsoft also warns that changing desktop-app access may affect Windows features such as Cortana or Windows dictation; whether a particular feature is affected can vary.

Video calls in a browser
A website needs camera permission in the browser as well as the relevant Windows access. For example, even when Windows and Edge allow camera access, a site blocked in Edge may be unable to use the camera for a video conference. Check the site’s permission in Edge if the problem occurs only on a particular website. Microsoft’s Edge permission guidance covers browser-level access.
Windows Hello face sign-in
Turning off Camera access does not necessarily stop Windows Hello face sign-in. Microsoft says Windows Hello can sign you in when Camera access is off. If Windows Hello itself is turned off, it does not access the camera. Microsoft’s Windows Hello camera-privacy guidance describes this exception.

Camera permission is not the same as disabling the camera device
Windows 11 has a separate device-management control at Settings > Bluetooth & devices > Cameras. Disabling a device there is different from switching off app privacy access: it changes the device’s state rather than an app permission. It requires administrator access, can disable multiple cameras on some systems, and may require a reboot for some cameras. Microsoft’s Windows camera settings guidance describes device management.

How to turn camera access back on
- In Windows 11, open Start > Settings > Privacy & security > Camera.
- Turn on Camera access if it is off.
- Turn on Let apps access your camera for Microsoft Store apps, then enable the target app’s individual toggle if it is listed.
- For Teams, Edge, or another desktop app, check Let desktop apps access your camera.
- If the app is a website, allow camera access for that site in the browser too.
Windows 10 uses Settings > Privacy > Camera. Windows 10 support ended on October 14, 2025; that support-status date does not, by itself, explain a camera problem. Microsoft’s camera-permission guidance lists the Windows settings paths.

If the camera still does not work
A black preview does not prove that a privacy permission caused the failure. Microsoft also identifies physical shutters or function keys, device state, drivers, security software, and app-specific settings as possible causes. Try the Windows Camera app to see whether the camera works outside the affected program, then check the relevant permission layer and the following:
- Confirm that a hardware shutter is open and any camera function key is enabled.
- Check whether the camera is disabled in Windows device settings.
- Review the camera driver and security software settings.
- Check the affected app’s own camera selection and configuration.
- If a permission or device control is greyed out, ask the computer’s administrator; the device may be managed.
