What AI Can and Cannot Do in the Mortgage Application Process

AI can help mortgage lenders analyze application data and support document and valuation workflows, but it does not replace borrower accuracy, lender verification, or the lender’s final credit decision.

AI and other automated tools can help a mortgage lender collect, organize, verify, summarize, and assess application information. They may also support property valuation. But a tool’s output is not the same as a final mortgage decision: the lender remains responsible for verifying and documenting the file, assessing the property, and deciding whether to approve or decline the loan. Borrowers still need to give accurate information and provide requested records. If a creditor takes adverse action, it must give specific, accurate reasons even when an algorithm was involved.

Where automation fits in a mortgage application

A U.S. mortgage application is a file of information about the borrower, the requested loan, and the property. In the conventional process, borrowers commonly complete the Uniform Residential Loan Application, known as Fannie Mae Form 1003 or Freddie Mac Form 65. The standardized form and its data specifications support digitized loan origination, but digitization alone is not artificial intelligence. A form can be completed and routed electronically without a machine-learning model deciding anything.

After an application is submitted, a lender may request records that support details such as employment, income, assets, and credit history. Its systems can receive and organize the data, check it against other information, and help assess whether the application fits applicable loan requirements. Some components use rules or conventional automation; others may use machine learning. The combination varies by lender, loan type, and platform.

That distinction matters. “AI in a mortgage” is not necessarily one tool reading an entire application and issuing a verdict. It can mean several separate capabilities—such as automated underwriting, document review, credit-information summarization, or valuation support—used at different points in the process.

The application process can also involve supplemental information beyond the central loan and borrower details. For example, Fannie Mae’s Supplemental Consumer Information Form captures information about homeownership education and housing counseling. That does not mean every borrower must use a particular education provider or counselor; it is a reminder to follow the lender’s instructions about the forms and information requested for a specific application.

What AI and automated systems may do

Analyze a file and return underwriting findings

Automated underwriting systems analyze application information to assess risk and eligibility, then return findings or feedback for the lender. The Government Accountability Office (GAO) describes Fannie Mae’s Desktop Underwriter and Freddie Mac’s Loan Product Advisor as proprietary systems used by lenders. Their feedback can address matters such as asset or income verification and appraisal requirements. A lender may also apply its own criteria, so a system finding is not necessarily the only factor in the lender’s process.

Automated underwriting is one route to comprehensive risk assessment, not the only one. Fannie Mae’s published guidance also recognizes manual underwriting. Whichever route is used, the lender must consider the borrower’s circumstances—including equity investment, credit history, liquid reserves, and reliable recurring income—and the combined effect of risk factors. The assessment is not simply a score or an isolated model output.

A finding may point to a next step, such as confirming an asset, documenting income, or reviewing the property valuation. It is useful feedback, but it should not be read as a final approval unless the lender confirms that the loan has been approved. If an item in the file is incomplete, inconsistent, or outside a system’s assumptions, the lender may need additional documentation or review. The lender can explain what remains outstanding and whether its own criteria apply.

Help process documents and information

Some systems may assist with reviewing documents or summarizing information in a file. GAO’s 2025 report described private lender systems using AI for document-review tasks. It also described machine-learning components in certain government-sponsored enterprise (GSE) workflows—for example, automated valuation models in Fannie Mae’s system and credit-information summarization at Freddie Mac. These are examples reported at that time, not a guarantee that every lender or vendor uses those capabilities today.

Document processing can help a lender handle information, but it does not make an incomplete or inaccurate file acceptable. A borrower may still need to submit records, explain a discrepancy, or provide a clearer copy when requested. The lender remains responsible for confirming that the information it relies on is accurate and complete.

Support property valuation and appraisal workflows

An automated valuation model (AVM) can estimate a property’s value using data and models. A valuation may inform a lender’s workflow, and automated underwriting findings may identify a case for possible appraisal-waiver eligibility. Neither an estimate nor a waiver indication guarantees the home’s value, guarantees that the lender will waive an appraisal, or guarantees loan approval. Federal agencies have adopted quality-control standards for covered AVMs.

In practical terms, an AVM is one input into a valuation process, not a promise about what a home would sell for or what value a lender will accept. Whether an appraisal is needed depends on the loan and the lender’s process. Even if an automated finding indicates potential waiver eligibility, the lender determines whether the file meets applicable requirements and what valuation documentation is appropriate.

