What Are the Risks of Using Fuel Cells for Data Center Power?

Fuel cells can provide onsite data-center power, but they shift rather than eliminate risk. Learn how to assess fuel supply, reliability, safety, emissions, permits and cost.

Fuel cells can reduce a data center’s dependence on a constrained electric grid, but they do not remove the risks of keeping critical power available. They add dependencies on fuel supply, equipment durability, maintenance, safety systems and permits. The actual risk depends on the fuel-cell chemistry, fuel, site and whether the system is intended for prime power, backup or combined heat and power (CHP). A nameplate rating or vendor availability claim alone cannot establish that a system will support a particular data center.

Are fuel cells reliable enough for data centers?

They may form part of a data-center power system, but reliability must be evaluated for the complete installation—not inferred from fuel-cell technology in general. Stack condition, pumps and other balance-of-plant equipment, controls, fuel continuity, planned maintenance, redundancy and repair time all affect whether power reaches the critical load.

What DOE’s historical figures do—and do not—show

The U.S. Department of Energy’s stationary fuel-cell technical-target page, published in 2016, reports 2015 status and 2020 targets for 100 kW–3 MW gas-fueled CHP and distributed-generation systems. These are historical figures for a technology class under the page’s definitions, not current guarantees for a proposed data-center installation.

Measure 2015 status 2020 target
Electrical efficiency 42–47% — DOE’s 2016 page, reporting 2015 status for the stated 100 kW–3 MW gas-fueled CHP/distributed-generation class. Not stated in the cited DOE summary for this measure.
Operating lifetime 40,000–80,000 hours — DOE’s 2016 page, reporting 2015 status under its stated degradation definition for the same technology class. Not stated in the cited DOE summary for this measure.
System availability 95% — DOE’s 2016 page, reporting 2015 status for the same technology class. 99% — DOE’s 2016 page, identifying this as a 2020 target, not a demonstrated result for every system.

For a project, ask how the supplier defines availability, what planned maintenance is excluded, how degradation is measured, and whether figures apply to the specified fuel, system size and operating profile. Ask for service coverage, stack-replacement assumptions, repair times and performance data for comparable installations.

Startup, cycling and backup power

Fuel-cell chemistries do not all behave alike. Solid oxide fuel cells (SOFCs) operate at high temperatures; DOE notes that this can require thermal shielding and make startup slow. Frequent shutdowns, cold starts or rapid load changes therefore need to be assessed against the specific SOFC design. Do not apply these SOFC characteristics to every fuel-cell type. DOE and NETL describe durability and reliability as important to SOFC technical and economic viability (DOE’s fuel-cell overview; NETL’s SOFC program).

For critical loads, the design must account for the time and equipment needed to ride through a fuel-cell fault or restart. EPA’s historical data-center report discusses batteries and uninterruptible power supplies (UPS) for transfer and power quality, as well as distributed generation used for backup, prime power or CHP. It does not establish that fuel cells alone can provide uninterrupted power through every failure. Define how UPS or batteries, fault isolation, redundant capacity and any separate backup generation work together for the site’s required load.

What happens if the fuel supply fails?

An onsite fuel cell still depends on an external or stored fuel supply. Natural-gas systems depend on pipeline delivery, pressure and capacity; hydrogen systems depend on supply, transport and suitable storage. Onsite generation can reduce exposure to grid constraints while creating a separate infrastructure dependency.

DOE identifies the integrity, reliability and security of natural-gas pipelines and storage as continuing work areas, and also addresses hydrogen transport and storage. The cited sources do not quantify the likelihood or duration of a fuel interruption at any particular data-center site (DOE’s methane-mitigation technologies).

Before relying on a fuel cell for critical power, obtain site-specific answers from the utility and fuel supplier:

  • Is the service firm or interruptible, and under what conditions can supply be curtailed?
  • What pressure and delivery capacity are available at the site, including during regional disruption or peak demand?
  • For hydrogen, what are the delivery arrangements, storage capacity and replenishment plan?
  • What backup fuel or alternate generation is available, and how long can it sustain the critical load?
  • What restoration expectations apply after an interruption?

What safety hazards need to be managed?

Fuel-cell installations can involve combustible fuel, high electrical output and, for some chemistries, high-temperature equipment. Hydrogen requires appropriate handling; its hazards differ from those of pipeline natural gas. A natural-gas SOFC installation combines gas-leak considerations with hot process equipment. Fuel impurity and stack degradation can also affect equipment operation.

DOE’s risk-analysis guidance recommends failure-mode and effects analysis, risk mitigation and incident communication planning. A NETL safety review discusses leakage and fire or explosion hazards, thermal injury, high voltage, and SOFC fuel-processing and stack-degradation issues. Depending on the design and site, engineering review may need to address:

  • Fuel detection, ventilation, leak isolation and automatic fuel shutoff or shutdown.
  • Equipment separation, protective housing, thermal shielding and access controls.

