What Actually Causes Buffering in Video Streaming? A Practical Look at the Network Stack

Buffering is a playback symptom, not a diagnosis of slow Wi-Fi. Follow the path from encoded video and CDN through the network, transport, player buffer, and device rendering to understand what can interrupt playback.

Buffering happens when a player does not have enough playable video ready at the moment it needs to continue. The missing data may be delayed anywhere between the video provider and your device—or the device may struggle to download, decode, or render it. A spinning indicator tells you playback ran short; by itself, it does not identify the cause.

How a video gets from a provider to your screen

Streaming is a chain, not a single speed test. A provider encodes a video into one or more versions, often divided into chunks. Your player requests chunks from the provider or its content delivery network (CDN). Data then crosses the provider’s systems, networks between the provider and you, and your home or mobile connection. On the device, software receives and buffers the data; the player then assembles, decodes, and renders frames.

A playback pause occurs when the player runs out of media it can play. A long wait before data arrives, a slow chunk download, or a client-side problem can all contribute. Separately, a device may decode or draw frames poorly, producing judder or dropped frames without necessarily causing a rebuffer pause.

What can cause the player’s buffer to run low?

Where the problem appears What may be happening What the symptom can suggest
Before the first bytes of a chunk arrive The request is taking time to reach the service, the CDN or backend is slow to respond, or the round trip across the network is delayed. A delayed start to a chunk does not by itself distinguish server, routing, or network delay.
While a chunk is downloading Available capacity may be low, other traffic may be competing for it, or loss and recovery may delay delivery. Playback may pause if the chunk arrives too slowly for the player to maintain its buffer.
After data reaches the device The operating system, browser or app, player, or playback hardware may be unable to process data promptly. A pause can reflect a client-side delay; poor decoding or rendering may instead appear as dropped or juddering frames.

These are places to investigate, not diagnoses. The same visible pause can have different causes, and more than one layer can be involved.

The video’s bitrate is not determined by resolution alone

Video bitrate is the rate at which encoded media must be delivered. Resolution matters, but so do frame rate, color depth, codec, encoding settings, scene complexity, and motion. More detail or movement generally requires more data at a given level of quality, while more efficient compression can reduce the required rate. These are tendencies, not guarantees for a particular title: two videos at the same resolution can have different bitrate needs.

The player adapts, but its estimate can be imperfect

Many streaming players choose among several encoded representations. They estimate the capacity available between the sender and receiver and select a version they expect to download in time. This adaptive bitrate behavior can reduce quality when conditions worsen and raise it when conditions improve; a quality drop is not itself a buffering event.

TP-Link AC1200 WiFi Router Dual Band Wireless Internet Router (Archer A54)
  • Dual-band Wi-Fi with 5 GHz speeds up to 867 Mbps and 2.4 GHz speeds up to 300 Mbps, delivering 1200 Mbps of total bandwidth¹. Dual-band routers do not support 6 GHz. Performance varies by conditions, distance to devices, and obstacles such as walls.
  • Covers up to 1,000 sq. ft. with four external antennas for stable wireless connections and optimal coverage.
  • Supports IGMP Proxy/Snooping, Bridge and Tag VLAN to optimize IPTV streaming
  • Access Point Mode - Supports AP Mode to transform your wired connection into wireless network, an ideal wireless router for home
  • Advanced Security with WPA3 - The latest Wi-Fi security protocol, WPA3, brings new capabilities to improve cybersecurity in personal networks

The estimate is based on observed downloads, not a fixed reading of your internet connection. In segmented delivery, a chunk may arrive in a burst followed by an idle gap. RFC 9317, an IETF informational document published in October 2022, explains that bursts, idle periods, TCP slow-start after idle, and socket-level receive-rate estimates can complicate capacity measurements. The player can therefore make a choice based on a short or unrepresentative sample.

Capacity, latency, loss, and variation are different

Capacity is how much data a connection can carry over time. Latency is the delay involved in getting data across the path. Packet loss means some packets do not arrive successfully and may need recovery. Short-term variation—sometimes called jitter—means delivery timing changes. A high average transfer rate does not rule out a latency spike, loss recovery, queueing, or a delayed server response just when the next chunk is needed.

