A soccer captain represents the team on the field, wears an identifying armband and has a degree of responsibility for teammates’ behaviour. The captain does not have special privileges or authority to enforce the rules: the referee controls the match. A competition may also adopt additional guidelines limiting who can approach the referee in specified situations.
What the captain is responsible for
Being identifiable
Each team must have a captain on the field wearing an identifying armband. If the captain is substituted, another player on the field must wear it so the referee can identify the captain. A team may change captains during the match, provided the new captain wears the armband. The rules require an identifying armband, not a particular brand or design. See IFAB Law 3.

Taking a degree of responsibility for team behaviour
Law 3.10 states: “The team captain has no special status or privileges but has a degree of responsibility for the behaviour of the team.” That responsibility does not give the captain disciplinary powers over teammates or make them a second referee.
Helping maintain respect for the rules and officials
IFAB says players have a major responsibility for the image of the game and that the captain should help ensure the Laws and referees’ decisions are respected. This is a leadership responsibility, not authority to decide whether an incident was a foul or to overturn a decision. See IFAB’s Notes on the Laws.

Can the captain talk to the referee?
There is no universal rule granting captains exclusive access to the referee. IFAB’s captain-only approach guidelines are optional for competitions. Where a competition adopts them, only the captain may approach the referee in the situations covered by that protocol. Check the rules for the specific competition rather than assuming the guidelines apply everywhere.
IFAB approved updated guidelines on 1 March 2025 for inclusion in the 2025/26 Laws for competitions that choose to apply the principle. They took effect on 1 July 2025; competitions starting earlier could introduce them earlier, and competitions already in the trial could continue that protocol through the competition. See IFAB’s announcement.

What authority does the referee retain?
The referee—not the captain—has authority to enforce the Laws. IFAB Law 5.1 says: “Each match is controlled by a referee who has full authority to enforce the Laws of the Game in connection with the match.” Decisions about facts connected with play are final, and decisions by the referee and other match officials must be respected. See IFAB Law 5.
