AI agents are software systems that can plan and complete multi-step tasks by calling tools, retrieving information and sometimes taking actions without a person directing every step. Banks restrict them because an agent that can access customer data or authorize a transaction can turn a plausible mistake, security breach or outage into a financial, legal and operational incident.
The restrictions are generally risk-based, not a universal ban. Banks commonly allow tightly supervised agents for fraud detection, document analysis and repetitive internal work, while requiring stronger controls—or prohibiting autonomous execution—for payments, account changes, credit decisions and other actions that affect customers or move money.

What is an AI agent?
The Federal Reserve’s September 2024 Community Depository Institutions Advisory Council record describes an AI agent as a system capable of “autonomously navigating and executing complex, multi-step workflows that have traditionally been hard-coded or done by humans.” The possible actions may be predefined, but the agent decides which action to take next.

A chatbot generally produces a response to a prompt. An agent can interpret a goal, break it into steps, retrieve data, call approved software tools, evaluate the results and continue until the workflow is complete or a control stops it.

The parts of an agentic workflow
- Goal and context: the request, relevant policies and information supplied to the system.
- Planning: a proposed sequence of steps to reach the goal.
- Tool use: calls to databases, payment systems, identity services, document stores or other software.
- State and memory: information about what has already happened in the current task, and sometimes information retained for later tasks.
- Execution and checking: actions, results and decisions about whether to continue, ask for approval or stop.
In banking, “agentic” usually means adding this planning and action selection to machine-learning capabilities such as language understanding, classification and prediction. The Bank of England defines AI broadly as machine systems able to perform learning, decision-making, problem-solving and related tasks that previously required human intelligence; an agent is the more operational form of those capabilities.
A simple banking example
A read-only service agent might receive a request to explain a charge, retrieve the relevant transaction, check the account’s fee schedule and draft a response. A more powerful agent could verify identity, change contact details, create a payment instruction and send a customer notification. Both are “agents,” but the second has authority, access and consequences that require much tighter controls.
Why banking is a particularly difficult environment for autonomous software
Banks make decisions that must be numerically precise, legally defensible, explainable and reproducible. A system that is useful because it can improvise is also difficult to control when the same input can produce different outputs or when its reasoning depends on incomplete context.

Federal Reserve Governor Michael Barr wrote on 4 April 2025 that generative-AI systems may “still hallucinate, generating plausible sounding but inaccurate information.” He also noted that stochastic systems can return different answers to the same or similar questions. In a banking process, that variability can create inconsistent treatment of customers, incorrect balances or decisions that cannot be reconstructed later.
Regulators have not generally created a separate permission for an AI system to take over a bank’s obligations. The U.S. Government Accountability Office reported that federal financial regulators primarily supervise AI through existing laws, regulations, guidance and risk-based examinations. In practice, regulators commonly use AI outputs to inform staff decisions rather than making the output the sole decision source.
Are banks banning AI agents?
No single worldwide ban exists. Rules differ by jurisdiction, bank, product and risk tier, and deployment practices are changing quickly. “Restricting” usually means limiting what an agent can see and do, requiring approval at defined points, and monitoring the system rather than forbidding every form of agentic software.
The clearest dividing line is authority. A system that summarizes documents or proposes a response is easier to review and reverse than one that can send money, alter a customer record, set credit terms or issue a legally consequential decision.

A Bank of England discussion of a Bank/FCA survey in 2025 reported that 55% of respondents’ AI use cases had some form of autonomous decision-making, while 2% were described as fully autonomous. Those figures describe that survey context; they are not a statistic for all banks worldwide.
The main risks that drive restrictions
Reliability and model risk
Agents can hallucinate facts, misread an instruction, use the wrong tool or follow a plausible but unsafe plan. Bias, weak calibration and poor reproducibility can produce incorrect fraud flags, customer communications or risk assessments. Traditional software usually follows deterministic rules; an agent may choose a different path when the wording, retrieved documents or model state changes.
That does not make every agent unusable. It means the bank must define acceptable error rates, test representative and adversarial cases, retain evidence of the inputs and outputs, and provide a way to correct or stop the process.
Customer and proprietary data protection
An agent may see account numbers, identity documents, transaction histories, internal policies or other confidential material. Sensitive information can leak through prompts, model outputs, logs, debugging tools or a provider’s training pipeline. Barr warned that proprietary or customer information can be inadvertently included in outputs, creating privacy breaches and legal violations.