The path includes your Wi-Fi or mobile link, your internet provider, intermediate networks, and the streaming provider’s delivery infrastructure. A bottleneck, competing downloads, queueing, wireless errors, packet reordering, distance, or routing can affect delivery in different ways. RFC 9317 discusses these operational factors. RFC 8836 (2020) addresses interactive real-time media rather than non-interactive streaming, so its congestion, jitter, and competing-flow concepts should not be mistaken for a consumer streaming diagnosis.

TCP and QUIC change how loss affects delivery

TCP provides a reliable, in-order byte stream to an application. If a packet is lost, later data on that TCP connection cannot be delivered to the application in order until the missing data is retransmitted. RFC 9317 describes this as head-of-line blocking. In a stream that is approaching buffer starvation, the extra wait can matter.

QUIC also uses congestion control and loss recovery, but it supports multiple streams. When a lost packet contains data for one stream, delivery on unrelated streams can continue rather than being held up solely by that loss. This can limit the reach of a loss delay; it does not eliminate congestion, weak capacity, server delay, or device limitations. The outcome also depends on how the sender implements QUIC and which congestion-control algorithm it uses. Neither protocol is universally faster in every streaming situation.

The CDN and server can add delay too

Before a chunk begins arriving, the provider’s systems may need to locate or prepare it. Cache behavior, backend work, and server-side reads can affect response time. A 2016 measurement study of one commercial video service found that both throughput and latency-related network effects mattered, and that cache misses and server-side read delays could contribute in the service it examined. That historical result shows why the provider side belongs in the chain; it does not establish how often those conditions affect current services.

Why a fast speed test may not match streaming

A speed test is a measurement made by a particular test, at a particular time, to particular servers. It can show that a connection transferred data quickly during that measurement, but it does not establish how quickly a video chunk will arrive later through the streaming provider’s route. It may not capture a brief delay spike, loss and recovery, a busy household link, CDN response time, or a playback-device bottleneck.

Streaming also has to meet a timing need: enough playable media must arrive before the player consumes what is already buffered. Average capacity can look ample while a short interruption empties a small buffer. Conversely, a lower-quality representation may play smoothly because it needs less data. A speed test is useful context, not proof that the network path and player are healthy at the moment of a stall.

RFC 9317 notes a historical estimate—75% of total traffic to end users was video in 2019, citing RFC 8404. That figure describes 2019, not current traffic share, and says nothing about the cause of any one viewer’s buffering.

How to narrow down what is happening

Ordinary viewers usually cannot see the server and player measurements used in detailed streaming studies. These comparisons can still help narrow the possibilities, but none proves a cause on its own. Change one factor at a time and note whether the result is a pause, a quality change, or choppy frames.

  1. Compare Wi-Fi with a wired connection. If practical, play the same stream on the same device over Ethernet, then over Wi-Fi. A Cat 6 Ethernet cable can be used for this comparison; it is a way to change the connection path for a test, not a universal buffering fix. If only Wi-Fi playback is affected, the wireless portion is a useful place to investigate, though other differences may still be involved.
  2. Compare devices or apps. Try the same title and service on another device, or another supported app on the same device. A difference can point toward a device, app, or playback-path issue, but does not isolate which one.
  3. Notice when the trouble occurs. Check whether pauses appear at particular times or when other household traffic—such as downloads or video calls—is active. A pattern alongside competing traffic is a clue that shared capacity or queueing may be involved, not proof.
  4. Distinguish the symptom. A pause followed by resumed playback is rebuffering. A sudden quality reduction may be the player adapting to its estimate. Judder or dropped frames without a pause can point toward decoding or rendering, though symptoms can overlap.

For a given stall, diagnosis would require measurements from that playback session—such as chunk request timing, download behavior, buffer level, and rendering performance. A general speed result or the visible buffering indicator cannot reveal which layer failed.
