A working VPN usually prevents your internet provider from reading the websites and app traffic carried inside the encrypted tunnel. Your provider can still see that your device is connected to a VPN server, and can observe connection details such as timing and data volume. The VPN shifts some trust from your provider to the VPN operator; it does not make you anonymous.
What happens to your traffic when a VPN is on?
The path is: your device connects to a VPN server through your internet provider, then the VPN server forwards traffic to a website or other service. Between your device and the VPN server, the VPN encrypts traffic in a tunnel. The provider carries that tunnel but, with a functioning and correctly configured VPN, generally cannot read the application traffic inside it or directly see its destinations. The Federal Trade Commission (FTC) explains how VPN software routes traffic through a VPN provider.

The connection itself is not invisible. Your provider can observe that you are communicating with a VPN endpoint, as well as connection metadata such as when the connection occurs and how much data moves. That is different from being able to read the contents or identify every site visited through the tunnel.
What your internet provider can and can’t see
| Connection or information | What the provider can generally see |
|---|---|
| Connection to a VPN server | The connection to the VPN endpoint, along with timing and traffic volume. |
| Traffic carried inside a working VPN tunnel | Not ordinarily the readable contents or direct destinations inside the tunnel. |
| HTTPS traffic without a VPN | The website content is encrypted, but the provider may still learn destination information, such as IP addresses or domain names, depending on circumstances. |
| DNS requests routed outside the VPN | Potentially the queried domains if requests are sent in plaintext. |
HTTPS and VPN encryption protect different parts of a connection. HTTPS protects content between your browser or app and a website. Without a VPN, that does not necessarily conceal destination information from the provider. A VPN encrypts the connection from your device to the VPN server, adding protection on that segment. The FTC’s October 21, 2021 staff report found that some of the six major U.S. internet providers it examined continued to store accessed IP addresses and thereby collect website domain names even when traffic was encrypted. That study finding is specific to those providers and its study context; it does not show that every provider can see every destination inside a correctly functioning VPN tunnel. What changes once traffic reaches the VPN server?
The VPN server forwards your traffic to its destination, so the VPN operator becomes an intermediary. The VPN protects the device-to-server leg; it does not mean the provider disappears from the rest of the route. The operator’s handling of traffic and data therefore matters. The FTC describes this as a shift in trust from the network to the VPN app provider. FTC consumer guidance on VPN software also warns that app promises alone do not establish that a service is trustworthy.
Do not assume every VPN app encrypts all traffic or that every provider has the same logging practices. Review the service’s privacy policy and understand who operates it and what it says it collects. Those details affect the privacy trade-off, but a policy is not by itself proof of how a provider behaves.

When can DNS reveal the sites you visit?
DNS translates a domain name, such as a website address, into information a device uses to connect. DNS requests are typically sent in plaintext unless protected, so parties on the network path may be able to read them. A correctly configured VPN should route DNS traffic through its tunnel. A DNS leak, split routing, or an app’s own network behavior can mean some requests travel outside it and become visible to your provider. Cloudflare explains how DNS over TLS protects DNS queries.
Encrypted DNS sent outside the VPN changes what the provider can read: it may no longer be able to read the DNS query, but the DNS resolver still receives it. Encryption of a DNS request is not the same as routing that request through the VPN.

Why a VPN does not make you anonymous
A VPN can mask your home IP address from the sites you visit by presenting the VPN server’s address instead. But websites and apps may still identify you when you sign in, provide personal details, or use other information associated with your account. The FTC’s consumer guidance puts it plainly: “A VPN app generally isn’t going to make you entirely anonymous.” That is the FTC’s statement, not a guarantee about any particular VPN service.
A VPN narrows what one observer—your internet provider—can see on the network path. It does not erase identity information you give to a website, eliminate all tracking, or remove the need to consider the VPN operator’s role.