These are subjects for a project-specific hazard analysis, not a complete safety design. DOE’s guidance and the NETL review provide background (DOE risk analysis; NETL hydrogen and SOFC safety review; DOE: Is hydrogen safe?).

Are natural-gas fuel cells actually clean?

“No combustion” does not mean “zero emissions.” Climate impact depends on the fuel, its production and delivery, conversion efficiency and the electricity source used as the comparison. Natural gas contains carbon, and upstream supply-chain emissions matter. The available sources do not establish one current, independent lifecycle-emissions figure that applies to fuel cells generally.

Bloom Energy says its systems virtually eliminate certain air pollutants and may have lower carbon emissions than grid electricity in many regions. Those are vendor claims, not an independent lifecycle assessment; they should be checked against the proposed site, fuel and comparison baseline (Bloom Energy’s data-center page).

A historical EPA comparison is limited to its stated scenario

EPA’s 2007 report compared generated-electricity emissions for a 150 kW PEM fuel cell and a 600 kW diesel generator, assuming 24 hours of annual operation. The values below describe that historical backup-power scenario only; they should not be transferred to another fuel, system design, runtime or present-day comparator.

Generated-electricity emissions 150 kW PEM fuel cell 600 kW diesel generator
NOx 0.100 lb/MWh — U.S. EPA, 2007; stated backup scenario. 20.282 lb/MWh — U.S. EPA, 2007; stated backup scenario.
SO2 0.006 lb/MWh — U.S. EPA, 2007; stated backup scenario. 2.900 lb/MWh — U.S. EPA, 2007; stated backup scenario.
CO2 1,170 lb/MWh — U.S. EPA, 2007; stated backup scenario. 1,650 lb/MWh — U.S. EPA, 2007; stated backup scenario.

The comparison is not a current lifecycle analysis or a general ranking of fuel cells against diesel, grid power or other onsite systems. EPA’s 2007 data-center distributed-generation report supplies the scenario and its assumptions.

What permitting and community issues can delay a project?

Requirements depend on jurisdiction, fuel, equipment and installation. In the United States, EPA says state and local air agencies issue most data-center air permits. Its data-center resource page focuses on common combustion sources such as engines and turbines; it does not resolve every fuel-cell-specific permitting question.

Confirm the applicable air permits and emissions reporting, construction approvals, fire and building requirements, fuel-storage approvals, utility interconnection and local land-use rules with the authorities responsible for the proposed site. Include community and emergency-response considerations in the project review. EPA’s Clean Air Act resources for data centers are U.S.-focused; requirements elsewhere may differ.

How uncertain are fuel-cell costs and deployment timelines?

Fuel-cell economics depend on equipment and installation costs, fuel contracts, maintenance, stack replacement, financing, permitting, backup systems and any usable recovered heat. CHP efficiency is meaningful only when the facility has a practical use for that heat.

DOE’s 2016 technical-target page reports the following historical installed-cost status and target for 100 kW–3 MW natural-gas systems. These figures are not present-day vendor prices or project estimates.

DOE figure Value and qualification
Installed-cost status $2,400–$5,500/kW — 2015 status reported on DOE’s 2016 page for the stated natural-gas system class.
Installed-cost target $1,500/kW — 2020 target reported on DOE’s 2016 page; a target, not a current quotation.

EPA’s 2007 report described fuel cells as carrying a price premium over traditional gas turbines or engines and said some cases could depend on incentives. That dated assessment signals cost uncertainty, not a current payback estimate. Build a project-specific total-cost model rather than relying on either historical DOE figures or old incentive assumptions (DOE stationary fuel-cell targets; EPA 2007 report).

Deployment announcements and demonstrations should also be distinguished from proof of long-term performance at scale. DOE described a proposed 1.5 MW hydrogen PEM fuel-cell development and field-testing project for a data-center application in 2022. That project description is evidence of a demonstration effort, not by itself evidence of broad commercial deployment or long-term field reliability (DOE project description, August 5, 2022).

What should a data-center operator verify before choosing fuel cells?

Compare the proposed system with grid service, generators, batteries and other onsite options using the same operating assumptions. Require the supplier and project team to document:

  • Fuel type, delivery terms, storage and contingency arrangements.
  • Chemistry, operating temperature, startup and transient response, and expected cycling profile.
  • Net AC efficiency, availability definition, outage history, maintenance schedule and degradation assumptions.
  • Redundancy, UPS or battery ride-through, repair coverage and replacement-stack cost.
  • Local pollutant estimates and lifecycle greenhouse-gas accounting, with boundaries, location and comparison baseline made explicit.
  • Installed and lifecycle cost based on current local fuel prices, contracts, permits and any heat that can actually be used.

The central decision is whether the complete power architecture—not just the fuel-cell unit—meets the site’s continuity, safety, environmental and financial requirements under credible fuel, equipment and grid disruptions.