Can AI approve or deny a mortgage?

A system can produce findings that influence what the lender reviews next, but that does not make its output the lender’s final credit decision. GAO’s 2025 review says the GSE underwriting systems do not make the lender’s credit decision; it also reports that those systems do not use AI to make loan-purchase eligibility decisions, even though certain inputs use machine learning. GAO summarizes the responsibility plainly: “Ultimately, the decision to underwrite a loan is made by the lender.”

That description is specific to the systems and findings in GAO’s report, not a universal claim about every private lender, platform, loan type, or future system. Lenders’ technology and workflows differ. The practical point for an applicant is to distinguish a system finding or request for additional evidence from the lender’s decision. Ask the lender who is reviewing the file and how to address an error or unresolved finding.

So, does a computer make the final mortgage decision? In the GSE underwriting process GAO describes, the lender makes the credit decision. An automated system can assess data and provide feedback, but the lender is responsible for evaluating the full application and deciding whether to approve or decline. The presence of a machine-learning component in one task does not establish that the whole application is decided by AI.

Automated underwriting and manual underwriting compared

Both approaches are ways for a lender to assess risk. Neither removes the need for accurate borrower information, supporting documentation, or a lender’s review of the property and overall file.

Question Automated underwriting Manual underwriting
How is the file assessed? An automated system analyzes application information and returns risk, eligibility, or documentation findings for the lender. The lender conducts the comprehensive risk assessment without relying on automated underwriting as the assessment route.
What information matters? The system analyzes application data; the lender must still consider the relevant factors and their combined effect. The lender considers factors such as equity investment, credit history, liquid reserves, and reliable recurring income, including how those factors interact.
Are records still needed? Yes. Findings may address income or asset verification, but the lender must confirm and document qualifying information. Yes. The lender still needs evidence supporting the information used in its assessment.
Who handles exceptions and decides? The lender reviews findings, may apply additional criteria, and makes the credit decision. The lender assesses the file and makes the credit decision.
Is one route always faster or cheaper? No universal time or cost advantage is established; results depend on the lender and the particular application. No universal time or cost comparison is established; results depend on the lender and the particular application.

System names alone do not show that one lender will be a better fit. Compare lenders on their document requirements, communication, expected timelines, fee estimates, and willingness to explain findings. A lender can tell you which assessment route it uses and whether a particular file may need additional review.

For an individual borrower, the useful comparison is not “AI versus no AI” in the abstract. Ask what information the lender needs, what happens if an automated finding does not fit your circumstances, how exceptions are handled, and how you will hear about unresolved items. Ask about the lender’s own expected timeline and fees rather than assuming either underwriting route is inherently faster or less expensive.

What remains the borrower’s and lender’s responsibility

Borrowers must give accurate information and provide evidence

Automation is not a reason to guess, omit a detail, or assume a system will fix a mistake. Answer application questions truthfully and promptly provide records requested by the lender. Fannie Mae’s underwriting guidance requires the lender to confirm the accuracy and completeness of borrower-provided information and to document its assessment, including evidence for qualifying information such as credit history, employment, income, and assets.

A simple folder—physical or digital—can help keep requested records together, but it is optional and does not replace the lender’s submission process. Follow the lender’s directions about file types, secure upload methods, and which records are needed; do not send sensitive financial documents through an unapproved channel.

Keeping a copy of what you submit and noting when the lender asks for follow-up can also make it easier to respond consistently. A “mortgage document organizer” is not a loan requirement and does not improve approval odds by itself; it is simply a way to keep requested income, asset, and credit records organized while you follow the lender’s actual instructions.

Lenders must verify, document, assess, and decide

The lender cannot transfer its underwriting responsibility to a model. It must assess the borrower and the property as collateral, document the assessment, and decide whether to approve or decline. Automated findings may inform that work, but the lender’s obligation to evaluate the file remains.

What happens if a lender denies an application involving AI?

Federal credit rules do not create an AI exception to adverse-action explanation requirements. The Consumer Financial Protection Bureau (CFPB) states in Circular 2022-03 that creditors using complex algorithms must still provide applicants with accurate reasons for adverse action. Its 2023 guidance further says that broad categories or checklist explanations that do not reflect the actual reason are inadequate. The explanation must identify the specific principal reasons for the action, not merely point to an opaque model.

