GitHub Actions is GitHub’s automation feature. A workflow is the YAML process that tells it when to run and coordinates jobs and steps; an action is a reusable task that a step can call. The GitHub Marketplace is a directory for discovering shared actions—not a separate place where workflows run.
How GitHub Actions, workflows, jobs, steps, and actions fit together
Think of a workflow as a plan, jobs as major units of work, steps as the ordered instructions within a job, and actions as packaged instructions that can be reused. This is an analogy, not GitHub’s formal terminology. In practice, a step may run a shell script directly or invoke an action; using GitHub Actions does not mean every step must use an action.

A workflow is a configurable automated process stored as a YAML file in the repository’s .github/workflows directory. A repository can have multiple workflow files—for example, separate processes for testing and deployment. Each workflow is configured to start in response to events, a manual start, or a schedule. It contains one or more jobs, which run on runners, and each job contains steps. GitHub’s workflow documentation describes this structure.

What is the difference between an action and a workflow?
A workflow describes the larger process: when it should run and how its jobs and steps fit together. An action is one reusable task within that process. A workflow can combine actions with direct scripts, and it can call different actions in separate steps. What is a GitHub Marketplace action?
A Marketplace action is an action that a workflow author finds through a GitHub Marketplace listing. The listing helps with discovery and shows the action’s version and syntax; it is not a special execution environment. The workflow still invokes the action using the syntax in its listing. Actions can also come from a repository you control or another public repository, or be distributed as published Docker images. GitHub explains how to find and customize actions.
To use an action, add a step with a uses reference and provide the inputs the action requires. Check the listing and the action’s documentation for the correct reference, version, input names, and expected values rather than assuming all actions share the same options. A creator-verification badge in a listing indicates creator verification according to the Marketplace interface; it does not establish that an action is safe for every repository or workflow.

Reusable workflow or composite action: which kind of reuse fits?
These mechanisms package different units of work, so they are not interchangeable. Choose based on whether you need to share a whole workflow or a set of steps within a job.

Use a reusable workflow when the unit you want to share is a workflow, potentially with several jobs. Use a composite action when you want to bundle steps that belong inside a job. GitHub documents the differences and capabilities of these reuse options.

How to choose and add an action safely
An action runs as code in the context of a workflow, so treat it like a software dependency. Before adding one, understand what it does, what inputs it accepts, and what access the workflow gives it. GitHub’s secure-use guidance recommends least-privilege credentials. Review GitHub’s secure-use reference.
- Check fit and documentation. Confirm the action performs the task you need, inspect its documentation and required inputs, and understand how it will be used in your workflow.
- Limit access. Give the workflow and its credentials only the permissions the task needs. A called reusable workflow cannot receive token permissions greater than the caller grants.
- Choose a reference deliberately. A commit SHA reference gives stronger version stability than following a mutable branch or tag. A tag can be convenient for selecting a release, but it may be moved; review the action and decide how you will manage updates.
- Maintain the dependency. Monitor the action reference and update it when appropriate. Dependabot can help update action references; GitHub describes this in its guide to finding and customizing actions.
A simple way to remember the terminology
GitHub Actions is the automation feature; the workflow is the YAML plan; jobs run on runners; steps are the instructions; actions are reusable tasks a step can call; and Marketplace is one place to discover those tasks. Start by deciding what should trigger your process and what jobs it needs, then add scripts or carefully selected actions to the relevant steps.
