A “blacklist of internet advertisers” usually means a policy-based list that a particular system uses to exclude specified advertising-related entities or traffic. It is not the name of one universally recognized industry list: the target might be an advertiser, domain, URL, IP address, creative, or another signal, and the operator’s policy determines what a listing does.
What does “blacklist” mean in online advertising?
In general, a blacklist is a set of items that a system blocks under a defined policy. NIST defines a blocklist as “a documented list of specific elements that are blocked, per policy decision” and notes that the concept has historically been called a blacklist. NIST’s CSRC Glossary makes the key point: inclusion has meaning within the policy and system applying the list.

Applied to advertising, the phrase is descriptive rather than a standardized name. Without a named operator or policy, it does not establish who maintains the list, what qualifies for inclusion, or what consequences follow. Nor does it necessarily mean that the advertiser itself is listed; a filter may instead act on domains, URLs, IP addresses, ad creatives, or other attributes.

Often, these terms describe the same broad mechanism: specified items are denied or excluded. Google’s developer style guide recommends considering more precise alternatives to the noun “blacklist,” including “denylist,” “excludelist,” or “blocklist,” while emphasizing that terminology should match what the system actually does. Google’s style guidance also cautions that a system may not literally use a list.

- DUAL-BAND WIFI 6 ROUTER: Wi-Fi 6(802.11ax) technology achieves faster speeds, greater capacity and reduced network congestion compared to the previous gen. All WiFi routers require a separate modem. Dual-Band WiFi routers do not support the 6 GHz band.
- AX1800: Enjoy smoother and more stable streaming, gaming, downloading with 1.8 Gbps total bandwidth (up to 1200 Mbps on 5 GHz and up to 574 Mbps on 2.4 GHz). Performance varies by conditions, distance to devices, and obstacles such as walls.
- CONNECT MORE DEVICES: Wi-Fi 6 technology communicates more data to more devices simultaneously using revolutionary OFDMA technology
- EXTENSIVE COVERAGE: Achieve the strong, reliable WiFi coverage with Archer AX1800 as it focuses signal strength to your devices far away using Beamforming technology, 4 high-gain antennas and an advanced front-end module (FEM) chipset
- OUR CYBERSECURITY COMMITMENT: TP-Link is a signatory of the U.S. Cybersecurity and Infrastructure Security Agency’s (CISA) Secure-by-Design pledge. This device is designed, built, and maintained, with advanced security as a core requirement.
“Blocklist” is a useful general term for items blocked under a policy; “denylist” emphasizes that listed entities are denied; and “exclusion list” can be clearer in an advertising workflow. If a product or source uses the legacy word “blacklist,” explain its meaning in that specific context rather than assuming all systems implement it identically.
How does a blacklist-style filtering policy work?
In a blacklist model, the default is generally to allow communications or activity, then block a selected subset. An allowlist (historically, whitelist) model reverses the default: block by default and permit only the selected subset. RFC 7754, an informational RFC published in March 2016 rather than an Internet Standards Track specification, describes this distinction in the context of internet filtering.

The list’s entries and the point where enforcement happens can vary. Access-control lists may specify email addresses, users, passwords, URLs, IP addresses, or domain names, as described by IAB UK. DNS-based filtering can distribute domains or IP addresses for systems to check; RFC 5782, an informational memo published in February 2010, documents DNS-based blacklists and whitelists. These are examples of general filtering mechanisms, not evidence of one advertising-specific standard.

What a listing does—and does not—prove
A listing means that an operator or system has applied a particular policy to a specified item. It is not, by itself, proof of wrongdoing, a universal risk rating, or evidence that every other service will block the same item. NIST’s glossary includes security-specific definitions that refer to entities associated with malicious activity, but that meaning should not automatically be transferred to advertising. NIST’s separate blacklist entry collects definitions from different source documents; the applicable one depends on context.

Filtering can also produce unintended consequences and may not achieve its intended effect in every case, a limitation discussed in RFC 7754. A block may affect more than the intended advertiser if enforcement is based on a shared domain, IP address, or other attribute. The details depend on the implementation, so a list entry should be interpreted in light of its scope and policy.

- Expanded Wi-Fi Coverage: 4 high-gain external antennas and Beamforming technology combine to extend strong, reliable, Wi-Fi throughout your home.
- Improved Battery Life: Target Wake Time helps your devices to communicate efficiently while consuming less power.
- Improved Cooling Design: No heat ups, no throttles. A larger heat sink and redefined case design cools the WiFi 6 system and enables your network to stay at top speeds in more versatile environments.
- What is listed? Is the entry an advertiser, domain, URL, IP address, creative, or another attribute?
- Who maintains the list? Identify the operator responsible for adding and removing entries.
- What policy and evidence apply? The listing should be understood against the stated decision criteria, not treated as a universal judgment.
- Where is the filter enforced? A browser, network, DNS resolver, ad platform, or another system can apply a list differently.
- How are entries reviewed or challenged? Review frequency and correction or appeal options should be verified with the specific operator; they cannot be assumed from the word “blacklist.”
- Could the rule overblock? Check whether a shared domain, IP address, or other broad signal could affect unrelated activity.
Unless an operator and policy are identified, “blacklist of internet advertisers” should be read as a general description of exclusion—not as the title of an authoritative, universal list.
