Yes. A website can block or challenge traffic based on its IP address, network, country, request rate, or other security signals. Because VPN users may share an exit IP, a site can flag an address because of other users’ activity—not necessarily because it bans every VPN. The exact error and a few controlled checks can help identify what is happening, but only the website owner can change a site-side restriction.
Why a website might block or challenge a VPN
A website or its security provider can apply rules to visitor IP addresses, autonomous system numbers (ASNs), countries, request rates, and other signals. Cloudflare, for example, documents rules that can allow, block, or challenge traffic based on IP, ASN, or country, as well as custom rules and rate limits: Cloudflare IP Access rules.

VPN services often route many customers through shared exit addresses. If other users send automated or unusually frequent requests from the same address, a site may challenge or block later traffic from it. Google says this can trigger its unusual-traffic warning and notes that some VPN or tunnel networks may be blocked when Google cannot distinguish abusive from non-abusive traffic: Google Search Help.
A VPN is only one possible factor. Cloudflare lists security protections, excessive request rates, bot-like activity, and public IP blocklists among potential reasons for a block. Its documentation does not say that all VPNs are universally blocked: Cloudflare challenges FAQ.

Sometimes the problem is a connection failure rather than a deliberate site block. Chrome lists VPNs and security software among possible causes of ERR_CONNECTION_RESET: Chrome connection troubleshooting.
How to troubleshoot access problems
- Record what the error actually says. Note the full message, status or error code, whether a human challenge appears, any provider branding, and any request identifier such as a Cloudflare Ray ID. These details help distinguish a site security decision from a browser or connection problem.
- Complete any offered challenge. If Google displays “Our systems have detected unusual traffic from your computer network,” Google says a reCAPTCHA is most likely presented. Complete it if available. If no challenge appears, check that your browser is supported and JavaScript is enabled. Google’s guidance is at Search Help.
- Test the network path carefully. Temporarily disconnect the VPN and retry, or use another trusted connection if one is available. If the site works without the VPN, that suggests the VPN exit route is involved; it does not identify the exact rule or prove that the site blocks VPNs generally. If Google’s warning persists, Google suggests uninstalling the VPN or contacting its provider.
- Check browser and connection conditions. For a connection-reset error, follow Chrome’s general troubleshooting guidance and consider whether VPN or security software is interrupting the connection. Do not leave protective software disabled; if a temporary change is needed for diagnosis, restore protection afterward.
- Contact the website for a site-side denial. Send the site owner the exact error, any Ray ID, your approximate time of access, and a brief description of what you were doing. Ask them to investigate whether their security rules denied your request. Cloudflare says visitors must contact the website owner because Cloudflare support cannot override a customer’s security settings: Cloudflare Error 1006.
What the error code can—and cannot—tell you
For Cloudflare-protected sites, the status code can suggest the kind of response, but it does not reveal the exact rule that triggered it.

Website block or ISP-level restriction?
A website owner’s controls—such as IP, ASN, country, or rate-limit rules—are different from an internet service provider (ISP) blocking access. The fact that a VPN is involved does not by itself show which layer is responsible. Cloudflare distinguishes site-owner restrictions from ISP-level blocking; a restriction configured by the site should be raised with that site’s owner: Cloudflare challenges FAQ.

These checks can help identify whether the VPN route, browser, or a site-side security decision is involved, but they cannot guarantee access. A site may intentionally restrict a network, location, or traffic type, and its owner decides whether to make an exception. For an IP denial, Cloudflare’s Error 1006 guidance states: “Since the website owner blocked your request, Cloudflare support cannot override a customer’s security settings.”
