A Layer 3 protocol operates at the OSI model’s Network Layer, where logical addresses help move packets between separate networks. Internet Protocol (IP) is the best-known example: routers use IP addressing and routing information to forward datagrams toward their destinations.
What does Layer 3 mean?
Layer 3 is the Network Layer in the seven-layer OSI model. In the Internet protocol suite, the corresponding role is generally called the Internet Layer. These models describe network functions, and their boundaries correspond approximately rather than matching identically in every textbook or implementation. The IETF’s RFC 4949 explains the mapping between IP’s Internet Layer and OSI Layer 3.

A protocol is a set of rules for exchanging information between systems. At Layer 3, the central task is internetwork delivery: attaching logical source and destination addresses to data and supporting its movement across multiple networks. IP packages data into datagrams, whose headers include addressing and control information.

When a datagram reaches a router, the router examines network-layer information and uses its routing information to decide where to send it next. It may forward the datagram toward another router or toward its destination network. A router’s routing information describes paths or next hops; forwarding is the act of applying that information to an arriving datagram. RFC 1716 describes routing information and next-hop selection.

- Dual band router upgrades to 1200 Mbps high speed internet (300mbps for 2.4GHz plus 900Mbps for 5GHz), reducing buffering and ideal for 4K stream
- Full Gigabit Ports - Gigabit Router with 4 Gigabit LAN ports, ideal for any internet plan and allow you to directly connect your wired devices
- Boosted Coverage - Four external antennas equipped with Beamforming technology extend and concentrate the Wi-Fi signals
- MU-MIMO technology - (5GHz band) allows high speeds for multiple devices simultaneously
- Access Point Mode - Supports AP Mode to transform your wired connection into wireless network, an ideal wireless router for home
This is why Layer 3 is associated with communication across network boundaries, while a device that only bridges or switches at Layer 2 forwards traffic within a link-layer network. Connecting segments with bridges does not necessarily create separate logical IP networks.
How Layer 3 differs from Layers 2 and 4
| Layer | Typical scope | Main role | Example | Reliability or ordering |
|---|---|---|---|---|
| Layer 2: Data Link | A directly connected link or network segment | Link-level delivery | Ethernet or Wi-Fi link framing | Depends on the protocol; this is not IP’s end-to-end reliability service. |
| Layer 3: Network | Multiple networks | Logical addressing and forwarding between networks | IPv4 or IPv6; routers forward traffic | IP itself does not guarantee arrival or ordering. |
| Layer 4: Transport | Communication between endpoints | Transport services for applications | TCP or UDP | TCP provides reliable, ordered communication; UDP does not provide those guarantees. |
The table is a useful conceptual guide, not a claim that every protocol suite draws identical boundaries. For example, the Internet suite uses the name Internet Layer rather than OSI Network Layer.

Does Layer 3 guarantee that packets arrive?
No. IP is connectionless: it sends datagrams without establishing a connection that promises delivery. A datagram can be lost, and IP does not guarantee that datagrams arrive once or in order. The IETF’s RFC 4949 distinguishes IP’s role from end-to-end services such as sequencing and reliable delivery, which TCP can provide when an application needs them.
What are examples of Layer 3 protocols?
IPv4 and IPv6 are the two familiar versions of Internet Protocol. IPv4 is specified in RFC 791; IPv6 is specified in RFC 8200. The distinction is that “Layer 3” names a role in a model, while IPv4 and IPv6 name specific versions of the protocol that performs that role.

- Dual-band Wi-Fi with 5 GHz speeds up to 867 Mbps and 2.4 GHz speeds up to 300 Mbps, delivering 1200 Mbps of total bandwidth¹. Dual-band routers do not support 6 GHz. Performance varies by conditions, distance to devices, and obstacles such as walls.
- Covers up to 1,000 sq. ft. with four external antennas for stable wireless connections and optimal coverage.
- Supports IGMP Proxy/Snooping, Bridge and Tag VLAN to optimize IPTV streaming
- Access Point Mode - Supports AP Mode to transform your wired connection into wireless network, an ideal wireless router for home
- Advanced Security with WPA3 - The latest Wi-Fi security protocol, WPA3, brings new capabilities to improve cybersecurity in personal networks
In short, Layer 3 provides logical addressing and supports forwarding across networks; IP is the clearest everyday example, and routers are the devices that commonly perform that forwarding.
