What Alternatives Can Reduce the Need for New Data Centres?

The best alternatives to new data centres make existing compute capacity work harder, share suitable workloads, improve efficiency, and shift flexible demand. Their limits matter: relocation and peak reduction do not automatically cut total computing demand.

The strongest alternatives to building new data centres are to get more useful work from capacity that already exists: raise server utilization, consolidate compatible workloads, improve hardware, software and cooling efficiency, and share capacity where cloud or colocation is a genuine substitute for separate facilities. Scheduling flexible work for different times or locations can also ease electricity peaks and grid constraints. These approaches can defer some expansion, but none guarantees that fewer facilities will be needed if demand for computing grows faster than efficiency improves.

What does it mean to reduce the need for new data centres?

A data centre is the facility and supporting infrastructure used to run computing equipment. The practical question is not simply whether a proposed intervention uses less electricity at one moment. It is whether it avoids or defers the need to buy, power, or build capacity while still meeting service requirements.

That distinction matters because several measures change where or when computing happens without reducing how much computing is ultimately done. Moving a workload to a cloud provider, shifting a batch job overnight, or drawing on a battery during a peak can relieve a local constraint. But unless the change also reduces required capacity or energy over a relevant period, it may be a relocation or timing change rather than a reduction in total demand.

There is no universal number of facilities that any single measure will avoid. The result depends on workload growth, existing utilization, technical constraints, cost, and the ability to maintain reliability. A useful evaluation therefore tracks both useful work per unit of energy and net capacity avoided or deferred.

Why are alternatives important now?

The International Energy Agency estimated that data centres used about 415 terawatt-hours (TWh) of electricity globally in 2024, around 1.5% of total global electricity consumption. In its base case, the IEA projects demand of about 945 TWh in 2030. The agency emphasizes substantial uncertainty, including future AI adoption and efficiency improvements. These are global estimates and a scenario projection, not a prediction for any particular country or operator. IEA, Energy demand from AI.

That forecast is not a reason to assume efficiency will be irrelevant—or that efficiency alone will meet future demand. The IEA’s High Efficiency Case models stronger improvements in software, hardware, and infrastructure. It finds energy savings of more than 15% relative to its base trajectory, while its executive summary describes 2035 demand in that case as 20% below the base case. Those are scenario results, not guaranteed savings for an individual facility or business. IEA, Energy demand from AI; IEA, Executive summary.

Historical experience shows that more computing services do not always require electricity use to rise at the same rate. As summarized by the American Council for an Energy-Efficient Economy (ACEEE), global data-centre energy use rose 6% from 2010 to 2018 while compute instances rose 550%. ACEEE attributes that pattern to more efficient IT equipment, virtualization, and migration toward larger cloud and hyperscale facilities. The period predates widespread AI workloads, so it is evidence of past efficiency gains—not a forecast that future growth will be offset in the same way. ACEEE, Using Energy Efficiency and Demand Flexibility to Reduce Data Center Energy Use and Peak Demand.

In the United States, Lawrence Berkeley National Laboratory (LBNL) reports that data-centre energy use remained nearly constant through the early-to-mid 2010s despite growth in services. Improved cooling and power management, higher server utilization, greater computational efficiency, reduced server idle power, and a shift toward larger cloud-based hyperscale sites helped support that pattern. Accelerated servers later changed it. LBNL also cautions that limited direct energy data in a rapidly changing sector constrains its estimates, particularly future scenarios. Which alternatives can reduce capacity needs?

1. Measure utilization and consolidate workloads

Begin with the equipment already running. Inventory servers and applications, then identify systems that are idle, lightly loaded, or duplicating work. Where applications are compatible, consolidating them onto fewer servers can free capacity and reduce the energy used to host each application. Virtualization—a way to run multiple isolated software environments on a shared physical server—can make that consolidation practical.

