Check local guidance for each package; if it is not accepted, a specialty collection program may be an alternative.
How to find out whether your local program accepts a beauty container
There is no single curbside rule for beauty packaging across the United States. Municipal programs decide which materials they accept, and acceptance can differ between communities. The U.S. Environmental Protection Agency advises residents to confirm which materials their local curbside and drop-off programs take; its standardized recycling guidance also explains why checking the local list matters.

- Look up the accepted-material list from your city, county, recycling program, or waste hauler.
- Search for the package’s material and form—for example, a plastic bottle, glass jar, pump, or compact. Do not assume that a rule for one type of container applies to another.
- If the list is unclear, ask the program or hauler directly: “Does my local recycling program accept this beauty container?”
- Follow local preparation instructions. EPA says clean material is easier to process and more likely to be recycled; the local program determines what cleaning or sorting it requires.
A recycling symbol or material label does not, by itself, establish that your curbside program accepts an item. The EPA notes that local rules vary and that some plastics may not be accepted in a particular area (EPA recycling FAQs).

Beauty packages can be small, combine different materials, contain leftover product, or have too little material value to be practical for local sorting and processing. TerraCycle identifies these as barriers in its 2023 beauty recycling report; this describes the challenges it cites, not a rule that every recycling facility handles every package the same way.

TerraCycle reported collecting 1,422,848 pounds of hard-to-recycle personal-care and beauty packaging waste in 2023. It also reported that 62% of beauty packaging was still made from hard-to-recycle plastic packaging. Both are company-reported figures, not government estimates. TerraCycle further said that over 98% of the personal-care and beauty waste collected through its programs is recycled through its specialized process. That reported outcome applies to material collected through those programs, not to beauty packaging generally or to curbside recycling.
What to do with packaging your local program does not accept
Specialty collection may be an option, but eligibility, accepted items, locations, fees, and participation steps vary. TerraCycle describes free brand-sponsored programs and participating drop-off points, as well as paid mail-back options in some regions. Its page lists Zero Waste Bags in the UK and select parts of the United States, along with paid boxes and pouches. Check the current program details and accepted-item list before sending or dropping off packaging; availability of a route does not mean it accepts every beauty product or package.
TerraCycle says participants do not need to wash or clean out products before sending them to its programs, while instructing them to use or remove as much product as possible. That guidance applies to TerraCycle’s own programs, not to municipal curbside collection. For curbside preparation, use your local program’s instructions.

Which route should you use?
| Route | What determines acceptance | Cost and availability | What to check |
|---|---|---|---|
| Local curbside recycling | Your municipality or waste hauler’s accepted-material list | Not stated as a universal rule; varies by local program | Whether the exact material and package form are accepted, plus local preparation rules |
| Municipal drop-off | The receiving program’s accepted-material list | Not stated as a universal rule; varies by location | Whether that site accepts the item and its current drop-off instructions |
| Specialty beauty-packaging collection | The specific program’s eligibility and accepted-item list | TerraCycle describes free brand-sponsored programs and participating drop-off points, and paid mail-back options in some regions | Current accepted items, location, fees, and participation steps |
For the specific answer in your area, your local program or hauler is the deciding source. If local recycling does not accept the package, check whether a specialty program currently takes it before treating that route as an alternative.
