What Are AI Skills, and How Do They Differ From Prompts and Agents?

An AI skill is a reusable workflow, a prompt gives the current instruction, and an agent manages and executes tasks. Here’s how the three fit together.

An AI skill is a reusable workflow for a recurring task. A prompt gives instructions for a particular request; an agent manages and carries out a task, potentially across multiple steps and tools. They are different layers, not competing choices: a prompt can set the goal, a skill can supply the playbook, and an agent can execute the work. This practical distinction reflects OpenAI’s descriptions, not a universal taxonomy used identically by every AI product.

What is an AI skill?

An AI skill packages instructions for doing a particular kind of work repeatedly. It is useful when a task has several steps, a required output format, or conventions and checks that should be applied consistently. OpenAI describes skills as reusable workflows that can be shared with others.

A skill is typically centered on a SKILL.md file. That file may specify the task, necessary inputs, steps, expected outputs, and guardrails. A skill package can also include supporting material such as templates, examples, references, scripts, or assets when they help complete the workflow.

For example, a report-writing skill could describe what information to gather, the order in which to analyze it, the sections the report must contain, a tone convention, and a final-check list. That is an illustrative pattern, not a claim about a particular tested skill.

How does a SKILL.md file work?

In OpenAI’s documented approach, skill discovery can begin with a skill’s name and description. The system can then load the full instructions and relevant supporting files when the skill applies. This staged loading means detailed workflow material need not be included before it is relevant.

OpenAI’s developer blog describes skills as Markdown prompts that can be accompanied by resources or scripts. The file is therefore a way to package and organize workflow guidance; it does not, by itself, provide a model, tools, or an execution environment.

How are AI skills different from prompts and agents?

The simplest distinction is what each one does: a prompt states the current request, a skill preserves a repeatable method, and an agent runs a task. The comparison below synthesizes OpenAI’s product and technical descriptions; it is not an exhaustive standard definition. “Prompt” can have broader meanings in different products and research contexts.

Question Prompt Skill Agent
Main role Give instructions for the current task or turn. Reuse instructions for a recurring kind of task. Manage and execute a task, potentially across multiple steps.
Reuse Often written for the current interaction, though it can be saved and reused. Designed for reuse, usually as a packaged workflow with metadata. The runtime or application can be reused to handle different tasks.
Autonomy Does not on its own imply ongoing execution. Explains how work should be done; does not on its own imply independent execution. Within configured limits, it can plan, choose tools, act, check progress, and continue.
Tools and resources Can mention tools, but the prompt alone does not supply access to them. Can point to supporting files or tools; access depends on the host product. Often connects to tools or external systems.
Best fit A one-off instruction or specific request. Repeated work where process, format, or guardrails matter. Multi-step work requiring decisions or tool-based actions.

A prompt gives the current goal

A prompt might ask for a summary, a draft, or an answer in a particular format. It can be detailed, and a user can reuse a saved prompt, but a prompt alone is not a reusable workflow package or an agent runtime.

A skill provides the playbook

A skill tells the AI how to handle a recurring task. It can make the process explicit—what to gather, how to proceed, and what the finished work should look like—without independently deciding to take actions or supplying tool access.

An agent carries out the task

OpenAI’s practical guide to building agents defines agents as “systems that independently accomplish tasks on your behalf.” OpenAI’s agent documentation describes systems that can plan, use tools, and maintain context across steps. Their independence still operates within the tools and limits configured for them.

Are skills and agents the same thing?

No. A skill describes a repeatable way to do work; an agent is the system that can manage and execute work. The skill does not become an agent merely because it contains detailed steps, and an agent does not automatically have a particular skill’s procedures. OpenAI’s API documentation treats skills as something that can be added to agent workflows, so the two can work together.

A practical combination is: the user’s prompt states what is needed now, the skill supplies a consistent process, and the agent performs the multi-step work using the tools it has. This is a useful model, not a requirement that every product support or use all three layers.

When should you use an AI skill instead of a prompt?

  • Use a prompt when one clear request is enough and there is no need to preserve a detailed process for later.
  • Create or use a skill when the task recurs and its quality depends on consistent steps, required inputs, output structure, conventions, or checks. Start with a process you already perform repeatedly, then document the inputs, outputs, and guardrails.
  • Use or build an agent when the system must manage a sequence of actions, make decisions as the workflow unfolds, or select tools and work with external systems. OpenAI’s agent guide contrasts this kind of workflow execution with a single-turn LLM application.
  • Combine them when the task benefits from all three: a prompt states the immediate goal, a skill provides the reusable method, and an agent executes the steps with available tools.

Can you use the same AI skill in different products?

OpenAI says its skills are compatible with the open Agent Skills standard, which can support portability between tools that implement it. Compatibility does not guarantee that a skill will install, be discovered, or work unchanged in every product. OpenAI Academy’s skills resource describes downloading a skill from one product for installation in another supporting tool and notes that OpenAI skills do not currently sync across products.

Before relying on a skill elsewhere, check that the destination supports the format and that any referenced files, scripts, or tools are available. A shared instruction file is not the same as automatic synchronization or identical behavior across hosts.

What does the evidence say about AI skills’ effectiveness?

The cited OpenAI materials are product guidance, technical documentation, and an implementation guide. They explain how skills are intended to structure repeatable work, but they do not establish a quantified productivity or effectiveness gain. Treat consistency as a design aim, not a measured outcome guaranteed by using a skill.