Higher average utilization is not a reason to remove every spare machine. Systems need headroom for demand surges, maintenance, and failures; the suitable margin depends on service requirements and operating design. The aim is to eliminate stranded capacity without creating a bottleneck or weakening resilience. ACEEE and LBNL identify improved utilization and virtualization as contributors to earlier efficiency gains. ACEEE, 2025; LBNL, 2024.

2. Improve useful work per unit of energy

Efficiency can come from multiple layers: compute hardware that performs more work for its energy use, software that avoids unnecessary processing, less power consumed while servers are idle, improved cooling, and better power delivery. For an operator, the useful comparison is not a component’s rated efficiency alone. It is the energy required to complete the actual workload, including cooling and other facility overhead.

Software and model choices matter because they influence how much computation a task requires. Hardware and facility changes matter because they influence the energy required to deliver that computation. A combination may be more effective than any isolated upgrade, but investment should be assessed against the expected workload, implementation effort, and the capacity it can actually displace.

The IEA’s High Efficiency Case demonstrates how stronger improvements across software, hardware, and infrastructure can alter the modeled demand trajectory, but it does not establish a guaranteed saving for a specific operator. Efficiency also carries a rebound risk: when computing becomes cheaper per task, an organization may run more tasks. Report total energy and capacity alongside efficiency metrics so that a lower unit cost is not mistaken for lower overall demand. IEA, Energy demand from AI; IEA, Executive summary.

3. Share capacity through cloud or colocation

Cloud services and colocation allow organizations to run some workloads in shared facilities instead of maintaining separate in-house capacity. This can be useful when internal servers are underused or a business does not need dedicated equipment for every workload. Larger shared facilities may have efficiency practices that are difficult for smaller sites to match; migration to such facilities was one factor in the historical pattern described by ACEEE.

However, relocation is not itself proof of a net reduction. If a workload moves but the old capacity remains powered, or if easier access to computing leads to more use, total demand may not fall. A move is a credible alternative to new construction when shared capacity can serve the workload and the organization can retire, avoid, or defer separate capacity without compromising service.

Check workload sensitivity, latency, data-location rules, security and control needs, availability requirements, utilization, migration effort, total cost, and resilience. A workload that needs very low latency, strict data control, or specialized availability may not be a good fit for a distant or shared environment. ACEEE’s historical findings support shared-facility migration as one contributor to efficiency, not a guarantee that every cloud or colocation move reduces total energy. ACEEE, 2025.

4. Schedule flexible workloads across time or geography

Some computing does not have to run immediately or in one location. Depending on service commitments, batch processing, certain training tasks, backups, and other deferrable work may be scheduled outside peak periods or moved to a different region. Such flexibility can help match computing to electricity availability or relieve a local grid bottleneck, provided latency, data rules, and operational constraints allow it.

This is primarily a way to manage the timing or location of load. It can reduce peak demand and make better use of existing grid or facility capacity, but it does not automatically reduce annual compute or energy. LBNL identifies computational flexibility as one of four mechanisms for data-centre load flexibility in its discussion of grid integration. LBNL, Integrating AI Data Centers with the Power Grid.

5. Use facility flexibility, storage, and demand response

Cooling controls and IT power management can adjust facility demand during constrained periods. Storage and flexible use of onsite assets can also shift when electricity is drawn from the grid. These measures may make an existing facility more responsive to grid conditions or lower its peak draw without changing the amount of computing delivered over a longer period.

A California field study spanning four data centres reported demand savings of 25% at the data-centre level or 10–12% at the whole-building level from cooling and IT controls plus load migration, with minimal or no operational impact in the tested context. This is a historical field-study result from 2012, not a current universal guarantee; results depend on facility, control strategy, and conditions. LBNL Demand Response Research Center, Demand Response Opportunities and Enabling Technologies for Data Centers: Findings From Field Studies.

These tools can help with near-term grid integration, but they are not a substitute for all new power infrastructure. LBNL states that demand flexibility cannot substitute for the long-term need for new bulk power generation. This distinction is important: reducing a data centre’s peak draw can help a constrained grid, while the long-term amount of generation and computing capacity remains a separate planning question. LBNL, Integrating AI Data Centers with the Power Grid; IEA, Executive summary.