Limiting data to the minimum needed for a task, separating environments and redacting fields reduce exposure, but they do not remove the need to know where every prompt, retrieval and output is stored.
Cybersecurity and manipulation
The Bank of England highlights prompt injection, data poisoning and vulnerabilities in third-party providers. A malicious instruction hidden in a document or web page can try to redirect an agent, reveal restricted data or persuade it to call an inappropriate tool. Attackers can also use AI to improve fraud, impersonation and deepfakes.
An agent with broad permissions gives a successful attack a larger blast radius. Security therefore has to cover the model, its tools, the identity used to call those tools, retrieved content and the surrounding network—not just the chat interface.

Authorization and fraud
Read access and transaction authority are fundamentally different. A mistaken summary can be corrected; an unauthorized payment, beneficiary change or account takeover may be difficult or impossible to reverse. Barr wrote that when a generative-AI agent accesses sensitive customer data and authorizes transactions, it becomes an attractive target for malicious actors.
Fraud controls also have to account for the agent itself. An attacker who compromises an agent’s credentials, instructions or connected application may be able to generate a stream of apparently valid actions.
Operational resilience and concentration
Agents often depend on external model providers, cloud infrastructure, identity services and data feeds. The Bank of England warns that heavy dependence on a small number of vendors could make an outage interrupt time-critical payments and spread across firms. It cites the July 2024 worldwide IT outage caused by a flawed third-party software update as an example of how an external service disruption can affect banking and payments.
Using the same model or provider across many institutions can also create systemic concentration: a shared vulnerability or outage could affect multiple banks at once. A responsible deployment needs capacity limits, service-level monitoring, a tested fallback and a way to shut down the agent without stopping essential banking operations.
Legal accountability
Delegating a task to software does not delegate the bank’s legal duties. UK Competition and Markets Authority guidance dated 9 March 2026 states: “But if an AI agent you use does something illegal, you are responsible.” Contracts may allocate costs between a bank and a technology provider, but they do not erase obligations to customers, regulators or courts.

Official descriptions show substantial use of AI in lower-risk or supervised work. The following examples differ in authority and reversibility, which is why they receive different controls.
| Use case | Typical agent activity | Why it is easier to control |
|---|---|---|
| Fraud and illicit-finance detection | Identify unusual patterns, prioritize alerts and surface supporting evidence. | A trained investigator or existing rule set can review the alert before action. |
| Document analysis | Extract fields, summarize reports and compare information across large volumes of text. | The source documents remain available for verification and the output can be treated as a draft. |
| Customer-service assistance | Retrieve policy information, draft replies and route cases. | High-impact cases can be escalated to a human rather than decided automatically. |
| Internal data and regulatory analysis | Analyze market or regulatory data, summarize external reports and extract insights from company-visit information. | It informs staff work without directly changing a customer’s account. |
| Software engineering and repetitive operations | Summarize code or tickets, generate routine material and automate repeatable internal steps. | Changes can be tested, reviewed and rolled back before production use. |
| Synthetic data and security support | Produce synthetic datasets or help identify malware and illicit-finance activity. | The output supports testing or investigation, with separate controls for final decisions. |
The Federal Reserve also lists data analysis, fraud detection, document analysis and customer-service chatbots, while its advisory council mentions software engineering, summarizing large volumes of text, extracting insights and automating repetitive operations.

How banks restrict an agent in practice
Controls are layered. No single safeguard makes an autonomous system safe for every banking task.
- Minimize and segment data. Give the agent only the fields and records required for the task. Redact or tokenize sensitive values, separate test data from production data and control where prompts, retrieved documents and logs are retained.
- Use an allow-list of tools. Explicitly define which applications and functions the agent may call. Separate read, draft and execute permissions; do not give a drafting assistant the same credentials as a payment service.
- Set approval gates. Require a named person or a separately controlled service to approve payments, account-detail changes, credit decisions, adverse actions and other high-impact outcomes.
- Record an audit trail. Log the request, model and policy versions, retrieved data, tool calls, outputs, approvals, refusals and final actions. Logs must be sufficient to reconstruct what happened without exposing more customer data than necessary.
- Test before and after launch. Evaluate hallucinations, bias, prompt injection, data leakage, adversarial inputs, permission errors, unusual workloads and outage behavior. Repeat testing when the model, tools, data or policy changes.
- Monitor live behavior. Watch for unusual tool calls, rising error rates, repeated refusals, data-access spikes and attempts to bypass approval. Define thresholds that pause the agent and alert an operator.
- Plan for failure. Maintain a shutdown procedure, manual or rules-based fallback, backup providers where appropriate and recovery drills. A fallback that exists only on paper is not operational resilience.
- Assign responsibility. Map each decision and control to a bank team, an accountable executive and, where relevant, a technology provider. Vendor contracts should cover security, incident reporting, audit access, model changes and service continuity.
The Bank of England summarizes this control mindset with principles that AI should be “Targeted, Reliable, and Secure, clearly Understood and supported with Ethical guidance,” and that systems should be stress-tested and durable.