“Whether a creditor is using a sophisticated machine learning algorithm or more conventional methods to evaluate an application, the legal requirement is the same: Creditors must be able to provide applicants against whom adverse action is taken with an accurate statement of reasons.”

CFPB Director Rohit Chopra put the principle more briefly in September 2023: “There is no special exemption for artificial intelligence.” If you receive an adverse-action notice, read the reasons and contact the lender if a stated fact appears wrong or you do not understand how it applied to your application. Ask how to correct an error and whom to contact about the decision. The presence of an algorithm does not make an inaccurate or generic explanation sufficient.

Can a lender deny you because of an AI algorithm? Technology may be part of how a lender assesses information, but the creditor still has to comply with the same adverse-action rules. If an application is denied, the explanation must give specific and accurate principal reasons for that action. If a reason appears incorrect, ask the lender how to correct the underlying information and how the notice relates to your file.

What lenders report about automation—and what the figures mean

Automation can be part of efforts to reduce processing friction, but company-reported outcomes should not be mistaken for a promise to an individual applicant or an independent industry-wide result. In a May 15, 2025 announcement, Freddie Mac reported that lenders maximizing automation through its Loan Product Advisor were originating loans that were $1,500, or 14%, cheaper and tended to have a five-day shorter loan-production cycle time. Those figures describe Freddie Mac’s own analysis; they do not establish that every borrower will save that amount or finish five days sooner.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

In the same 2025 announcement, Freddie Mac said its ACE appraisal waivers had saved families more than $2 billion in appraisal costs since 2017. It also said LPA Choice had enabled lenders to qualify an additional 18,000 borrowers. These are company-reported cumulative or program outcomes, not guarantees that a particular applicant will receive an appraisal waiver, qualify for a loan, or benefit by a specified amount.

There is no single reliable percentage here for how often “AI alone” makes or changes a mortgage decision. That framing also obscures the difference between a model supporting one task and the lender deciding the application. Ask what the specific system does in your lender’s workflow rather than relying on a broad claim about AI use in mortgage approvals.

Questions to ask your lender

You do not need to know a system’s technical details to understand how it affects your application. These questions can clarify what to expect:

  • Which parts of my application are automated, and what does each tool do?
  • Does a person review the file and any automated findings?
  • What documents do you need from me, and how should I submit them securely?
  • Who should I contact to correct an error or provide missing information?
  • If I receive an adverse-action notice, whom can I contact to understand its specific reasons?
  • What timelines and fee estimates should I expect for my application?

Answers may differ by lender and loan. The aim is to learn what the process requires, how the lender handles questions or corrections, and which findings still need human review.

Frequently Asked Questions

Can AI approve or deny my mortgage?

An automated system may analyze application information and return risk, eligibility, or documentation findings. In the GSE underwriting systems described by GAO, the lender—not the system—makes the credit decision. Specific lender workflows vary, so ask who reviews your file and what a finding means.

Does a computer make the final mortgage decision?

A computer-generated finding is not automatically the lender’s final decision. The lender remains responsible for verifying and documenting the file, assessing the property as collateral, and deciding whether to approve or decline.

Can a lender deny me because of an AI algorithm?

A lender may use automated tools as part of assessing an application, but AI does not exempt the creditor from adverse-action rules. If a creditor takes adverse action, it must provide specific, accurate principal reasons; a generic explanation or a reference to an opaque model is not enough.

Will an automated valuation model guarantee my home’s value or an appraisal waiver?

No. An AVM can support a valuation workflow, and findings may indicate possible appraisal-waiver eligibility, but neither the value estimate nor waiver indication guarantees a value, waiver, or loan approval.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do I still need to provide documents if my lender uses automation?

Yes. Borrowers still need to provide accurate information and requested records. The lender must verify and document the qualifying information it relies on, even when a system helps review or summarize the file.

Is automated underwriting faster or cheaper than manual underwriting?

There is no universal time or cost advantage established for either route. Compare the lender’s document requirements, communication, expected timeline, and fee estimates for your particular application.

The Bottom Line

AI can help organize and analyze a mortgage file, return underwriting feedback, and support valuation tasks. It cannot make borrower accuracy optional, guarantee an appraisal waiver or approval, or remove the lender’s duty to verify, document, assess, and decide. Ask what is automated, who reviews the findings, what evidence is still needed, and how to correct an error or understand an adverse-action notice.