How should an organization choose?

Compare options against the capacity and service problem actually being addressed. A facility expansion may be driven by a sustained shortage of compute, a short-lived peak, a lack of grid connection, or a workload that cannot move. Those problems call for different remedies. Use the following questions to avoid treating a peak-shifting measure as though it had eliminated capacity demand.

  • Capacity: Will the measure avoid or defer a purchase, expansion, or facility—or only change the hour or location where demand occurs?
  • Efficiency: How much useful work is delivered per unit of energy when IT equipment, cooling, and power delivery are included?
  • Workload fit: Can the workload tolerate changes in latency, availability, burst capacity, data location, and security or control?
  • Cost and effort: What migration, software, operations, and resilience work is needed, and how does the total cost compare with adding capacity?
  • Total demand: Does the action lower total compute or energy, or does it shift demand across time or geography? Could lower unit cost cause usage to grow?
Option Best suited to What it can change Key limit to check
Utilization, consolidation, virtualization Idle or lightly loaded servers and compatible applications Can make existing compute capacity serve more workloads and potentially defer expansion Maintain enough headroom for peaks, maintenance, and failures
Hardware, software, cooling, and power efficiency Workloads or facilities with avoidable energy use per unit of useful work Can reduce energy and capacity requirements per unit of service Efficiency does not ensure lower total demand if workload volume grows
Cloud or colocation Workloads suitable for shared facilities, especially where separate capacity is underused Can replace some in-house capacity and change facility utilization Relocation alone does not prove net capacity or energy avoided
Time or geographic shifting Deferrable or movable work with flexible timing or location Can ease peak demand and local grid constraints May shift rather than reduce annual compute or energy
Controls, storage, and demand response Facilities able to adjust when or how they draw power Can reduce or shift demand during stressed periods Grid flexibility is not a substitute for long-term bulk generation needs

A practical sequence for reducing expansion pressure

  1. Establish a baseline. Inventory applications, servers, facility energy use, and workload demand over time. Separate sustained capacity shortages from short peaks; an average utilization figure alone may hide bursts or operational reserves.
  2. Find stranded capacity. Identify idle, duplicated, or lightly used systems and determine which applications can safely share infrastructure. Set headroom based on failure, maintenance, and service needs rather than aiming for maximum utilization at all times.
  3. Prioritize efficiency opportunities. Examine compute efficiency, idle power, software processing needs, cooling, and power delivery. Estimate savings against useful work completed, and track total demand so growth does not obscure the result.
  4. Test workload sharing selectively. Assess cloud or colocation candidates against latency, availability, security, control, data location, cost, and migration work. Count a move as capacity avoided only when it can displace separate capacity rather than simply adding another location.
  5. Mark work that can move in time or place. For eligible batch tasks or other flexible jobs, evaluate scheduling or geographic shifting against grid conditions and service requirements. Distinguish peak relief from annual energy reduction.
  6. Use facility flexibility where it fits. Consider cooling and IT controls, storage, or demand-response participation for peak periods. Confirm operational impact and resilience requirements rather than assuming a result from another facility will transfer directly.
  7. Review outcomes together. Compare actual useful work, energy, peak demand, and capacity retained or deferred. Revisit the plan as workloads change, particularly when new accelerated computing or AI demand affects the baseline.

What the evidence can—and cannot—establish

Past efficiency improvements demonstrate that more computing services can be delivered without proportional growth in energy under some conditions. They do not show that efficiency will offset future demand, particularly as workload types and hardware change. The IEA’s 2030 base case and efficiency scenarios make the uncertainty explicit, while LBNL notes that limited direct energy data constrain estimates in a rapidly evolving sector.

Likewise, field results for demand response and cooling controls show that flexible operation can work in tested settings, not that every data centre will achieve the same savings. No single option has a universal avoided-facility figure. Operators and planners should therefore distinguish measurable reductions in total requirements from deferrals, peak reductions, and geographic shifts—and should make the distinction clear when reporting progress.