Technically, an agent can be connected to a payment API. The restriction is about authorization, not capability. A payment is an external, often irreversible act that can trigger fraud losses, customer compensation, reporting duties and regulatory scrutiny. The bank must prove that the instruction was authorized, the recipient and amount were appropriate, required checks passed and the action can be reconstructed later.
For that reason, a bank may let an agent prepare a payment, check for missing information or flag suspicious instructions while keeping final execution behind a separate approval service, transaction limit, step-up authentication or human review. The exact combination depends on the product and risk assessment.
Can an AI agent access a bank account?
There is no universal yes-or-no answer. An internal bank agent may access selected account data through controlled service credentials. A consumer-facing assistant might receive read-only information through an approved connection. Neither case implies permission to transfer funds or change account settings.
Before granting access, the account owner or bank should be able to identify the agent, the data it will receive, the actions it can request, how long access lasts, how access is revoked and what records are kept. Sharing online-banking passwords with an unverified agent bypasses these controls and can expose the entire account.
Permission should be narrow and revocable: read-only where possible, limited to named accounts and functions, protected by strong authentication and monitored for unusual activity. If an agent requests more authority than the task requires, that is a warning sign rather than a convenience.
Best Value
Why human approval remains necessary
Human approval is not merely a way to make customers feel comfortable. It provides a deliberate accountability point when an action has legal, financial or reputational consequences. A reviewer can verify facts outside the model’s context, recognize an unusual situation, explain the decision and stop an action before it becomes irreversible.
Approval is effective only when the reviewer receives enough evidence and time to make a real decision. A button that automatically accepts every recommendation is not meaningful oversight. Banks therefore need clear escalation rules, readable explanations, separation of duties and records showing who approved what and on what information.
Who is liable when a banking AI makes a mistake?
Responsibility normally remains with the institution that offers the product or makes the decision, subject to the law of the relevant jurisdiction and the facts of the incident. A bank cannot avoid its duties by saying that a model, cloud provider or contractor made the choice. A provider may owe the bank contractual remedies, but that is separate from the bank’s responsibility to customers and regulators.
Clear ownership should exist before deployment: who approves the use case, who validates the model, who monitors it, who handles complaints, who reports incidents and who can stop it. If those answers are unclear, the system is not ready for a high-impact banking process.
A practical way to judge an agent’s risk
Two systems using the same underlying model can require completely different controls. Compare the deployment, not just the model name, across these dimensions:
| Question | Lower-risk pattern | Higher-risk pattern |
|---|---|---|
| Autonomy | Answers or drafts for a person to review. | Plans and completes a workflow without a review point. |
| Authority | Read-only retrieval. | Changes records, sets terms or executes transactions. |
| Data sensitivity | Redacted or synthetic information. | Identity, account, payment or proprietary data. |
| Reversibility | Output can be edited or discarded. | Action is external, time-critical or difficult to reverse. |
| Explainability | Source documents and steps are visible. | Result cannot be reproduced or justified. |
| Human control | Approval is informed and mandatory at the impact point. | Approval is absent, rushed or purely ceremonial. |
| Resilience | Manual fallback and tested shutdown exist. | One provider is a single point of failure. |
Bottom line
AI agents are useful because they can turn a goal into a sequence of tool-assisted actions. Banks restrict them because the same autonomy can amplify hallucinations, data leaks, cyberattacks, fraud, outages and legal exposure. The emerging banking pattern is controlled deployment: narrow permissions, least-privilege data access, comprehensive logs, adversarial testing, resilient fallbacks and genuine human approval whenever an agent could materially affect a customer or move money.
