As of October 4, 2026: App-store age-assurance laws can move age checks and parental permission into the app-store account and purchase process. Texas’s requirements are described as in effect by Apple and Amazon after an appeals-court stay allowed enforcement to proceed, although the constitutional challenge has not been finally decided. Utah and Louisiana dates remain less clear in the reviewed public materials: Amazon says amendments delayed both laws to 2027, while Apple’s earlier guidance and Louisiana’s statute page show 2026 dates.
What app-store age verification changes
These rules concern app-store accounts and the relationship between stores, developers, and parents—not age restrictions on social-media accounts or websites generally. Depending on the state and platform, a store may need to categorize a user’s age, connect a minor’s account to a parent or guardian, and seek permission for downloads or purchases. Developers may receive age-category and consent signals so they can tailor app experiences and respond to changes in consent.

The laws do not establish one universal verification method. The materials described here do not support a claim that every user must provide government identification, or that Apple, Amazon, and other stores use the same process.

What Texas requires and what is still being litigated
Texas Business and Commerce Code Chapter 121 requires an app store to use a commercially reasonable method to verify the age category of an individual in Texas when that individual creates an app-store account. The statute’s categories are child (under 13), younger teenager (13 to under 16), older teenager (16 to under 18), and adult (18 or older).
A minor’s store account must be affiliated with an adult parent or guardian account. The parent or guardian must consent before covered app downloads, purchases, and in-app purchases; the statute calls for consent for each individual download or purchase and notice to the developer if permission is revoked. The framework applies to app-store activity generally, not just one kind of app.
The Texas attorney general’s June 1, 2026, release says the Fifth Circuit stayed the district court’s injunction while the appeal proceeds. That allowed enforcement to go forward, and Apple and Amazon subsequently describe their Texas requirements as in effect. It does not mean the constitutional claims have received a final decision.

Apple’s Texas implementation
Apple says its Texas account changes began June 4, 2026. Its documented developer tools include the Declared Age Range API, the Significant Change API under PermissionKit, a StoreKit age-rating property, and App Store server notifications. These are Apple’s implementation details, not a universal method required of every platform.
Why Utah and Louisiana dates need qualification
For both states, the reviewed materials conflict. Apple’s February 2026 update described Utah sharing age categories for new accounts beginning May 6, 2026, and Louisiana changes beginning July 1, 2026. Amazon’s current developer guidance instead says amendments delayed Utah to May 6, 2027, and Louisiana to July 1, 2027. Louisiana’s statute page still displays July 1, 2026.
Those conflicting dates should not be presented as a settled statewide schedule without checking the enacted amendments and any relevant court orders. Apple’s dated rollout information describes Apple’s plan at the time; Amazon’s current page describes its understanding of amended dates. Neither alone resolves the underlying legal question.

Louisiana’s described safeguards
The Louisiana statute text reviewed describes age verification, affiliation between a minor’s account and a parent account, verifiable parental consent for downloads and purchases, and renewed consent after a developer reports a significant change. It also describes providing age category and consent status to a developer on authorized request, and limits sharing age-verification data to exchanges required by law.

Developer signals described by the platforms
Amazon documents an API that returns age bands and consent status, and may return an app-level anonymous identifier for supervised users. Amazon also says developers remain responsible for applicable compliance and age-appropriate experiences. Apple describes age-category sharing through its developer API in relevant regions. The available information does not establish identical signals or duties across platforms and states.

For a developer, an app-store signal can inform the experience, but it is not a blanket compliance guarantee. The practical work is to understand what the platform provides, what the relevant state requires, and how the app responds when permissions or app details change.

- Handle age categories deliberately. Determine how the app’s content and features should vary by the age range supplied by the store, where that signal is available.
- Track consent state. Account for consent being granted or revoked, and for any platform notifications that communicate a change.
- Plan for significant changes. Apple documents a Significant Change API; Louisiana’s statute text describes renewed consent after a developer reports a significant change. The Future of Privacy Forum’s June 2, 2026 comparison says Texas requires advance notice of significant changes, while Utah and Louisiana do not prescribe the same pre-change timing. That secondary analysis should be checked against the applicable statutory text.
- Do not assume one state’s process applies everywhere. The requirements, timing, age categories, and developer duties vary by jurisdiction and may change through amendments or litigation.
What parents and app users may notice
Where the store implements these requirements, a parent may be asked to link an account and approve a minor’s download or purchase. In Texas, the statute calls for notice in the consent process about an app’s rating, the content elements driving that rating, and personal-data practices. Louisiana’s statute text also describes account affiliation and approval, with renewed consent after a developer reports a significant change.
For users generally, age categorization may appear during account creation even when someone is not trying to download an age-restricted app. The exact prompts and verification method depend on the applicable law and store implementation; the reviewed materials do not establish a single workflow shared by all stores.

Age-category and parental-consent information may pass from a store to an app developer. The precise signal matters: Amazon documents an age range and consent state, while Apple describes age-category sharing in relevant regions. Louisiana’s text limits sharing age-verification data to legally required exchanges. These materials do not establish that every user must submit an ID or that every store collects or shares the same information.
When reviewing an app-store prompt or privacy notice, useful questions are what information is collected to determine age, what category or status is shared with the app, and what limits govern that transfer. A February 2026 FTC policy statement concerning age-verification technologies and children’s privacy was identified, but its scope and legal effect are not described here.
